Role Description

This is a full-time on-site role located in Al Khobar for an Environmental Specialist. Job Purpose:

The Environmental Specialist is responsible for ensuring that all environmental aspects of the project are identified, assessed, and managed in compliance with relevant environmental regulations and standards. This includes leading the Environmental Impact Assessment (EIA) process, coordinating with regulatory authorities, and supporting project teams in obtaining necessary environmental permits and approvals.

Key Responsibilities:

  1. Environmental Impact Assessment (EIA):

  2. Conduct and coordinate the
    screening and scoping
    stages of the EIA process to determine potential environmental impacts and identify key issues for assessment.

  3. Prepare
    Terms of Reference (ToR)
    for EIA studies in alignment with national and international environmental standards.
  4. Write, review, and edit EIA reports
    , ensuring accuracy, technical quality, and compliance with regulatory requirements.
  5. Coordinate with external EIA consultants and multidisciplinary teams for data collection and impact evaluation.

  6. Regulatory Compliance & Permitting:

  7. Have sound knowledge of environmental
    permitting requirements under NCEC
    (National Center for Environmental Compliance) and/or
    RCYJ
    (Royal Commission for Jubail and Yanbu).

  8. Support the preparation, submission, and follow-up of environmental permits and approvals required for project execution.
  9. Serve as liaison with environmental regulators, ensuring timely communication and resolution of issues.

  10. Environmental Management:

  11. Identify environmental risks and propose mitigation measures.

  12. Support the implementation of Environmental Management Plans (EMP), monitoring programs, and compliance audits.
  13. Provide technical support and guidance to project teams regarding environmental best practices and legal obligations.

  14. Reporting & Documentation:

  15. Maintain accurate records of environmental assessments, permits, and correspondence with regulatory bodies.

Qualifications and Experience:

  • Bachelor's degree in Environmental Science, Environmental Engineering, or a related field (Master's preferred).
  • Minimum 5 years of experience in environmental assessment, permitting, or consultancy.
  • In-depth knowledge of
    EIA processes

    .
  • Familiarity with Saudi environmental regulatory frameworks, particularly

Project Overview
Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Job Summary
In this role, you will help conduct environmental engineering studies, prepare impact reports for new construction projects, evaluate proposed regulations, and develop procedures. You will conduct routine investigations, compile and analyze data, and maintain technical records. Your collaboration efforts and application of environmental engineering principles and techniques will contribute to project success.

Major Responsibilities

  • Provide assistance in managing the environmental assessment studies for Ras-Al-Khair Industrial City including:
  • Formulation of the scope and management the Environmental Impact Assessment (EIA) studies and deliverables.

  • Mentor, support, overview and review the junior members inputs and deliverables.

Profile and Requirements

  • An understanding of the approach and process steps of E(S)IAs for a wide spectrum of project sectors (as mentioned above) across the GCC especially in KSA.
  • Knowledge of Saudi Environmental regulation and their application, such as NCEC, the Royal Commissions and giga projects.
  • Knowledge of environmental monitoring and its role in E(S)IAs.
  • Experience in aligning E(S)IA reports to environmental safeguards as prescribed by Development Financing Institutions such as World Bank, IFC, etc.

**Job Description:**
Parsons is looking for an amazingly talented **Associate** **-** **Environmental Specialist** to join our team! In this role you will get to contribute to the environmental strategies for the delivery of challenging high-quality infrastructure and masterplan projects.
**What You'll Be Doing:**
+ The primary role includes the provision of Environmental Impact Assessments (EIA) and/or Environmental and Social Impact Assessments (ESIA) across a broad range of sectors mainly Infrastructure (specifically stormwater, sewerage, rail and road projects), community developments and marine and coastal developments as well as to support delivery of related environmental management requirements.
+ The ideal candidate should have excellent understanding of how to deliver E(S)IAs, as well as coordinate and review E(S)IA and environmental management inputs from other specialists. This shall include the requirement to project manage, administer and liaise with both clients, inputs from experts in other disciplines (e.g. engineering, hydrology, etc.) and regulators in the delivery and presentation of contracted work and to conduct assessments, inclusive of any necessary field and baseline aspects.
+ Interpert the E(S)IA findings to design responses in the Masterplans and guide the design teams on responding to potential design mitigation measures or compensation solutions.
+ Mentor, support, overview and review the junior members inputs and deliverables.
**Profile and Requirements**
+ An understanding of the approach and process steps of E(S)IAs for a wide spectrum of project sectors (as mentioned above) across the GCC especially in KSA.
+ Knowledge of Saudi Environmental regulation and their application, such as NCEC, the Royal Commissions and giga projects.
+ Knowledge of environmental monitoring and its role in E(S)IAs.
+ Experience in aligning E(S)IA reports to environmental safeguards as prescribed by Development Financing Institutions such as World Bank, IFC, etc.
+ Strong organizational and project management skills including the ability to consistently deliver work on time.
+ Good communication skills including confidence to articulate and present E(S)IA study findings within a workshop environment and interact with the regulatory authorities as necessary.
+ The ability to work directly with clients in identifying and developing mitigation measures and environmental management programs.
+ A flexible and dynamic approach including the ability to work independently as well as coordinate within a team.
+ The role will focus on the core areas of impact assessment, in particular project management, contract administration, and liaison and coordination with Sub-consultants, advising Clients and Authority liason The work includes managing Environmental subconsultants, reviewing Environmental impact Assessments, and coordinating team schedules including the delivery of project deliverables . This may require the need to solicit, review and incorporate inputs from experts in related disciplines (into project deliverables).
+ Prepare RFPs to appoint the most suitable sub-consultants for any given project.
+ Assess and manage the appointed sub-consultants and review their E(S)IA studies.
**What Required Skills You'll Bring:**
+ Bachelor's degree or above (Masters, PhD) in an environmental related degree preferable.
+ Work experience of minimum 12-13 years in an international engineering design and project management or environmental consultancy or related field.
+ Chartered with a relevant institute and/or be a Registered EIA Practitioner with IEMA (preferable not mandatory).
+ Analytical skills for assessing suitable sub-consultants.
+ Detail oriented, well-organized, and able to work independently as well as part of a team, on multiple large-scale projects in parallel.
+ Excellent written and oral communication skills in the English.

Overview

We are seeking an experienced Environmental Specialist with Refinery Experience to join our Global Manufacturing Excellence organization to work under the Decarbonization and Sustainability Division to work on environmental protection and performance aspects.

Decarbonization and Sustainability Division provides support to Saudi Aramco Global Manufacturing wholly owned and affiliates’ facilities in assessing and advising on the deployment and adoption of decarbonization, energy and environmental programs and initiatives. This includes identifying and analyzing operational challenges and developing engineering solutions to improve energy efficiency and GHG emissions.

Your primary role is to provide expert guidance and support in establishing environmental business plans objectives and emission baselines, developing solutions to environmental problems, conducting environmental performance calculations, daily monitoring and reporting, collecting and analyzing data to observe the GHG reduction opportunities, advising to improve the performance, and identifying deviations and developing solutions to environmental problems. Strong management and coordination skills are necessary to lead and work with environmental teams in operating facilities under the Global Manufacturing Excellence.

Key Responsibilities
  • Monitor facility operating and business plans objectives are consistent and in-line with Saudi Aramco environmental protection policy and all applicable environmental policies, GIs and standards.
  • Identify deviations and developing solutions to environmental problems to ensure mitigation of facilities environmental risk and improve compliance to company and governmental environmental regulations.
  • Conduct full potential GHG and environmental assessment and provide recommendations.
  • Develop, review and implement Green House Gas management.
  • Conduct internal GHG assessment in preparation for facilities such as refineries, NGL fractionation plants, and petrochemical plants and lube manufacturing plants.
  • Monitor the solids and chemical disposals to guarantee a safe environmental protection in compliance with governmental regulations.
  • Monitor air quality, waste water and water conservation, waste management performance.
  • Develop, review and deployment of facilities environmental management system in alignment with ISO 14001.
  • Develop and maintain Environmental procedures and guidelines.
  • Conduct internal environmental performance benchmarking studies among the oil and gas, refineries.
  • Stay abreast of international and regional regulations concerning emissions, waste management, water and waste water, GHG to ensure alignment with compliance standards.
  • Collaborate closely with stakeholders, including field engineers, top-level executives, and regulatory bodies, to ensure alignment with industry needs.
  • Analyze complex data sets related to emissions, equipment efficiency, and other relevant parameters, deriving actionable insights for enhancement.
Minimum Requirements
  • You will hold a Bachelor’s degree in Chemical or Environmental Engineering
  • You will have at least 17 years of experience in oil and gas refineries, petrochemical. EPI/QEP certified professional are preferred.
  • You will have knowledge of the oil & gas, refining industry and its environmental challenges and risks.
  • You will have knowledge of global / governmental environmental policies, regulations and standards.
  • You will have expertise in technical sustainability data, calculation methodology and limitations.
  • You will have strong analytical and troubleshooting skills in the field of environmental engineering.
  • You will be familiar with ISO-14001 Environmental Management System and Requirement.
  • You will be familiar with development of decarbonization roadmap, GHG emission baseline and target setting.

Job summary/Role description

TM and TM Arabia Limited have been awarded two lump-sum turn-key EPC contracts related to a petrochemical expansion at the SATORP Refinery (a JV composed of Saudi Aramco and Total Energies), in Jubail, Kingdom of Saudi Arabia. The overall value of the contracts is approximately USD 2 billion. The project's scope of work entails complete engineering services, equipment and material supply, construction activities, pre-commissioning, and commissioning, and shall have a duration of approximately 4 years

  • :To perform the Job Hazardous Analysis (JHA) and participate to the Job Safety Analysis (JSA)
  • .Verify the adequacy and application of the Site HSE Plan and all related procedures, to the preparing any revisions
  • .To update the HSE documentation during all the construction phases when deemed necessary
  • .To check that Subcontractors perform their activities in accordance with all the HSE applicable procedures, regulation and standards, promoting all necessary action to ensure that the said procedures and regulations are observed
  • .To organize, plan and participate to periodical HSE walk around, Inspections and Audits on site, prepare all the relevant reports, action plans, verify the follow up and the timely execution of the corrective action
  • .To organize, coordinate and directly participate in the HSE Training activities on site
  • .To organize and participate to all relevant site HSE Meetings, prepare the relevant MOM
  • .To co-operate with the Client concerning the issue of any necessary work permits
  • .To organize in case of work accidents a full investigation of the event, finalized to the identification of corrective measure to avoid reoccurrence
