What You'll Be Doing:
Leads full-time, part-time, and collateral duty project and program SH&E specialists in implementing work plans and the company’s risk management practices.
Represents the business unit SH&E director on project or program worksites.
Advises and assists project manager, program manager and/or other project and program personnel in conforming to Parsons’ Environmental, Safety, Health, and Risk Program (ESHARP) management system and Parsons’ policies and procedures.
Develops site-specific work plans, SH&E compliance programs, training programs, and orientation plans fully conforming to relevant SH&E regulations, Parsons’ ESHARP management system, and client requirements.
Collaborates with project and program managers to evaluate (sub)contractors’ SH&E performance, planning, and culture to be consistent with the company’s risk management practices and core values.
Audits projects and programs and their worksites against corporate standards; creates and submits written audit reports.
Inspects worksites to detect hazards and provides expertise to project personnel to eliminate/control the SH&E risks associated with exposure to the hazards; creates and submits written inspection reports.
Implements Parsons’ occupational injury and incident reporting and management processes.
Initiates and conducts thorough incident investigations and root cause analyses using defensible protocols.
Collaborates with project or program managers, craft workers, and other project or program personnel to identify effective corrective actions; creates and submits comprehensive investigation reports and lessons learned.
Performs trends analyses on audit findings, inspection findings, and incident reports; creates and submits regular analysis reports.
What Required Skills You'll Bring:
Bachelor's Degree in Occupational Safety and Health or related field (or equivalent experience)
Minimum 10 years of related work experience in the field of Health and Safety, including some supervisory experience
Extensive knowledge of Federal and State health and safety regulations and reporting procedures

Job Summary
The Company is seeking a highly motivated and experienced Health & Safety Manager to lead and manage all aspects of occupational health, safety, and compliance at our ethanol production facility in Medina, New York. This critical role will be responsible for developing, implementing, and maintaining comprehensive safety programs to ensure a safe and healthy work environment for all employees, contractors, and visitors. The Health & Safety Manager will be the primary point of contact for related regulatory agencies and will oversee the facility's Process Safety Management (PSM) program.
Duties and Responsibilities
Safety Program Development and Implementation:
- Develop, implement, and maintain comprehensive written safety programs, policies, and procedures in compliance with all applicable federal, state, and local regulations (OSHA, EPA, DEC).
- Develop and deliver engaging safety training programs for employees at all levels, including new hire, job-specific training, and refresher courses.
- Conduct regular safety audits and inspections of the facility to identify potential hazards and ensure compliance with safety regulations and company policies.
- Lead and participate in incident investigations, root cause analysis, and the development of corrective and preventative actions.
- Track and analyze safety performance metrics, identify trends, and develop strategies for continuous improvement.
- Manage the facility's personal protective equipment (PPE) program, ensuring proper selection, use, and maintenance.
- Oversee the development and execution of emergency preparedness and response plans, including fire safety, spill response, and medical emergencies.
- Foster a strong safety culture throughout the organization through proactive communication, employee engagement, and leadership support.
Process Safety Management (PSM):
- Lead and manage the facility's PSM program in accordance with OSHA , ensuring all elements are effectively implemented and maintained.
- Oversee process hazard analyses (PHAs), including hazard identification, risk assessment, and the development of recommendations.
- Manage the mechanical integrity program, including inspections, testing, and maintenance of critical equipment.
- Ensure compliance with management of change (MOC) procedures for process modifications.
- Coordinate pre-startup safety reviews (PSSRs) for new or modified processes.
- Develop and maintain operating procedures, safe work practices, and emergency shutdown procedures.
- Oversee the training and qualification of employees involved in PSM-covered processes.
- Conduct regular PSM audits to ensure program effectiveness and compliance.
Regulatory and Insurance Compliance and Reporting:
- Serve as the primary point of contact for regulatory and insurance inspections and inquiries.
- Maintain accurate and up-to-date safety records and documentation.
- Prepare and submit required regulatory reports in a timely and accurate manner.
- Stay abreast of changes in safety regulations and communicate these changes to relevant personnel.
Leadership and Collaboration:
- Provide leadership and guidance to employees on health and safety matters.
- Collaborate effectively with operations, maintenance, engineering, and other departments to integrate safety considerations into all aspects of facility operations.
- Work closely with contractors to ensure their compliance with site safety rules and regulations.

Qualifications, Skills, and Requirements
Qualifications:
- Minimum 3 years of progressive health & safety management experience, preferably in manufacturing or chemical processing.
- Strong knowledge of OSHA, EPA, DEC regulations; proven experience managing PSM programs.

- Excellent communication, training, and problem-solving abilities.
- Proficiency in Microsoft Office Suite.

Creates and submits written audit and inspection reports.
Implements Parsons’ occupational injury and incident reporting and management processes.
Initiates and conducts thorough incident investigations and root cause analyses using defensible protocols.
Works collaboratively with the project or program manager, craft workers, and other project or program personnel to identify effective corrective actions.
Creates and submits comprehensive investigation reports and lessons learned.
Performs trends analyses on audit findings, inspection findings, and incident reports; creates and submits regular analysis reports.
Represents Parsons during external regulatory or loss control inspections of project worksites.
Represents the SH&E manager or director on project or program worksites.
Seeks active and personal participation from the project or program manager, craft workers, and other project or program personnel to identify SH&E improvements and to implement the improvements.
Assists with risk assessments for upcoming work and provides SH&E subject matter expertise to work planning processes.
Assists the project or program manager with new hire orientation.
Performs regulatory and best practice SH&E training.
Creates and maintains SH&E training records.
Participates in routine safe work briefings.
Performs other responsibilities associated with this position as may be appropriate.
Skills and Competencies
Advanced knowledge of Federal and State health and safety regulations and reporting procedures
Advanced knowledge of safety-related national consensus standards (e.g., ANSI, NFPA)
Exceptional interpersonal, oral, and written communication skills
Education and Typical Experience
Bachelor's Degree in Occupational Safety and Health or related field (or equivalent experience)
5+ years of related work experience in the field of Health and Safety
Licenses and Certifications
- Associate Safety Professional (ASP) or Graduate Safety Practitioner (GSP) or Occupational Hygiene and Safety Technician (OHST) or Construction Health and Safety Technician preferred

Job Description
KEY ACCOUNTABILITIES
- Responsible for safety & discipline in the work area
- Ensure that the induction training is conducted, and safety equipment is provided to new staff & visitors
- Provide safety equipment to all persons who require the same on the terminal
- Provide periodic refresher training on SOPs and safety standards to Safety Champions and Operations Supervisors
- Respond to incident site immediately on receiving intimation
- Carry out full investigations of all incidents and give hard copies to the documentation clerk to fill into the system
- Conduct random checks to monitor compliance to the safety policy
- In-case any security personal reports a safety breach, to start investigating
- Conduct Risk Assessments, defining controls and creating standard operating procedures to decrease risk to employees
- Must specialize in certain risk assessment areas and create SOPS for the same
- Conduct rounds to check if standard operating procedures are followed
- Assists in the preparation of periodical reports regarding Safety situation for the DP World Jeddah Management and the Regional Office
- When working in the Hazard Area physically oversee containers in a manner in like with JIP rules
- Implementation and Compliance with DP World Fatal Risk and Safety Standards
QUALIFICATIONS, EXPERIENCE AND SKILLS
- Education: Bachelor’s degree/graduate in any engineering/sciences discipline
- HSE courses (e.g. NEBOSH IGC, IOSH Managing Safely, Industrial Safety Diploma)
- Experience in Port monitoring and safety Preferable: 1 years or more
- Experience in Safety Monitoring and training
- Preferable experience in heavy engineering industry as a safety officer
Key performance indicators
- Zero fatalities
- Reduction in Lost Time Incidents (LTI), equivalent to or more than the minimum targets defined by HSE department & Global Safety and Environment
- Reduction in accidents causing equipment damages as defined by management/KPI’s
- Accurate and timely investigation of accidents
- Conduct and Review Risk Assessment and SOPs up to the requisite DP World Safety target
