Parsons is looking for an amazingly talented Environmental Specialist - Water Quality to join our team In this role you will get to de velop and implement water compliance and sustainability programs, monitoring policies, and regulation practices.
What You'll Be Doing:
- Develop and implement water sustainability programs, policies, and practices.
- Provide necessary advice and guidance to meet RC objectives particularly related to wastewater treatment and water recycle / reuse.
- Identify and recommend best practices for reducing water consumption and improving water quality.
- Monitor water usage and identify opportunities for conservation and efficiency improvements.
- Prepare reports, dashboards, and presentations on water performance metrics for various stakeholders.
- Stay up to date with emerging technologies, policies, and trends in water treatment and sustainability.
- Review and evaluate water related data and technical reports submitted by the industries.
- Participate in inspections and prepare / review reports to ensure industrial compliance with RC's environment regulation (RCER) and determine extent of deviation for appropriate regulatory actions.
- Review and evaluate the environmental permit application packages, impact assessments and technical reports submitted by existing and new industries in support of their permit or waiver requests.
- Build partnerships with water conservation organizations, suppliers, and governmental agencies to align on water sustainability goals.
- Represent the organization at conferences, workshops, and meetings focused on water stewardship.
- Participate in periodic revision of RCER and standards and implement the same in line with Kingdom's laws, international regulations and standards, and best practices.
- Lead and supervise small team in water monitoring, as and when required.
- Performing other related duties as assigned or directed by the RC.
What Required Skills You'll Bring:
- Bachelor's degree in Chemical Engineering, Environmental Sciences, or other relevant Sciences/Engineering.
- Minimum of 10 years of experience working in the field of Environmental Management with primary experience within the heavy industries related to water recycling and wastewater treatment systems.
- Familiarity with water-related software tools for monitoring and reporting.
- Knowledge of Health, Safety and Environment regulations followed in the Kingdom of Saudi Arabia.

Project Overview
Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary
In this role, you will help conduct environmental engineering studies, prepare impact reports for new construction projects, evaluate proposed regulations, and develop procedures. You will conduct routine investigations, compile and analyze data, and maintain technical records. Your collaboration efforts and application of environmental engineering principles and techniques will contribute to project success.
Major Responsibilities
- Provide assistance in managing the environmental assessment studies for Ras-Al-Khair Industrial City including:
- Formulation of the scope and management the Environmental Impact Assessment (EIA) studies and deliverables.
- Managing the development of the environmental management program for the two cities, and assisting the Royal Commission in the implementation of the program.
- Establishing contract specific environmental requirements.
- Review of contractor environmental credentials at prequalification and tender.

- Experience in one of the following primary industries: petroleum refining, metals (smelting, rolling, alloys), and power plants.

to join our team In this role you will be responsible for implement departmental strategies for optimizing Air Quality in Yanbu Industrial City and provide technical advice and guidance to the Royal Commission for Yanbu's Environmental Protection and Control Department (RCY-EPCD) as needed. This will be undertaken through review of Environmental Impact Assessments and special studies, field visits, research for BAT and preparing scientific technical reports.
Reports directly to Department Manager EPCD. Will support the department in daily operations, interfaces with industrial customers, new investors, EPCD members and senior RC Management. Receives administrative and technical direction in terms of broad project objectives from EPCD Department Director, SAPL Department Manager and Section Manager
What You'll Be Doing
- Design a comprehensive strategy to reduce GHG emissions in alignment with the Royal Commission's environmental goals, the Saudi Green Initiative, and Vision 2030.
- Develop and maintain an accurate baseline inventory of GHG emissions from industries, identifying major emission sources.
- Oversee the tracking, and reporting of GHG emissions using standardized protocols (e.g., IPCC guidelines or ISO
- Promote projects focused on reducing carbon emissions, such as energy efficiency improvements, renewable energy integration, and industrial carbon capture.
- Lead strategies to minimize, reuse, and recycle industrial waste, incorporating waste-to-energy or waste valorization solutions.
- Advocate for resource efficiency, material reuse, and circular economy principles within industrial processes to reduce waste and emissions.
- Track key performance indicators related to emissions reductions, waste management, and greenhouse gas reduction projects, ensuring continuous progress.
- Assist in the development of environmental policies, standards, and guidelines that promote carbon reduction within the industrial sector.
- Work closely with industrial entities, government bodies, and environmental organizations to foster cooperative emission reduction efforts.
- Ensure compliance with local and global greenhouse gas reduction and environmental regulations, including the UN SDGs and Saudi Vision 2030 targets.

- Minimum of 12 years of experience working in GHG management, sustainability consulting, or emissions reduction.
- Master's degree in Climate Science or Energy Management is preferable.
- Strong knowledge of GHG management and Environmental regulations.

Parsons is looking for an amazingly talented Associate - Environmental Specialist to join our team In this role you will get to contribute to the environmental strategies for the delivery of challenging high-quality infrastructure and masterplan projects.
What You'll Be Doing:
- The primary role includes the provision of Environmental Impact Assessments (EIA) and/or Environmental and Social Impact Assessments (ESIA) across a broad range of sectors mainly Infrastructure (specifically stormwater, sewerage, rail and road projects), community developments and marine and coastal developments as well as to support delivery of related environmental management requirements.
- The ideal candidate should have excellent understanding of how to deliver E(S)IAs, as well as coordinate and review E(S)IA and environmental management inputs from other specialists. This shall include the requirement to project manage, administer and liaise with both clients, inputs from experts in other disciplines (e.g. engineering, hydrology, etc.) and regulators in the delivery and presentation of contracted work and to conduct assessments, inclusive of any necessary field and baseline aspects.
- Interpert the E(S)IA findings to design responses in the Masterplans and guide the design teams on responding to potential design mitigation measures or compensation solutions.
- Mentor, support, overview and review the junior members inputs and deliverables.
Profile and Requirements
- An understanding of the approach and process steps of E(S)IAs for a wide spectrum of project sectors (as mentioned above) across the GCC especially in KSA.
- Knowledge of Saudi Environmental regulation and their application, such as NCEC, the Royal Commissions and giga projects.
- Knowledge of environmental monitoring and its role in E(S)IAs.
- Experience in aligning E(S)IA reports to environmental safeguards as prescribed by Development Financing Institutions such as World Bank, IFC, etc.
- Strong organizational and project management skills including the ability to consistently deliver work on time.
- Good communication skills including confidence to articulate and present E(S)IA study findings within a workshop environment and interact with the regulatory authorities as necessary.
- The ability to work directly with clients in identifying and developing mitigation measures and environmental management programs.
- A flexible and dynamic approach including the ability to work independently as well as coordinate within a team.
- The role will focus on the core areas of impact assessment, in particular project management, contract administration, and liaison and coordination with Sub-consultants, advising Clients and Authority liason The work includes managing Environmental subconsultants, reviewing Environmental impact Assessments, and coordinating team schedules including the delivery of project deliverables . This may require the need to solicit, review and incorporate inputs from experts in related disciplines (into project deliverables).
- Prepare RFPs to appoint the most suitable sub-consultants for any given project.
- Assess and manage the appointed sub-consultants and review their E(S)IA studies.
What Required Skills You'll Bring:
- Bachelor's degree or above (Masters, PhD) in an environmental related degree preferable.
- Work experience of minimum 12-13 years in an international engineering design and project management or environmental consultancy or related field.
- Chartered with a relevant institute and/or be a Registered EIA Practitioner with IEMA (preferable not mandatory).
- Analytical skills for assessing suitable sub-consultants.
- Detail oriented, well-organized, and able to work independently as well as part of a team, on multiple large-scale projects in parallel.
- Excellent written and oral communication skills in the English.
