Specific Accountabilities- Experience in the Oil/Gas, Hydrocarbon, Refinery, Onshore, Offshore, or Infrastructure Industries.
- The experience shall consist of involvement in construction safety activities related to the large projects.
- Safety compliance audits with safety programs requirements consistent with the Saudi Aramco Contractor safety administrative requirements of construction safety manual, including corrective action procedures.
- Shall be responsible to ensure effective implementation of the established Safety Programs.
- Must have thorough knowledge of international safety standards and procedures.
- Provide leadership and advice on HSE matters to implementation contractor personnel working at the site.
- Ensure the implementation of all HSE Plan requirements across the portfolio of projects.
- Participate in daily planning meetings involving implementation contractors to ensure effective implementation of project HSE requirements.
- Review implementation contractor Job Hazard Assessments (JHA), work permits applications, complimentary certificates and verify implementation of requirements at the job site.
- Demonstrate leadership and commitment to the achievement of HSE objectives and to the success of all Contract / Project HSE initiatives.
- Maintain knowledge of current governing regulations, codes and practices and inform the HSE Lead whenever revisions to the HSE Plan are required.
- Report all instances of HSE non-compliance, including unsafe act(s) / condition(s) and incidents, including near misses.
- Ensure site HSE inspection and audit programs are implemented.
- Ensure EPCM and implementation contractor personnel have completed and maintain their HSE training current.
- Monitor effectiveness of communication materials, i.e. Job Bulletins, Toolbox Talk, Safe Observation Cards, Safety Alerts, Lessons Learned, etc.
Bachelor’s Degree
Must have an international recognized professional safety certification i.e CSP, CMIOSH

The purpose of this position is to ensure the compliance with the Companies Integrated Management System (SLIMS), with HSE standards and related legislation at the assigned contracts. In addition, to continuously improve SLIMS implementation and increase the HSE culture across all contracts and levels. Reporting to the Contract Manager.
Responsibilities will include:
- Ensure SLIMS implementation at Contract level.
- Conduct Internal SLIMS audits based on ISM, ISPS, ISO 9001/14001, and OHSAS 18001 standards.
- Assist in the execution of corrective or preventative actions on contract level.
- Conduct SLIMS familiarization and Shore training.
- Monitor SLIMS Crew training programmes / e-learning.
- Deliver HSErelated training onboard vessels (by regular weekly visits).

- Execute corrective actions for the observations or Non Conformances noticed during audits within the timelines.
- Budget tracking and assist during yearly budget preparation.
- Always communicate with Local authorities like MODON, etc. on seeking any support on circular updates, change in regulations or guidelines etc.
- Oversees the daily workflow, schedules, and assignments of security staff. To act as a first line support for security staff who encounter incidents or difficulties and escalate as appropriate to the Line Manager.
- Ensure that Annual Maintenance Contracts are in place and valid for the identified services (e.g. Fire Alarm and Fire Safety System, Housekeeping, Pest control, Gas system maintenance, waste management, facilities maintenance etc.) and make sure that services are availed as agreed in contracts.
- Perform any other job/task assigned by the reporting Managers to accomplish department objectives
Requirements
Education/ Qualifications
High school diploma or equivalent required; Bachelor's degree preferred.
Diploma in NEBOSH or any Related Technical Certificates
Experience
At least 3 years of experience in administering health & safety compliance in manufacturing sites along with experience in facility maintenance.
Minimum 2 years of security management experience
Functional Skills & Specific Knowledge
Skills in conducting training in health, safety and environment.
Analyzes Root Cause Methods and Accident/ Incident Investigation Techniques.
Extensive knowledge of security protocol and procedures.
Good management and supervisory skills.
Excellent written and verbal communication skills.
Ability to provide training on HSE policies and procedures.
Good understanding of office systems
Proficient with Microsoft Office Suite or related software.
