We are looking for an outcome focussed Technical Program Manager to work directly with the CTO in leading the execution of complex, cross-functional initiatives within the technology organization. This role will be responsible for managing end-to-end delivery of programs, aligning stakeholders, and ensuring progress across multiple workstreams. The ideal candidate will have:
- A strong background in technical program management.
- Familiarity in working within a high-volume online transactional environment.
- Exceptional coordination skills and be familiar working within a product and platform orientated environment.
- Strong stakeholder management skills, both internal and external (clients).
- The ability to drive clarity and outcomes in dynamic environments as well as tracking the benefits.
- Strong financial control and governance.
Key Responsibilities:
- Own the planning, execution, and delivery of large-scale technical programs across engineering, product, and operations teams.
- Translate high-level strategies into actionable program plans with clear milestones, owners, and deliverables.
- Identify, track, and mitigate risks and issues across all projects under your umbrella.
- Ensure effective communication across teams, surfacing key decisions, blockers, and timelines to the right stakeholders.
- Establish and maintain program dashboards, reporting frameworks, and operating rhythms to provide full visibility on execution.
- Facilitate resource allocation, dependency mapping, and conflict resolution across concurrent initiatives.
- Continuously improve program delivery processes to boost team efficiency and alignment.
- Ensure programs are aligned with the company’s strategic objectives by supporting the technology leadership team in setting priorities, tracking progress, and maintaining focus on outcomes over day-to-day distractions.
Desired Candidate Profile:
- Bachelor’s degree in Computer Science, Engineering, Business, or a related field. MBA or PMP.
- Experience in one or more of the technical roles that make up the Tech Team, such as engineering, QA, product management, BA is highly desirable.
- 5+ years of program management experience in a fast-paced, tech-driven environment.
- Proven track record of delivering complex projects involving multiple teams and stakeholders.
- Strong analytical, organizational, and communication skills.
- Ability to influence without authority and drive alignment in cross-functional settings.
- Familiarity with software development life cycles, agile methodologies, and technical concepts.
- Experience with tools like Jira, Confluence or similar PM platforms.

Overview
GovCIO is currently hiring for Program Manager. This position will be located in Saudi Arabia and will be an onsite position.
Responsibilities
Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.
Maintains aggressive efforts to achieve objectives.
Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.

Bachelor's with 8-12 years (or commensurate experience)
Required Skills and Experience
Clearance Required: Secret
Bachelors (in technical field)
Seven+ (7) years of experience successfully managing large teams (e.g., 20+ person). Five+ (5) years of this experience in direct support to a program office (PMW) or similar organization with the United States Department of the Navy (DoN).
Knowledge of Foreign Military Sales (FMS) processes and procedures, as identified as part of the work experience listed.
Experience interacting with foreign senior military/government officials.
Experience managing teams in multiple geographic areas, including Outside the Continental United States (OCONUS) locations.
Experience working with United States Government (USG) military/government officials (e.g., Program Managers, GS-15 civilians, O-6 field grade officers) and foreign senior military/government officials.
Experience managing foreign travel/relocation arrangements and approval (e.g., visas, insurance, and hazard pay).
Experience developing and maintaining Integrated Master Schedules (IMS) and the ability to present the IMS in multiple formats, including Microsoft (MS) Project and MS PowerPoint (or similar software).
Ability to effectively communicate orally and in writing with Flag Officer level personnel regarding technical and programmatic issues.

Preferred Skills and Experience:
Two+ (2) years of experience managing large-scale programs for FMS/security cooperation services valued at $10M+/year.
Five+ (5) years o f experience as an engineer supporting Command, Control, Communications, Computers and Intelligence (C4I) systems such as Global Command and Control System (GCCS), Naval Modular Automated Communications System (NAVMACS), High Frequency (HF), Ultra High Frequency (UHF), and Very High Frequency (VHF) Radios and Antennas, Tactical Data Links (Link-11, 16, 22), Combined Enterprise Regional Information ExchangeSystem (CENTRIXS), Network Communications, Satellite Communication (SATCOM), AirDefense Systems Integrator (ADSI), or Visit, Boarding, Search, and Seizure ꞏ (VBSS).
Experience with the Naval Information Warfare Systems Command (NAVWAR) organization and its products/services.
Experience with successfully recruiting staff and retaining personnel.
Program Management Professional (PMP), Defense Acquisition Workforce Improvement Act (DAWIA) Level III in Program Management or similar certifications.
Completion of Defense Institute of Security Assistance Management (DISAM) Security Cooperation Management (SCM) courses such as SCM-CONUS (SCM-C) or SCM-Case Management (SCM-CM).
Master's degree from an accredited college or university.
DISAM International Affairs Certification Level 2 or Level 3.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process.
