**Job Description:**
Parsons is looking for a **Technical Manager** to join our team on a major infrastructure program in Riyadh!
**What You'll Be Doing:**
+ Reviews and approves discipline staffing assignment schedules on each project.
+ Maintains appropriate staffing level, including temporary personnel, as needed.
+ Reviews and approves staff forecasting reports.
+ Manages all engineering and design efforts for all disciplines required for the program. Coordinates all discipline staffing requirements for the program.
+ Monitors the quality and progress of the designs on each project, ensuring that production requirements are satisfied.
+ Works closely with Project Managers to resolve any existing or forecasted problems related to discipline staffing, quality of work, schedule performance, or productivity.
+ Establishes standards and procedures manuals for the discipline. Recommends improvements to department procedures.
+ Supports pre-contract and business development efforts as required, serving as technical consultant.
+ The technical manager will be guiding the design consultants on the regulations and policies to be followed, reviews the effort submitted by others (however liability remains with the design consultant or the PMC) and ensures that the design is in line with the requirements and budget in coordination with the commercial team and project management.
**What Required Skills You'll Bring:**
+ Strong knowledge on planning and design. Experience on mobility systems will be a plus.
+ Proven technical leadership experience in development and implementation of large scale, complex Infrastructure projects.
+ Excellent working knowledge using MS Excel, AutoCAD, MS Project and Powerpoint.
+ More than 20 years of experience.
+ Fluency in English. Fluency in Arabic is beneficial.
+ Solid understanding in all phases of major infrastructure projects
+ Proven ability to work in a customer facing/consulting environment
+ Experience delivering projects through all phases of the lifecycle
+ Strong analytical skills, creativity, and communication skills .
+ Strong Presentation skills
+ Strong understanding & experience in Sustainability and specifically the relationship between Smart and Sustainable Cities
+ Degree educated and Chartered Engineer

About the Role


Design Management and Technical Support: Oversee the overall management of design development and provide technical support to the construction management team throughout the construction phase, ensuring seamless integration of design and execution.

PASC Liaison and Interface Management: Serve as the primary point of contact for the design guardian consultant, managing the relationship and ensuring effectivecommunication and collaboration across the project.

Design Review Coordination: Lead the coordination of design review activities across the entire project, ensuring alignment with project goals, technical requirements, and quality standards.

Design Optimization and Value Management: Identify opportunities to optimize design elements, driving value engineering efforts to enhance cost-efficiency and performancewithout compromising quality.

Issue Resolution and Collaboration: Work closely with multidisciplinary teams and stakeholders to resolve complex technical issues, ensuring smooth project progression andalignment with project objectives.

Lessons Learned and Knowledge Sharing: Capture and share lessons learned across all design and construction packages, fostering continuous improvement and ensuring bestpractices are applied throughout the project lifecycle.

Stakeholder Collaboration: Collaborate with the Interface and Stakeholder Manager to ensure stakeholder requirements are effectively identified, communicated, and integratedinto the design process.

Quality Support: Support the Quality Manager in conducting quality reviews of the design process, ensuring that the design meets all technical, regulatory, and quality standards.

**Job Description Summary**
The Tender Engineering Manager is responsible for leading the overall technical coordination and management during the tender phase of large or complex projects. These projects may involve HVDC (High Voltage Direct Current) technology on offshore platforms and require collaboration with multiple stakeholders worldwide.
The Tender Engineering Manager is acting as as a HVDC Technical Bid Leader an the primary technical point of contact with the customer. This role ensures that all technical aspects of the tender are delivered on time, within budget, and in alignment with customer requirements. The Tender Engineering Manager also leads the development of optimal technical solutions and manages the technical risks and opportunities throughout the tender process.
**Job Description**
**Roles and Responsibilities**
+ Responsible for the overall technical coordination and management during the tendering phase of HVDC project.
+ Serve as the primary contact for the Customer and is accountable for working with the tender team to develop of the best technical solutions.
+ Responsible for ensuring the technical tender design meets deadlines and quality standards.
+ Coordinate and manage the global schedule of tender engineering activities, ensure the implementation of Engineering Processes, and oversee technical coordination across the various work packages of large or complex projects.
+ Provide technical solutions are selected (safe, reliable, cost-effective, easy to install, and operate) in line with customer expectations, while delivering the necessary documentation according to the tender general time schedule
+ Estimate the project engineering budget and developing the project execution Engineering design strategy in collaboration with the Regional Technical Tendering Leader, the Regional Engineering Leader, and with support from Project Engineering Managers.
+ Manage the project from the execution phase (Order to Remittance - OTR), Functional Engineering Leaders (such as Control, Platform, Layout/Design leaders)
+ Coordinate Project Engineers who have led similar projects during the execution stage to leverage
**Required Qualifications**
+ Bachelor's degree in Electrical Engineering from an accredited university Proficiency in English is required, while Arabic or other language skills are a plus
+ Minimum 10 years experience in HVDC system, FACTS, industrial, renewable.
+ Effective communication and interpersonal skills. Ability to work in a team environment.
+ Strong team management skills and accountable for team results in order to deliver a high-quality product on time and under budget.
+ Ability and willingness to travel 20% of the time, including international, and must comply with all relevant company travel and tax policies.
+ Experience in the HVDC/Grid Solution Integration industry is mandatory.
+ Exposure to an international organizational culture is an advantage.
+ Strong interpersonal skills, including stakeholder management, customer orientation, stress management, and time management.
**Desired Characteristics**
+ Mastering of some engineering processes such as: Civil work, Plant configuration, control &protection hardware, System & performance studies, or Electrical design.
+ Experience with relevant standards and codes including IEC 62351, IEEE 1588, IEEE 802, IEEE 1402, IEC 62351, IEC 62501, and NERC CIP
+ Knowledge of Independent System Operators' and utilities' technical standards including ConEd, PJM, NE, and NYPA

The opportunity:
The Clinical Technical Manager will work under the guidance of the Country Director and manage a team of seasoned professionals towards achieving their short and long term goals. In this role you will develop, direct and control the Clinical Technical functional while sharing Clinical-Technical related opportunities and risks within KSA.

In coloration with Clinical Technical & Research Manager and the guidance of the Country Director the Clinical Technical Manager is accountable to implement and improve Cochlear’s KSA strategy in alignment with KSA business priorities.

The Clinical Technical Manager will monitor, assess and address the training/educational needs of in
- and external stakeholders in KSA relating to clinical and technical excellence by conduction training and documentation of the progress and needs. Ensure clinical/technical excellence in all the clinical technical support activities across KSA, acting as the escalation point for clinical/technical issues towards both in
- and external stakeholders.

Responsibilities will include yet not be limited to:
- Lead, engage and evaluate the KSA Clinical Technical team to leading them to fulfill the business objectives and achieve the highest level of customer satisfaction while complying with all relevant regulations, policies, quality standards and laws.- Take part in the development and implementation of the Annual Business Plans in close alignment with the sales, marketing and teams and other business partners.- Ensure functional excellence in Clinical Technical Support activities; review current and expected needs of customers, medical professionals and business partners relating to clinical technical support/services in KSA.- Develop an efficient, effective, and sustainable clinical technical support/service model to fulfill technical support needs, balancing customer requests with resource impact.- Support the sales and clinical technical field-based team in dealing with complex clinical technical questions/issues- Monitor Clinical Technical Skills and Drive/Deliver Relating Training & Education- Develop training/education plans in cooperation with the Academy Manager (“Cochlear Academy”). to ensure the development of the clinical technical team for future success.- In coloration with MEA Clinical Technical & Research Manager and the guidance of the Country Director drive, support and coordinate Research and Clinical Study Activities

To be considered for this opportunity you will need to hold a University degree (Master) in Audiology, Biomedical/Electrical Engineering or related field demonstrating extensive theoretical background in Cochlea/ Hearing Implant technology.

You will present significant work experience (may include research activities parallel to studies) with at least 5 years of experience in the hearing sector. Past experience in Management and Leadership positions is essential.
