Job Description:

Parsons is looking for an amazingly talented Cost & Change Control Manager to join our team! In this role you will get to overseeing project budgets, monitoring costs, managing changes to project scope, and ensuring financial control and compliance throughout the project lifecycle.

POSITION OVERVIEW:

  • Manages all contract activity for a Division, a major market segment, or for a project of significant size, and represents the Company in negotiations of the most-complex contractual issues.

  • He/she must be fully knowledgeable of all legal, business, financial, and long-term implication of prime contract negotiation and maintenance.

  • Travel to the client’s offices or to the project site may be required, either before the contract receives final approval or during the life of the contract.

SPECIFIC RESPONSIBILITIES:

  • Negotiates the most significant contracts or contract modifications, often under difficult conditions.

  • Draws upon broad prior experience to effectively negotiate the most favor terms and conditions with prospective and current clients while achieving Company objectives. Identifies risks and contractual terms not conforming to Company policy.

  • Participates in Division, Company, and Corporate strategic planning activities for specific projects (e.g., risk assessment, bid/no bid analysis, participation in business plan development, etc.).

  • Selects personnel, makes staffing assignments, supervises work produced to ensure consistent high-quality performance. Provides training and development for personnel assigned.

  • Maintains an active participation in related professional societies to keep abreast of relevant contractual issues.

  • Keeps subordinates up to date relative to the availability of resource materials dealing with current contract administration and negotiation issues.

  • Performs other responsibilities associated with this position as may be appropriate.

EDUCATION/EXPERIENCE:

  • Bachelor's degree in Law or Bachelor's Degree in Business Administration, Finance, or related field, and 15+ years of prime contract administration experience within a large international engineering and construction firm is required.

SKILLS/COMPETENCIES:

  • Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts.

  • Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration.

  • Must be capable of independently negotiating the most-complex contractual issues.

  • Proven ability for managing and directing work involving complex situations.

Position overview :

The Cost & Change Control Manager is responsible and accountable for the Cost and Change function within the Commercial team of the Infrastructure delivery programme, overseeing the overall performance of his/her team in accordance with applicable industry standards, providing support and guidance to subordinate staff, and ensuring compliance with applicable governance.

Specific responsibilities :

The duties and responsibilities of the Cost & Change Control Manager encompass the following:

  • Oversee the day-to-day operations of the Cost & Change Control team for the Infrastructure delivery programme and monitor its performance against Key Performance Indicators.

  • Manage the assignment of Cost & Change Control resources in accordance with the programme requirements and the approved deployment schedule and budget.

  • Ensure the Cost & Change Control team operates in compliance with the client’s objectives, strategies, policies, plans, procedures, and applicable regulations / standards templates (or propose / develop strategies, policies, plans, procedures and templates, as required).

  • Develop and maintain the Cost Breakdown Structure (CBS) and associated control accounts, best suited for the program and aligned with the project Work Breakdown Structure (WBS).

  • Hold regular meetings with the Client / Programme teams and the Consultants / Contractors / Suppliers to ensure quality and accuracy of the cost and change requests data.

  • Report regularly to the Client and to the Programme teams on cost expenditures (actuals vs. planned vs. budget), the progress status of change requests for the programme and any associated issues. Make recommendations for budget transfers, use of contingency, when required, for both the Yearly and the Full Life Cycle budgets.

  • Manage the preparation and submission of the Yearly budget in collaboration with the Planning Manager.

  • Provide the Planning team with the relevant cost data for the schedules to be accurately cost-loaded and monitored / assessed every month.

  • Provide the relevant cost data to the Reporting Manager for the weekly / monthly reports to be updated and accurate.

  • Support the Risk Manager in the risk analysis exercises to be conducted.

  • Organize and chair the regular Change meetings and ensure that each Change request is duly documented and progressed.

  • Interface with the necessary Programme team members for the relevant and accurate data to be collected for each Change Request for review / assessment.

  • Provide the relevant status update to the Reporting Manager on the Change Requests being prepared / reviewed / agreed / rejected with explanatory notes.

  • Provides guidance, direction, and specialized assistance to the Cost & Change Control team with regards to methodologies, applicable standards and best practices.

  • Identify opportunities for improvements and innovations.

Preferred education / experience :

The ideal candidate shall meet the following requirements:

  • Post-graduate degree preferred (such as MSc, MBA, or similar).

  • AACE certification (or equivalent) is highly desired.

  • 15 years of relevant experience required, with mandatory prior senior managerial experience at Manager level.

  • Familiar with various forms of contract (lump sums, unit rates / re-measurable, early contractor involvement, design & build) to deliver a wide array of Infrastructure Assets (roads, railway systems, power substations, district cooling plants, telecoms, water supply, reservoirs and pumping stations, firefighting systems, irrigation systems, drainage, wastewater treatment plants…).

  • Prior experience in Saudi Arabia, familiar with PIF Development Companies’ operating models, having worked on the client’s, PMCM consultant’s and/or Cost Consultant’s side on multi-billion dollars programmes.

  • Prior experience on Airport / Infrastructure projects highly desired (but not mandatory).

Required skills / competencies :

The ideal candidate shall possess the following skills and competencies:

  • Ability to manage and lead a diverse group of professionals.

**Job Description:**
Parsons is looking for an amazingly talented **Change Control (Trend) Engineer** to join our team!
Specific responsibilities :
The duties and responsibilities of the Senior Change Control (Trend) encompass the following:
+ Oversee and consolidate the data of all project changes, ensuring that they are documented, assessed, and approved according to project procedures and guidelines.
+ Identify, monitor, and report on project trends that may indicate potential issues or risks, ensuring corrective actions are taken promptly to keep the project on track.
+ Maintain accurate and up-to-date records of all changes and trends, including change orders, impact assessments, and approvals.
+ Evaluate the impact of proposed changes on project cost, schedule, and quality, and provide recommendations for mitigating any negative effects.
+ Work closely with project managers, engineering teams, and other stakeholders to monitor and report on the implementation of all changes in terms of effectiveness and minimal disruption to project progress.
+ Proactively identify and report potential risks related to project changes and trends, and develop strategies to mitigate these risks while maintaining project objectives.
+ Provide regular updates and reports to senior management on the status of change control and trends, highlighting any significant issues and their resolution.
+ Continuously recommend improvements to the change control process by identifying opportunities for increased efficiency, transparency, and accuracy in managing changes.
+ Assist the Cost & Change Control Manager with ad hoc tasks, as required.
**Education / experience :**
The ideal candidate shall meet the following requirements:
+ Graduate degree required (such as BSc, BA, or similar) in Engineering, Quantity Surveying, Cost Engineering, Project Management, or a related field; post-graduate degree or certifications in project management (e.g., AACE, PMP, RICS) preferred.
+ Minimum 8 years of relevant experience required in project management, engineering, or change control, with a focus on identifying and managing changes in scope, schedule, and cost.
+ Experience with lean construction or construction project trends management.
+ Familiarity with construction contracts and project risk management practices.
+ Prior experience on the client's and/or PMCM consultant's side preferred, with knowledge of PIF Development Companies' operating models highly desired.
+ Prior experience on Airport / Infrastructure projects highly desired (but not mandatory).
**Required skills / competencies :**
The ideal candidate shall possess the following skills and competencies:
+ Strong analytical skills to assess the potential impacts of changes and trends on project timelines and budgets.
+ Excellent verbal and written communication skills to effectively communicate changes, trends, and their implications to stakeholders at all levels.
+ Proficient in project management software (e.g., Primavera, MS Project, or similar) and Microsoft Office Suite required to perform daily duties.
+ Fluent in English, with excellent written and oral communications skills.
+ Ability to positively influence and contribute to meetings and to interface with the client and stakeholders.

**Job Description:**
Parsons is looking for an amazingly talented **Cost & Change Control Manager** to join our team!
**Position Overview**
The Cost & Change Manager will take full ownership and accountability for all Cost, Change, and Trend Management activities within the Commercial function of a major Infrastructure Delivery Programme. This role requires a confident leader who can inspire a high-performing team, engage effectively with senior stakeholders, and drive the successful delivery of cost, change, and trend control objectives across a complex, multi-billion-dollar programme.
The successful candidate will combine extensive hands-on experience in cost control, change management, trend governance, planning, and risk integration with a strong construction and infrastructure background. Prior experience as a consultant or client representative on large-scale programmes is highly desirable.
Proficiency in Oracle Unifier (for both cost, change, and trend management) is essential, as is the ability to develop and implement cost, change, and trend management plans, procedures, and governance frameworks that meet client requirements.
**Key Responsibilities**
**Leadership & Team Management**
+ Lead, mentor, and motivate the Cost, Change, and Trend Management team to deliver exceptional performance aligned with programme objectives and KPIs.
+ Assign resources effectively in line with programme priorities, managing workloads to ensure timely and accurate delivery.
+ Provide clear direction, guidance, and professional development opportunities to team members, fostering a culture of accountability and continuous improvement.
**Cost, Change & Trend Control Execution**
+ Oversee the development, maintenance, and governance of the Cost Breakdown Structure (CBS) and related control accounts, fully aligned with the Work Breakdown Structure (WBS).
+ Manage the full lifecycle of change requests - from initiation and documentation to review, approval/rejection, and implementation tracking.
+ Lead trend management processes, ensuring all emerging cost and schedule trends are identified early, fully assessed, validated, and integrated into forecasts in alignment with programme governance.
+ Maintain a robust trend register and ensure trends are communicated, monitored, and escalated as appropriate for timely decision-making.
+ Ensure rigorous cost monitoring, reporting, and forecasting across both annual and whole-life budgets, making recommendations for budget transfers, contingency usage, and cost optimisation.
+ Lead the preparation, submission, and review of annual budgets in collaboration with Planning.
**Integration with Project Controls Functions**
+ Work closely with Planning to ensure accurate cost loading, schedule integration, and alignment of trends with schedule risk analysis.
+ Provide input and cost data to Reporting for timely and accurate weekly/monthly dashboards.
+ Support the Risk function in cost-related risk analysis, mitigation planning, and scenario modelling.
**Stakeholder Engagement**
+ Chair regular Change Control Board and Trend Review meetings, ensuring transparency compliance, and efficiency in decision-making.
+ Build strong working relationships with client leadership, consultants, contractors, and suppliers to maintain alignment on cost, change, and trend priorities.
+ Communicate clearly and confidently with executive-level stakeholders, presenting insights in a way that supports informed decision-making.
**Governance, Standards & Innovation**
+ Ensure all activities comply with client policies, strategies, procedures, and applicable regulations.
+ Develop, implement, and continuously improve Cost, Change, and Trend Management Plans, Procedures, and Templates.
+ Promote innovation and the use of advanced tools, particularly Oracle Unifier, to enhance efficiency and transparency in cost, change, and trend processes.
**Qualifications & Experience**
+ Bachelor's degree in engineering or related discipline; post-graduate qualification (MSc, MBA) preferred.
+ AACE certification (or equivalent) highly desirable.
+ **Minimum 15 years of progressive experience in cost control, change, and trend management, with significant time in a senior leadership role on large-scale construction and infrastructure programmes.**
+ Proven track record working on the client side, as a consultant, or in a PMCM environment for multi-billion-dollar developments.
+ Strong background in infrastructure construction (roads, rail systems, utilities, energy, water, airports).
+ Extensive experience in developing and executing cost, change, and trend management governance frameworks.
+ **Proficiency in Oracle Unifier for cost, change, and trend management; familiarity with additional tools such as Microsoft Office Suite, ACONEX, and CostX is advantageous.**
+ Strong understanding of project controls disciplines including planning, scheduling, and risk management.
