This is a senior-level professional, project based in AlUla KSA, responsible to manage the Client appointed Consultants on multiple projects during RIBA Stages 1 through 4, in accordance with the PMC Development scope of services. The role requires active and direct involvement, strong leadership and communication skills, project development management skills, and a comprehensive understanding of the Asset types, Mixed-Use and Airport Terminal developments.
Key Responsibilities:
1. Project Planning: Develop and execute comprehensive project plans, including defining project scope, objectives, timelines, milestones, and resource requirements.
2. Team Management: Lead and coordinate a team of professionals involved in the project, such as engineers, architects, consultants, and contractors.
3. Budget Management: Establish and control project budgets, ensuring that the project is delivered within the allocated financial constraints.
4. Risk Assessment: Identify potential risks and challenges throughout the project lifecycle and develop mitigation strategies to address them effectively.
5. Stakeholder Communication: Maintain clear and regular communication with key stakeholders, including clients, management, regulatory authorities, and other relevant parties.
6. Compliance and Regulations: Ensure that the project adheres to all applicable Healthcare or Education or Residential projects regulations, safety standards, and legal requirements.
7. Quality Assurance: Monitor and maintain high-quality standards throughout the project, ensuring that all deliverables meet established criteria.

Requirements:
1. Education: A bachelor's or master's degree in project management, or a related field is typically required. Advanced certifications (PMP) in project management can be advantageous.
2. Experience: Project Management at development stage with extensive experience (15+ years) with various Asset types, Mixed-Use and Airport Terminal projects.
3. Industry Knowledge: In-depth knowledge of various Asset types, Mixed-Use and Airport Terminal projects, including its regulations, best practices, and emerging trends.

Project Manager is responsible for supporting the Senior Project Manager and Senior Management in the overall direction and management of assigned project contracts. This includes building and maintaining professional relationships with internal stakeholders, clients, other consultants and contractors as well as managing the overall project coordination and delivery in line with planned timelines and budgets.
Key Accountabilities:
- Organize and supervise the work of the assigned team to ensure that all work within a specific area of the activity is carried out in an efficient manner, which is consistent with operating procedures and policy.
Role and responsibilities:
- Understands and develop the Client Project Brief, work breakdown structure, packaging of delivery packages and programming of works timeline.
- Assist The LINE Procurement team in initiating, managing and closing out Consultancy workstreams assigned to them. This shall include the preparation of RFP documentation, tender plans & evaluation criteria etc. This will also include tender technical evaluation through to appointment, day to day management, stage gate review & close out, invoicing and final sign-off.
- Ensure that all strategies and project deliverables for the project are comprehensively reviewed, with all design and constructability issues identified and resolved, through consultation with counterparts from the Project Design and Project Execution Office.
- Work with the Senior Project Manager to develop project budgets, timelines and plans for the various elements of a project.
- Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management
- Leads in the Development of the project delivery timeline for inclusion in the contract documentation.
- Monitors and reports to the Senior Project Manager and Higher Management within The LINE/NEOM, on the progress of all project activity within the program, including significant milestones and any conditions which would affect project cost or schedule. Supports or develops recommendations and action plans to resolve issues affecting or likely to affect the successful execution of the works.
- Assist in assessing Change Management issues on projects, where required.
- Participate in the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
- Prepare required statements and reports timely and accurately to meet the department requirements, policies, and quality standards.
- Manage and report risks to ensure strict adherence to the agreed design timelines and develop a risk mitigation schedule as contingency, per project requirements.

- Liaison with the Technical Services Department (ETSD) and Shared services personnel for delivery of design, costs, schedules and overall project support.
- Co-ordinate with various team to create a business feasibility study across financials, sales and marketing operations etc.
- Coordinate with counterparts in all NEOM Sectors and Departments to ensure that their specific review, comments and recommendations are incorporated and closed out within each Sector's applicable business strategy and project design cycles. Recommending sign-off to Senior Project Manager and Development Director.
- Work with different stakeholders across the organization to ensure common alignment for the project.

- Manage the development and circulation of design reports to relevant stakeholders to gain approval, facilitate operations and site development, and enhance future performance
- Ascertain continuous engagement and consultation to ensure coordination between different disciplines and designs
- Conduct meetings with contractors and consultants to address critical contractual/commercial issues to ensure delivery of projects as per the required contracts/standards
- Verify that coordination between contractors and direct reports is facilitated and achieved to enable timely revision and approval/reconciliation of variations and requests to repair defects
- Utilize in-depth knowledge and experience to liaise with industry leading Subject Matter Experts to endorse project submissions, ensuring that all reviews are expedited in-depth and returned to the relevant Project Office within optimum timeframes.

- Detailed knowledge of and fully conversant with, development of concept strategies, development programs and project feasibility. In addition to international codes and standards e.g. IBC's, SBC, BS Codes, Euro Code etc.

The Client requires the placement of a Senior Project Manager (SPM) to serve as the key interface link between the Client (RCU's Development teams) and Third-Party Developers (TPD). This role is focused on process coordination, workflow mapping, and issue resolution to ensure smooth interactions across the ecosystem. Working closely with Development Directors and Managers, the SPM will identify and track blockages, propose practical resolutions, and ensure TPD deliverables are aligned with RCU requirements.
The position will also play a role in standardizing processes, toolkits, and communication protocols to bring greater consistency to TPD engagements.

The Project Manager has the authority to coordinate and execute the successful safe completion of construction on assigned projects, within schedule and budget and in accordance with engineering specifications, drawings and contract requirements He will recruit all necessary staff for projects, set strategies and execution plans in order to deliver the Project within the agreed schedule and budget as well as ensuring that it functions as per an agreed performance specification. He will retain responsibility for the commissioning or the facilities and until handover to Client.
PRIMARY RESPONSIBILITIES:
- Have total accountability for the management all phases of Project from Preliminary Engineering, though Detailed Design, Fabrication, Integration, Installation and Commissioning
- Set up project team and all procedures necessary to manage the project both technically and commercially
- Manage interfaces with Client, and other contractors.
- Participates and contributes Constructability Reviews
- Manage, motivate and develop project team, with specific attention to developing national staff
- Ensure that the project team manage all technical and quality issues to deliver a quality product to Client that fulfils its purpose
- Develop strategies to deliver project on time and within budget
- Retain responsibility until all facilities are fully functioning and all commercial issues closed out satisfactorily
- Ensure smooth transition and handover to operations
- Makes effective client, labor, and public relations.
- Manages a team of construction specialists that are responsible for the actual construction, field engineering, quality assurance, craft supervision, administration, material control, and project controls.
- Coordinates the preparation of and issuance of reports on the construction status of the project.
- Keeps client informed of daily activities on the site.
- Makes sure that each field staff member understands his/her role and responsibilities on the site and that entire staff functions as a team.
- Makes sure that all plans and procedures for the project are implemented in the field and manages the activities accordingly. These include:
- Safety Programs -Project Controls -Client Relations
- Administration - Quality Assurance
- Warehousing - Field Engineering
- Subcontracts - Field Procurement
- Craft Supervision -Labor Relations
- Trains, develops and appraises General Superintendent, Technical Service Manager, Administrative Manager, Site QC Manager, Project Controls Manager and Project HSE Manager
QUALIFICATIONS:
Skills:
- PMC /EPC experience Downstream Projects to produce liquefied natural gas, gasoline, heating oil, synthetic rubber, plastics, lubricants, antifreeze, fertilizers, and pesticides.
- Adaptable and able to work in international environments
- Commercially astute with good knowledge of contract management economics
- Good interpersonal skills with ability to achieve results in an environment where they may have to be achieved largely by influence
- Good understanding of Project financial drivers and management
- High level of personnel drive and initiative
Academic: Undergraduate degree in appropriate discipline
Experience: 15-20 years professional experience
Proven track record of successfully managing EPC projects

Plans, organizes, coordinates, and controls domestic and international projects in accordance with the established policies, procedures, systems, and requirements approved by the company.
