Overview
Oversees a freight terminal responsible for arranging transportation for all issue transactions. Fully knowledgeable in all Government and Commercial Traffic Management functions and processes.
Primary Responsibilities- Direct employees engaged in planning outbound shipping loads, scheduling movement of outbound shipments to include air, surface, small parcel, and sea IAW all applicable contracts, DFTS, SDDC Global Freight Management System (GFMS) applications, and completing required documentation and data entry functions to include Bills of Lading (BOLs), manifests and all other forms of transportation documentation.
- Plan the use of subordinate workers, equipment, facilities, and materials based on projected workload on a weekly or monthly basis.
- Establish deadlines, priorities, and work sequences IAW general work schedules, methods, and policies established by the Site Manager and/or Alternate Site Manager.
- Redirect workers and resources to accomplish unanticipated work and to accommodate daily workload fluctuations. Conducts planning of current and future work schedules, providing workload data, estimates, information on staffing needs, and recommendations as to the scheduling of projected work.
- Ensure work is done properly and efficiently IAW the terms and condition of the contract.
- Use DSS and other Government Data Systems to perform the requirements in the PWS.
- The Transportation Manager manages a team of Transportation Specialists.
- Ensures area of responsibility is operating in agreement with all referenced DLA Distribution SOPs, addendums, FRAGOS, and Process Manuals as required for day to day operational processing and preparation for any audit event.
- Responsible for compliance with the Audit Assertion Program reporting and documentation requirements, to include monthly assertion reporting that assigned areas of responsibility are ready for audit and or corrective action plans are documented and being corrected if an assertion cannot be made.
- Responsible for the Audit Assertion Program functional areas of Quality Control and Customer Service.
- High school diploma or GED required
- Experience shall include a minimum three (3) years of experience in transportation using DSS or equivalent automated WMS within the past five (5) years.
- DLA experience is a plus
- Must have experience drafting business correspondence and written communication.
- Excellent writing and interpersonal skills are required.
- Must have experience in following policies and procedures
- Must be accurate and have good analytical skills.
- Must have the ability to organize and coordinate workload to meet deadlines.
- Must be proficient with Microsoft Suite of products including Word, Excel, Access and E-mail business software.
- Must demonstrate a good attitude and ability to work as a member of a Team.

- Oversee real-time passenger information systems and digital platforms to enhance journey planning and service awareness.
Governance & Stakeholder Management
- Collaborate with city stakeholders, developers, and private operators to ensure integrated service delivery.
- Support regulatory compliance, contract management, and quality assurance across all service providers.
- Act as a key liaison with international partners, technology providers, and government agencies.
Sustainability & Innovation
- Embed sustainability goals into planning and daily operations, aligning with Saudi Arabia’s Vision 2030 objectives.
- Explore opportunities for smart mobility technologies, automation, and data-driven service optimization.
- Promote modal shift strategies to reduce car dependency and encourage use of public and shared mobility.
- Bachelor’s degree in Transportation Planning, Civil Engineering, Urban Planning, or a related field (Master’s preferred).
- 10+ years’ experience in multimodal transportation planning and operations, ideally within major metropolitan or international transit systems.
- Strong expertise in integrated transport systems including rail, bus, micromobility, and demand-responsive transport.
- Proven track record of managing large-scale daily operations with a customer-first approach.
- Familiarity with global best practices in smart city mobility, ITS, and transport technology integration.
- Strong leadership, communication, and stakeholder management skills.
- Experience working in multicultural, international environments is highly desirable.
