Responsibilities
Key Tasks and Responsibilities:
- Provide input to project execution plan, baseline, and control budgets on key projects
- Work directly with the Project Manager/Director and project Controls Manager, aid in providing the project status, forecast of the future, and definition of alternatives
- Thoroughly understand the contract requirements of the project they are assigned to
- Develop and implement effective cost control strategies, policies, and procedures in alignment with industry standards and best practices
- Manage and oversee Project Controls activities throughout the EPFCI project lifecycle
- Collaborate with project managers, engineers, and stakeholders to establish cost control baselines and ensure adherence to budgetary constraints
- Monitor project expenditures, including material costs, labor expenses, and subcontractor fees, to identify opportunities for cost savings and prevent potential overruns
- Take total ownership of the schedule integrity, proactively monitor and report productivity, and help the Project team drive the project to completion
- Ensure that the schedule impact of individual changes and the cumulative impact of all changes are evaluated
- Liaise with the Project Functional managers and critical vendors to ensure that the EPFCI schedule is developed in the required level of detail that will enable proper management and execution of the scope of work
- Ensure that resource planning is done adequately and that the project is staffed with appropriate and adequate personnel
- Proactively manage the schedule; review and use late reports and look ahead reports to achieve the same; progress the schedule on an ongoing basis and analyze the impact
- Conduct regular cost performance reviews and variance analyses to assess project financial status and provide actionable recommendations for cost optimization
- Implement efficient cost reporting systems and tools to deliver accurate and timely financial information to project teams and senior management
- Lead a team of cost control professionals, providing guidance, training, and performance evaluations to ensure the delivery of high-quality outcomes and continuous improvement
- Collaborate with procurement and contract management teams to evaluate vendor contracts, ensuring cost-effectiveness and compliance with project requirements
- Prepare/Review bids, check estimates, change orders, and cost-to-complete estimates for key projects
- Ensure Project Control deliverables are satisfied in a manner that aligns with established guidelines, policies, and procedures
- Manage ongoing staff development and training for Project Controls employees
- Stay updated on industry trends, regulations, and emerging technologies relevant to cost control in the EPCI industry, and proactively apply this knowledge to drive innovation and efficiency
- Ensure adherence to McDermott systems and processes
Essential Qualifications and Education:
- Bachelor's degree in Engineering, Construction Management, Business Administration, or a related field
- 12+ years of experience in cost control or project controls roles within the EPCI industry
- Strong knowledge of project cost control methodologies, including earned value management (EVM), cost forecasting, and risk analysis
- Proficiency in using industry-standard cost control software and tools (e.g., Primavera P6, SAP, Excel) to analyze data, generate reports, and support decision-making processes
- Able to produce and maintain logically linked activity schedules, according to precedence flow in EPCIC planning, using best practices
- Able to produce and assess progress curves, histograms, variance reports, and critical paths
- Able to analyze project status and performance, deviations, performance factors, forecasts, and workarounds
- Must be able to produce multidisciplinary logically linked activity schedules, according to precedence flow in planning, using best industry practices
- Excellent analytical skills with the ability to interpret complex financial data and provide actionable insights
- Demonstrated leadership capabilities, including experience in managing and developing a team of cost-control professionals

- Develop complex and/or specialized Project Controls Plans and Outage schedule per Global Project Controls Policy (GPCP), and understanding the needs of specific outage projects and Service Managers
- Develop Resource Loaded Schedules aligned with the Job Cost Estimates
- Lead discussions for Job Cost Estimate (JCE) development and budgeting activities as necessary by analyzing historical data, utilizing previous project experience, and applying to current project activities
- Internal / 3rd Party Invoice Tracking/Management (processing, record keeping, auditing)
- Build Backcharge claims with sourcing for 3rd party suppliers
- Internal / 3rd Party Invoice Tracking/Management (processing, record keeping, auditing)
- Support Outage Schedule meetings and discussions with Customers/ End Users
- Support SM on tracking Extra works/ Change Order Claims
- Review ACWP and EAC regularly with Stakeholders and maintain forecast of amounts to be Invoiced.
- Perform appropriate Change Control and Risk Management as described in GPCP
- Analyze outage cost on daily basis with focus Actual Cost of Work Performed (ACWP) and Estimate at Completion (EAC), and recommend budget improvements to stay in line with project costs
- Issue Outage Planning Update (OPU) twice a week at least
- Reconcile Invoiced amounts from subcontractors and 3rd-party suppliers with cost data from the field (Timesheets, goods receipts, etc.)
- Assist POM with close out activities as required
- Ensure all outage project hours, purchase orders, receipts and invoices are correctly allocated to accounting system and reconciled to site data as part of close out process
- Generate final Cost and Schedule reporting as required by GCPD and customer
- Maintain historical data from Projects and provide Benchmarking support to Project Teams as needed
- Assist POM with close out activities as required
- Stands in for the POM during his absence
- Ensure project set-up in Oracle Primavera is aligned to business needs
- Ensure budget tracking against Purchase Orders or Subcontracts

For a medium project staff group, duties encompass a variety of tasks that are required to support the project / group.
Major Responsibilities :
Project Controls :
Collects or receives, as directed, drawings and other scope definition documentation that applies to assigned discipline or commodity specialty and verifies adequacy and completeness. Performs, as directed, routine quantity takeoffs, within discipline or commodity specialty, from engineering and construction drawings. Collects and tabulates quantity data for summary comparisons and reconciliations, or verifies quantities provided by others. Prepares and presents cost / schedule information at meetings, as directed.
Cost Engineering and Estimating :
Applies unit rates (cost and job hour) to quantities and performs extensions for total cost estimates, as assigned within a discipline or commodity specialty. Assembles and compiles estimate data and prepares designated portions of budgets, as directed. Performs routine assigned tasks related to preparation and application of cost monitoring and control standards, techniques, programs, and reports. Assists in collecting and classifying cost data, as directed.
Scheduling :
Assists in identifying the scope associated with schedule activities, as directed. Prepares durations for schedule activities within a discipline or specialty, as directed. Gathers and organizes appropriate quantity and workforce information for an assigned discipline or specialty. Identifies information needs from other disciplines to support activities for an assigned discipline or specialty. Reports schedule deviations on assigned tasks related to a discipline or specialty. Gathers schedule workforce and quantity data for updating and providing current actual information (status) for discipline or specialty progress and performance reports, as directed.
Education and Experience Requirements :
- Bachelor of Science degree in Engineering from an accredited college or university within the past twelve (12) months.
- Ability to conduct site walkdowns which may consist of climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces and within confined spaces, with reasonable accommodations.
- Prior co-op or internship experience.
- Completed relevant coursework with a strong GPA.
- Excellent written and oral communication skills.

“What You’ll Be Doing”
Provides direction and management to a team of planning and project controls professionals to fulfill the scope of services efficiently.

About the Role
