Working as part of a single LINE organization to be accountable for the successful delivery of the Mechanical Engineering from a Design and Construction strategy and systems perspective of THE LINE region.
THE LINE region contains a variety of projects in a 9,500km2 land area, including the initial Hidden Marina Mirror Line phase 1 modules, the related Hidden Marina Bay, the Landscapes of THE LINE, three 'special projects' and the NEOM International Airport (NIA).
Key Responsibilities:
- Successful delivery of the Mechanical Engineering Strategy, Design and Construction scope for THE LINE in a manner that supports the successful delivery of the project goals in terms of budget, schedule, quality and sustainability. Being part of the team accountable for delivering the multi-disciplinary engineering for THE LINE region.
- Leading a team of supporting staff to provide support to the LINE Design Project Engineering Management teams for the regional assets as well as oversight of what LINE Projects are procuring / managing. Working with THE LINE Design in setting Mechanical Engineering strategies.
- Overall accountability for the success delivery of the Mechanical Engineering systems in the LINE regional assets (i.e. irrespective of how that work is delivered)
- Develop a comprehensive Mechanical Engineering strategy aligned with the LINE delivery strategy, led by the Director - Building Services and coordinating with the Building Services strategy
- Develop implementation plans for Mechanical Engineering that consider project-specific requirements, timelines, and budgets. Review and adopt the studies already carried out by the LINE Proponent Infrastructure team and the LINE Design Engineering team, develop further 'non-project projects' as appropriate.
- Utilize industry knowledge and network to source opportunities for Mechanical Engineering. Evaluate and select technologies that align with our goals and can be seamlessly integrated into our projects.
- Establish and nurture strategic partnerships, joint ventures, and alliances with technology providers, research institutions, and industry experts. Foster collaboration to accelerate adoption of innovations where these have value to the process.

Activities
- Implement and maintain the compliance with TotalEnergies company HSEQ standards, requirements, Zero Fatal Accident Program, local legislation in all the applicable fields.
- Implement and maintain the timely reporting of HSEQ KPI's through RAMSES (Reporting and Assistance to Safety Mastering, Environment & Health-Web platform to report KPI, Incidents ) . Participate in investigations of incidents, ensure implementation of investigation report actions and conduct mandatory trainings to STPP & contractor staff such as golden rules, PTW (Permit to Work ) ) training, etc.
- To ensure the effective implementation of light vehicle policy. Ensure effective implementation of PTW (Permit to Work) process, Emergency and Crises Management.
- Implement and maintain the emergency management, environmental management, legal compliance, Safety tours, PPE management, firefighting equipment management, contractor owner visits, Internal audits, HSE events such as W orld Day for Safety, World Day for Environment, contractor day and safety plus program.
- Implement and maintain the Security of STPP personnel and assets. Implement the Corporate Social Responsibility and sustainability action plans. Collaborate with cross-functional teams to implement HSSEQ & Sustainable Development practices
Candidate Profile
- Bachelor Degree in Engineering Mechanical , Industrial , Chemical .etc.
- Professional certifications in HSE such as NEBOSH , IOSH , or similar are strongly preferred
- Minimum 2 years' experience with solid knowledge in HESQ or Operations.
- Solid understanding of ISO and HSE standards
- Communication skills, decision-maker, flexible and self-motivated.
- Microsoft Office proficiency is expected.
- Excellent communication skills; bi-lingual (English & Arabic).

Purpose of the Job
The shared service center ("SSC") of the finance function is being set up to provide services including accounting, reporting, compliance, etc. to O&M companies (the "Companies") owned by ENGIE in the Kingdom of Saudi Arabia (KSA). The SSC may potentially expand to cover new power and water desalination projects in the future to achieve synergies
The Senior Finance Manager will be accountable and responsible for: leading the finance function of the Companies; to manage all financial activities and transactions of the Companies in terms of the accounting, reporting, compliance, auditing, etc.; to actively liaise with shareholder team to meet their financial management and reporting requirements; to develop and improve the performance of staff within the finance function of the SSC
Key Accountabilities
Financial Management
- Prepare the policies and procedures to ensure efficient operation of the finance function with high standards of internal control, monitor and enforce compliance.
- Ensure the ERP is implemented to its maximum potential in order to automate the business processes to improve efficiency and effective internal controls.
- Prepare the budget and medium-term plan in conjunction to the management team, monitor the financial performance by benchmarking with the investment base case and the budget.
- Lead the performance plan with the management team, including a specific medium-term action plan to improve KPIs and KFIs.
- Manage relevant statutory reporting obligations, including the annual financial audit, interface with the auditor etc.
- Ensure efficient management of cash and working capital to maximize value for shareholder.
- Detect, monitor and report opportunities and financial risks / threats to the business - secure the former, manage / mitigate the latter.
- Fulfill all financial reporting requirements for the management, the Board and the shareholder
- Ensure implementation of the best practices in terms of corporate governance / internal controls in compliance with local regulations and with ENGIE practices (INCOME framework)
- Support / undertake the role of Company Secretary with the help of local counsel. Prepare the financial information to be presented for the Board and shareholder meetings.
- Ensure compliance with the policies, regulations and financial obligations under the OMAs.
- Ensure compliance with the tax regulations, including accurate and timely filing of the various returns (annual, WHT, VAT, etc.)
- Establish synergies between the Companies and other ENGIE entities where possible, respecting contractual agreements and confidentiality.
Leadership and Team Management
- Lead the SSC finance function; provide expertise, drive and support to the finance team; develop team members to improve their performance and develop their careers where appropriate.
- Develop and maintain team consciousness with staff and management.
- Provide technical and managerial leadership to the Companies in general, in conjunction with the management team.
- Promote an ethical business culture, with a focus on excellence and continuous improvement.
- Maintain coordination with the CFOs of the project companies, the management team and other support functions of the Companies.
Qualifications
MBA and/or CPA/Qualified Chartered Accountant.
Experience
Solid experience of management of the finance department and good notion of tax laws
Manage closing and the full P&L / Balance sheet accounting
Manage auditors for financial statements audit
Prepare budget (not supervise or coordinate)
Knowledge and Skills
- Ability to manage tight deadlines and punctual heavy workload.
- Strong interpersonal skills, excellent communication, presentation and reporting capability.
- Self-directing, ability to coordinate and direct others.
- Ability to work efficiently in a broad cultural spectrum
Language
Fluency in spoken and written English is mandatory.
Knowledge of Arabic is a plus.
