Job Purpose:

Lead and oversee the strategic planning, operational management, and continuous improvement of the security and communication systems for DACO’s facilities. Ensure the seamless operation, safety, and compliance of all security and communication infrastructure, fostering collaboration with internal and external stakeholders to meet operational standards and support the safety of all airport facilities.

Position Accountability Description:

Strategic Leadership

1. Develop and implement a strategic plan for the security and communication systems across DACO, ensuring alignment with the organization's safety and operational priorities.

2. Develop and oversee the implementation of a preventive maintenance schedule for all security and communication systems to reduce downtime and ensure uninterrupted functionality.
3. Manage the inspection and repair of security infrastructure, including access control, surveillance systems, and emergency communication channels, ensuring compliance with regulatory standards.
4. Coordinate the integration of security and communication systems across all terminals and facilities, ensuring seamless coverage and quick response times in emergencies.
5. Ensure that security and communication systems are regularly tested, with immediate follow-ups on any issues identified to maintain safety and efficiency.
6. Collaborate with airport operations to ensure that communication systems meet the needs of both daily operations and emergency protocols.
7. Oversee the effective management of external service contracts and relationships with security and communication technology providers, ensuring high-quality, timely solutions.

Financial Management

1. Manage the budget for the Security & Communication Systems unit, tracking expenses and optimizing resource allocation to ensure cost-effective management of security infrastructure and communication systems.
2. Provide detailed budget reports to senior management, offering recommendations for financial planning, including future investments in advanced security technologies and communication system upgrades.

Compliance and Best Practices

1. Ensure that all security and communication system activities comply with local and international regulatory standards, including safety, privacy, and operational regulations.
2. Develop and oversee the implementation of a comprehensive disaster recovery and emergency preparedness plan for security and communication systems, ensuring continuous operation during emergencies.
3. Regularly audit system performance, compliance, and safety measures, making improvements to meet industry best practices and regulatory requirements.

Stakeholder Management

1. Collaborate with key stakeholders across airport departments to ensure the integration of security and communication systems with overall airport operations, minimizing disruptions and enhancing overall efficiency.
2. Build and maintain strategic partnerships with external vendors, contractors, and service providers to ensure timely delivery of security and communication system services and adherence to quality standards.

In this role you will be leading telecom engineering activities in assignments classified as medium or high engineering complexity and ensuring that activities related to engineering disciplines within the project are efficiently and cost- effectively executed, in accordance with contract specifications, quality standards and safety requirement.

• Ensuring that telecom engineering is developed with complete information all multidisciplinary information has been included in the engineering development in line with Saudi Utilities specifications and customers.
• Evaluating, selecting, and adapting standard techniques, procedures, and criteria to perform tasks for conventional projects with moderately complex features. Authorization and acts as a design authority for engineering deliverables in all applicable engineering disciplines.
• Technical hands-on Technology and relevant Product experience i.e. DWDM, SDH, MPLS-TP, IP/MPLS, Data Voice Multiplexer, IP Telephony, RFTS and DC-DC Convertor.
• Knowhow and hands-on experience in Utility specifications and engineering design process.
• Acting as technical design authority for a particular engineering discipline and completes engineering assignments for that discipline and collaborate on project installation, commissioning, and site activities, clarifying potential issues, or providing solutions to correct engineering errors.
• Providing technical support to commissioning and start-up activities and travelling, when necessary, within activity location for customer meetings, workshop, technical POC and design review meeting and sales support creates project engineering proposals through coordination of proposal documents and engineering estimates. Performs engineering risk analysis before submitting proposal.
• Contract management supports issuing claims (new scope of work, cost impact, time impact, risk quantifications, etc.).
• Planning and control Define project tasks and ensure allocation of these tasks among project team members. Defining schedule, cost, and quality metrics. Coordinating the creation of work plans and cost estimates in all applicable engineering disciplines.
• Evaluating risks and opportunities, strategizes mitigation of one’s engineering projects or programs. Supporting the Project Manager in overall project risk and opportunity assessments, and implementation of resulting actions.

The Engineer II, Quality – Telecom is responsible for monitoring, inspecting, and ensuring the quality of telecom installation, integration, and testing activities as per project specifications, industry standards, and client requirements. This role supports the implementation of quality control plans and ensures compliance throughout the telecom systems lifecycle.

• Monitor and inspect telecom works such as fiber optic cabling, wireless systems, data transmission lines, and telecom equipment installation.

• Ensure all telecom materials and installations comply with project specifications, standards (e.g., TIA/EIA, ITU, IEEE), and client requirements.

• Conduct site inspections, audits, and tests during installation, commissioning, and final acceptance stages.

• Coordinate with contractors, subcontractors, and engineering teams to resolve quality issues.

• Review and verify telecom method statements, inspection & test plans (ITPs), and material submittals.

• Maintain records of inspections, tests, and quality observations in line with the project’s quality documentation system.

• Raise Non-Conformance Reports (NCRs) and follow up on corrective and preventive actions.

• Support root cause analysis and continuous improvement activities within telecom quality processes.

• Ensure health, safety, and environmental (HSE) compliance during all QA/QC activities.

1. Education: Bachelor's degree in Telecommunications, Electronics, Electrical Engineering, or related field.

2. Experience: 4–6 years of relevant experience in telecom QA/QC, preferably in construction, infrastructure, or oil & gas projects.

3. Certifications (Preferred): ISO 9001, PMP, or relevant telecom certifications.

4. Knowledge: Familiar with telecom standards and quality processes. Understanding of fiber optics, structured cabling, telecom networking, and commissioning protocols.
