What You'll Be Doing:

  • Leads full-time, part-time, and collateral duty project and program SH&E specialists in implementing work plans and the company's risk management practices.

  • Represents the business unit SH&E director on project or program worksites.

  • Advises and assists project manager, program manager and/or other project and program personnel in conforming to Parsons' Environmental, Safety, Health, and Risk Program (ESHARP) management system and Parsons' policies and procedures.

  • Develops site-specific work plans, SH&E compliance programs, training programs, and orientation plans fully conforming to relevant SH&E regulations, Parsons' ESHARP management system, and client requirements.

  • Collaborates with project and program managers to evaluate (sub)contractors' SH&E performance, planning, and culture to be consistent with the company's risk management practices and core values.

  • Audits projects and programs and their worksites against corporate standards; creates and submits written audit reports.

  • Inspects worksites to detect hazards and provides expertise to project personnel to eliminate/control the SH&E risks associated with exposure to the hazards; creates and submits written inspection reports.

  • Implements Parsons' occupational injury and incident reporting and management processes.

  • Initiates and conducts thorough incident investigations and root cause analyses using defensible protocols.

  • Collaborates with project or program managers, craft workers, and other project or program personnel to identify effective corrective actions; creates and submits comprehensive investigation reports and lessons learned.

  • Performs trends analyses on audit findings, inspection findings, and incident reports; creates and submits regular analysis reports.

What Required Skills You'll Bring:

  • Bachelor's Degree in Occupational Safety and Health or related field (or equivalent experience)

  • Minimum 10 years of related work experience in the field of Health and Safety, including some supervisory experience

  • Extensive knowledge of Federal and State health and safety regulations and reporting procedures

  • Advanced knowledge of safety-related national consensus standards (e.g., ANSI, NFPA)

  • Exceptional interpersonal, oral, and written communication skills

GMP and 5S

  • Train new joiners, visitors, and contractors on GMP and 5S regulations.
  • Maintain adherence to the 5S principles at all workstations.

Daily activities

  • Conduct daily safety inspections of the facility (minimum twice/day) to identify hazards and unsafe practices.
  • Assess workplace risks, recommend and implement control measures, and maintain records.
  • Investigate accidents and near-misses, document findings, and implement corrective actions.
  • Conduct safety inductions for employees, contractors, and visitors, ensuring records are updated and maintained.
  • Develop and implement emergency response plans, including fire drills and equipment readiness inspections.
  • Issue work permits, verify third-party certifications, and ensure compliance with training requirements for high-risk tasks.
  • Ensure proper use of PPE and maintain work permit documentation.
  • Monitor contractor safety compliance and verify risk assessments before approving critical permits.
  • Ensure the workplace is free of health risks, conduct risk assessments, and implement recommended actions.
  • Carry out safety inspections, fire drills, and risk assessments, ensuring employees are aware of their responsibilities.

QUALIFICATIONS, EXPERIENCE & SKILLS:

MINIMUM QUALIFICATIONS :

  • Diploma in Engineering - Industrial from the recognized university.
  • Safety certificate: NEBOSH, IOSH, Lead auditor-ISO45000, HSW.

MINIMUM EXPERIENCE:

  • 2 - 5 years of relevant experience in Health & safety in FMCG manufacturing.

WSP is hiring a Senior Health & Safety Engineer for a prestigious Operations, Maintenance, and Refurbishment (OMR) infrastructure program in Riyadh. The role involves overseeing and managing health and safety compliance, risk management, and contractor performance, ensuring adherence to local regulations and international best practices under our PMC supervision scope.

Responsibilities

  • Lead the implementation and enforcement of HSE (Health, Safety & Environment) plans, policies, and procedures on-site.
  • Monitor contractor’s HSE performance to ensure compliance with contract requirements, Saudi regulations, and WSP standards.
  • Conduct regular site inspections, safety audits, and risk assessments across infrastructure assets including roads, tunnels, bridges, and utilities.
  • Participate in incident/accident investigations, root cause analysis, and reporting, ensuring implementation of corrective/preventive measures.
  • Review and approve Method Statements, Risk Assessments (RAMS), and safety documentation submitted by contractors.
  • Provide safety reports and KPIs to the client and internal management regularly.

  • Strong knowledge of Saudi HSE laws, environmental regulations, and international HSE standards (e.g., ISO 45001, OSHA, NEBOSH).
  • Proven track record of managing safety on large-scale infrastructure, refurbishment, and facilities management programs.
  • Fluency in Arabic (native speaker) is preferable, with strong English communication skills.

Key Responsibilities
  • Develop and implement comprehensive health and safety strategies and policies for the residential division.
  • Conduct thorough risk assessments and safety audits, identifying hazards and ensuring effective mitigation strategies are in place.
  • Lead incident investigations to analyze root causes and develop corrective actions to prevent future occurrences.
  • Provide training and resources to employees and contractors to promote safety awareness and ensure compliance with all health and safety regulations.
  • Collaborate with project managers to incorporate health and safety measures into project planning, execution, and completion.
  • Monitor and report on health and safety performance metrics, identifying areas for improvement and implementing best practices.
  • Engage with regulatory agencies and industry stakeholders to ensure compliance and alignment with national and international health and safety standards.
  • Promote a culture of safety throughout the organization, encouraging proactive safety behaviors among all employees.
  • Stay abreast of industry trends, new regulations, and best practices in health and safety to continuously improve the company's health and safety framework.
  • Bachelor's degree in Occupational Health, Safety Management, Engineering, or related field; Master’s degree is a plus.
  • Minimum of 12-15 years of relevant experience in health and safety management, particularly in large-scale residential or infrastructure projects.
  • Strong knowledge of health and safety regulations, best practices, and risk management principles.
  • Proven ability to develop and implement effective health and safety programs.
  • Excellent leadership and communication skills with the ability to influence individuals at all levels.
  • Strong analytical skills with a focus on detail and problem-solving.
  • Certifications such as NEBOSH, IOSH, or equivalent are preferred.
  • Ability to thrive in a fast-paced, dynamic environment while managing multiple priorities.
