Job Description:
Parsons is looking for a highly experienced and vigilant Security Manager to join our team to oversee and implement comprehensive security operations for a major airport development program, with a specific focus on the airfield and airside construction areas.
The role requires strong leadership and in-depth knowledge of airport and airside security protocols, personnel access control, and risk mitigation within active and high-security construction environments. The ideal candidate will have at least 10 years of experience in security management, preferably in aviation or infrastructure megaprojects.
What You'll Be Doing;
- Develop and implement the project’s site-wide security strategy in line with international airport security standards and client requirements.
- Lead the planning and enforcement of airside and landside access controls, ensuring secure zones are properly demarcated, protected, and monitored.
- Oversee the deployment of security personnel, CCTV systems, fencing, access gates, and control points across the construction site.
- Ensure strict adherence to airside security regulations, including personnel and vehicle access, escort procedures, and zone clearances.
- Monitor contractor and subcontractor compliance with aviation and project-specific security protocols.
- Coordinate with construction and logistics teams to secure movement of materials, equipment, and workers into sensitive zones.
- Conduct regular threat and risk assessments related to construction activities near operational or restricted areas.
- Establish and maintain emergency response protocols, including incident reporting, investigation, and escalation procedures.
- Lead incident investigations involving security breaches, loss, or unauthorized access.
- Liaise with airport security authorities, aviation regulatory bodies, and client security representatives to ensure alignment with national and international requirements.
- Coordinate with HSE, logistics, and construction teams to support integrated safety and security planning.
- Participate in interface meetings with contractors and consultants regarding security planning and operational readiness.
- Train and supervise a team of security personnel, including contractors and access control officers.
- Deliver security briefings and induction sessions to construction workers, staff, and visitors.
- Promote a culture of security awareness throughout the project workforce.
- Maintain logs, access control records, and incident reports in accordance with project and regulatory requirements.
- Prepare weekly and monthly reports summarizing security performance, incidents, trends, and mitigation measures.
- Ensure compliance with ICAO Annex 17, airport authority standards, and national aviation security regulations.
What Required Skills You'll Bring;
- Bachelor’s degree in Security Management, Criminology, Aviation Safety, or a related field.
- Minimum 10 years of experience in security management, with at least 5 years in aviation, airfield, or high-security infrastructure environments.
- Proven experience implementing and enforcing security controls in large construction programs.
- In-depth knowledge of airside access procedures, restricted zone protocols, and aviation security standards.
- Strong leadership and incident management skills.
- Familiarity with security technology including access control systems, surveillance, and intrusion detection.
- Excellent communication, coordination, and documentation skills.
- Ability to remain calm under pressure and manage sensitive situations with discretion.
- Certification in aviation or infrastructure security (e.g., AVSEC, CPP, PSP, ICAO Security Management).
- Previous experience working with airport authorities or regulatory agencies (e.g., GACA, FAA, ICAO).
- Understanding of large-scale project logistics and integration with security controls.

Key Responsibilities / Accountabilities
- Develop, implement and monitor security programs and initiative at the HMG hospital.
- Oversee and monitor the day to day operations of safety unit and minimize hazards and reduce risk of injury to patients, visitors, and employees.
- Prepare findings, recommendations, actions taken, and disseminates results of performance improvement (PI) activities.
- Conduct safety audits of hospital building, facilities, tools and equipment.
- Coordinate a program for department to survey ward, department, or housing for occupational safety and health hazards.
- Provide roving patrol at a random basis in order to ensure that security of HMG and employees therein is properly maintained.
- Enforce familiarity of all safety measures, designs, equipment’s, standard ways and means used by the hospital as required.
- Coordinate with the external security issues that require intervention of HMG.
- Maintain record and logs according to department requirements.
- Manage the guarding of entrance to HMG locations and facilities are guarded and entry/exit of personnel and vehicles are registered and if necessary searches to prevent the entry of un-authorized personnel or vehicles.
- Manage through subordinates the design and development of comprehensive safety/security awareness programs and communicates that to all concerned parties to ensure high level of safety/security awareness throughout HMG.
- Manage the immediate response to any on-site emergency by taking the necessary course of action that mitigates the risk.
- Monitor and ensure updated record of CCTV cameras at all locations.
- Deal professionally with victims of crime and individuals in confrontational situations.
- Ensure that all lawful orders are carried out in a prompt and efficient manner.
- Participate in, and lead person-centered care initiatives undertaken by HMG.
- Enrich patient experience with compassion, respect and dignity.
- Perform other applicable tasks and duties within the realm of his knowledge, skills and abilities.
Education/ Professional Qualification
- Educational : Bachelor’s Degree
- Professional : Preferably in Management or Security
- At least eight (8) years of experience in the same field in which at least 3 years of experience at Managerial level position. Preferably Security Forces (Formal Officer).

- JOB Overview
- The Security Manager should have a minimum of five years’ experience within the security industry, preferably with management experience. He should be familiar with security industry ‘best practice’ and have experience within large and fast paced transport environments.
- The security manager will assist the Senior Security Manager with the oversight of the Operations and Maintenance Contractors’ development and implementation of all related security policies, systems and procedures associated with the Metro System, ensuring all comply with any Saudi legislative requirements.
- RESPONSIBILITIES AND DUTIES
- Monitor the Riyadh Metro Security Control Procedures
- Management of the Operations & Maintenance Contractors security, surveillance, access control and intruder control across the Network
- Oversee and advise on Security risks and associated mitigation
- Conducting regular security assessments, audits, and inspections to identify gaps and areas for improvement
- Assessing potential risks and vulnerabilities, investigating security breaches, and reinforcing appropriate measures to mitigate them
- Collaborating with cross-functional teams to ensure integration of security requirements into business processes and projects
QUALIFICATIONS
- Preferably holds a bachelor’s degree, or be able to demonstrate relevant work experience in security or related field
- Experience of working within large, fast-moving organization
- Good problem-solving skills
- Experience of incident investigation and root cause analysis
- Good written & communication skills, with the ability to write accurate and clear reports
- Experience of Health & Safety at work
- Emergency Management experience
- Experience of supervising subordinate security professionals, performing activities such as training, assigning work, evaluating performance, or disciplining
PERSON SPECIFICATION
KNOWLEDGE & EXPERIENCE
- Coordinate with relevant stakeholders to develop and maintain emergency response plans and procedures
- Minimum 5 years in the security industry
- Management and or supervisory experience
- The ability to mentor other security staff
- Planning of security events
