We are seeking an experienced and results-driven Oil and Gas Construction Manager to oversee the planning, execution, and completion of construction projects within Saudi Arabia. As an integral member of a multi-discipline team, become fully aware of the FEED & EPC schedule, site activities and project goals. ACTIVITIES
The expert will implement adequate supervision and control for the works, in order that all construction activities are executed in accordance with the overall Package schedule.
1. Review and comments Contractors JSA - Method statements.
2. Review and comments the Contractors work schedules.
3. Plan and monitor the adequacy of Site supervision activities.

CONTEXT & ENVIRONMENT
The company and Saudi Aramco are developing a new petrochemicals expansion project in the Kingdom of Saudi Arabia integrated with their existing joint venture that is a world-class refinery operated since 2014. It is flagship megaproject for the two Companies, and is an important deployment step in the group strategy to develop fully integrated production sites.
The project is run through the JV company located in the east coast of the KSA, and as such all the project personnel are seconded to company.
The project is a highly complex petrochemicals program including multi EPCC packages, connected to the company's refinery and interfacing with several downstream new investors and several third-party stakeholders located in the industrial area Jubail 1&2 and King Fahd Industrial Port. The project includes a mixed-feed steam cracker that will produce 3.5 MT/y of chemicals, related high added value petrochemicals and HDPE units, with all supporting utilities, storages, off-sites, and buildings.
The overall CAPEX of the project is > $ 10.0 Bn, with investors bringing an additional $ 3Bn, to be developed over a period of 4.5 years. The EPCC contract scope of work represents 100 million manhours and 25,000 workers at peak.
The execution of the packages (EPCC Lump Sum Contracts) will be supervised by the shareholders through a project management team (PMT) staffed by secondees from company, Saudi Aramco, and external supplemental employees into several entities dedicated to the program, to handle financing aspects, business development, logistics, interface with authorities, operations, and execution, and follow EPCC package Contractor activities. The PMT team is expected to peak at 350 persons and will be based in Europe, Korea and in the Kingdom of Saudi Arabia during 12-24 months for the detailed engineering phase, before being fully relocated in Jubail industrial area adjoining the construction site, for the completion of the detailed engineering, construction, commissioning, and start-up activities.
The project scope is divided into a PMT general Entity and 7 EPCC packages with PMT representatives.

• Advice the Project Director on any potential variation to the Design/Supervision Consultant and Contractors scope of work that may generate cost or time impact and present the Project Managements assessment.
• Assist the Project Director in leading the Project Management staff in assessing variations and claims and report the technical position of the proposed variation to the Client.
• Advise the Project Director of any foreseen slippage of progress and propose corrective actions.
• Review daily, weekly and monthly reports and other relevant reports pertaining to operations, equipment, policies, procedures, HSE, and/or other issues, as appropriate, as presented by the Design/Supervision Consultant(s) and Contractor and present to the Client comments of non-compliance, and/or area of concern and corrective actions.
• Coordinate with the Design Manager during the detailed design stage of the Project to ensure Design Compliance with design specifications, local regulations, and client requirements to avoid any cost impact.
• Establish performance and delivery criteria, ensuring that client and institutional requirements are met; prepare project specifications, and coordinate procurement, as appropriate.
• Ensure that As-Built drawings, vendor and equipment warranties, O&M Manuals, Spare Parts and Training Programs as submitted by Contractor are reviewed by all disciplines and verified and approved against Project Requirements.
• Inspect, approve, and accept completed projects for the institution, ensuring conformance with institutional standards, building and life safety codes, and architectural/engineering specifications.
• Lead Construction Supervision Consultant in the final inspection of work and prepare of Punch List. This activity shall be fully coordinated with the end user.
• Lead Construction Supervision Consultant in reviewing and assessing the Closeout Report submitted by the Contractor.
• Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications, Experience, Knowledge and Skills:

• Bachelors degree in Civil Engineering, Construction Management or equivalent.
• Total of 20 years of experience in a Construction Management role. A min. of 5 years of working experience in a similar role on similar projects.
• PMP, CIOB, RICS or equivalent certification is strongly preferred.
• Strong track record in delivering projects in a fast-moving and challenging environment.
• Computer literate in Microsoft Office applications, including excel and word.
• Excellent command of written and spoken English.
• Able to work under pressure and tight deadlines.

• Effective delivery of site-wide logistics through the procurement of a site-wide Logistics management contractor. Define and monitor that the scope of services is delivered satisfactorily through setting and monitoring of measurable goals and objectives around the following broad key enablers:
• Orderly, safe and efficiently movement of labour, plant, and materials around site.
• Planning the location of haul roads, laydown, external access and offloading zones to minimise obstruction and impacts to programme.
• Creation of a secure, well maintained site with regular (weekly) logistics meetings.

Planning:

• The monthly detailed graphical time slice showing plot and infrastructure activities and how logistics will support. Review weekly plans, confirm the activities are accurate and coordinated across stakeholders.

Risk:

• Review detailed risk register developed by logistics contractor and team coordinated with all site stakeholders, complete with implement mitigation plan.

Interface:

• Provide coordination across all programme consultants and stakeholders related to logistics works. Provide support to plots in terms of external access and influences that impact plot activities.

Communication:

• Through regular meetings, highlight issues, concerns and roll out weekly directions to stakeholder's team managers. Seek resolution to any issues with the respective plot, infrastructure or logistics teams or escalate with the proposed mitigation plan.

Reporting:

• Weekly issues through detailed logistics dashboards.

Assurance:

• Submission of checklists of all logistics contractor self-audits (QA, Safety, Environmental, Welfare etc.) review and report on status.

Qualifications:

• Bachelor's degree in Engineering, Project Management or Real Estate Development
