Field Experience

Parsons is looking for an amazingly talented **Health, Safety & Welfare Manager **to join our team in NEOM. Parsons is providing Project Management Consultancy (PMC) services for the development of NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

**Role Purpose**

The role will drive the implementation of the Project HSW Strategy, Management systems, Programmes and seek continual improvement in HSW performance. They will provide HS&W support and guidance and serve as a resource for the technical interpretation of health, safety and wellbeing regulatory requirements as well as NEOM and THE LINE standards. They will monitor and validate the effective implementation of the project Risk Control Strategy and provide ongoing support to site teams and recommend suitable actions for improvement where identified.

**KEY ACCOUNTABILITIES & ACTIVITIES**

Delivery
- Manage a team of THE LINE HSW Specialists providing coaching to improve their performance
- Review HSW Performance and introduce initiatives to improve as required
- Attend Delivery Partner or Contractor meetings being active and vocal to drive HSW performance
- Drive the implementation of THE LINE HSW strategy ensuring the key focus areas are at the forefront of HSW decisions being made on the project
- Ensure a full understanding of the Project HSW assurance standards, relevant regulations and best practices through continual learning events and information sources
- Working closely with the Construction Contractor to ensure that they plan and deliver their work in line with the Client requirements.
- Provide guidance and support to the Contractors HSW and Operational teams
- Liaise and coach the contractors site supervision and HS&W Officer
- Challenge document bureaucracy and clutter ensuring the plans developed are adding value to the HSW performance.
- Challenge traditional thinking in order to drive improvements in the planning and execution of the HSW arrangements on site
- Support as required any review of tender or prequalification information as part of the procurement process
- Conduct site tours, inspections, audits with HSW Specialist providing coaching to improve performance
- Coordinating all HSE matters related to assurance of contractor operations and ensuring necessary HSE deliverables are provided to the required standard at relevant stages during the execution of the work.
- Drive the effective use of the Enablon inspection tools within the Delivery Partner and Contractor

**Knowledge, Skills and Experience**
- Thorough knowledge of local HSW legislation pertaining to relevant construction disciplines
- Good technical knowledge of work methods in the construction industry, materials, equipment and tools used
- Good Inspection and interpretation skills
- Good knowledge in HSW documentation
- Experienced in system auditing
- Knowledge in risk assessment preparation
- Review of technical diagrams and contractual documents.
- Have excellent English language skills, excellent IT skills and possess excellent Communication Skills.
- Training delivery and presentation skills.
- Good Interpersonal & Problem Solving Skills.
- Strong people management skills, with ability to build relationships.

**Qualifications**
- Degree /Diploma with relevant technical background from an accredited university
- NEBOSH Qualified or similar
- Minimum of 20 years of practical experience in construction
- Minimum 10 years Manager or Snr level Advisor
- Member of a professional organization within Health & Safety
- Lead Auditor Certification in ISO45001

Responsibilities

  • Monitor the execution of HSE activities on a project to ensure HSE requirements are met as per the project HSE plan and HSEMS requirements; continually monitor site activity with regards to HSE.
  • Assist in developing and implementing field location emergency response procedures and evacuation plans to ensure safe evacuation procedures.
  • Provide trainings to workers on HSE related subjects in incident prevention, first aid as well as other activities and safety awareness programs to increase awareness of HSE practices and procedures.
  • Ensure that existing hazards, unsafe work conditions and/or practices are identified on a daily basis and observation reports are raised and corrective measures are recorded.
  • Ensure to address and report violations daily and make necessary recommendations.
  • Provide data on daily, weekly and monthly reports to monitor and track HSE performance.
  • Orient employees with accident reporting procedures and how to act in case of emergencies; conduct daily toolbox talks (TBT) to notify safety precautionary measures prior to deployment of work at site.
  • Ensure that 100% of employees have passed site induction training before commencing work.
  • Ensure visitor, supplier and project personnel induction program is effective and implemented and daily logs are maintained.
  • Ensure that written risk assessments are developed for each task prior to the start of work.
  • Ensure that risk assessment findings and recommendations have been communicated to all concerned personnel on a daily basis.
  • Ensure all project certified mobile plant and gear, HSE equipment such as harnesses, etc. are inspected on a daily basis and logs updated on a monthly basis.
  • Ensure that fire extinguishers are inspected on a monthly basis and logs are maintained.
  • Ensure all equipment, ladders, hand tools, machineries, etc. at site are inspected on a daily basis by the authorized person and logs are maintained.
Experience
  • Minimum 5 year(s) working experience, 3 year(s) relevant working experience; 2 year(s) GCC is a plus.
Education
  • Bachelor's Degree in Civil Engineering or Engineering
  • Diploma in NEBOSH or any Related Technical Certificates
