Project Overview
Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme "Foresight for Tomorrow," the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations.
Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project's master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.
Job Summary
In this role, you will report to the Electrical Design manager and be accountable for supervising and managing the work of the customer's designers and contractors in the concept masterplan and delivery of design for the telecom design such as wireless and access networks, data centers, backbone cabling, data networks etc, in addition to security and safety designs, including CCTV, access control, public address, fire alarm, BMS, etc. You will prepare estimates, work plans, progress reports and assist with the tender, evaluation and award recommendations for the MEP contractor(s).
You will coordinate and collaborate with other teams such as the vertical assets Delivery teams, Stakeholder Management, Contracts & Procurement and Start-up/Commissioning as required through all stages of the Project life cycle. Major Responsibilities
- Supervision and management of the customer designers and contractors in the delivery of infrastructure electrical systems design.
- Review of technical submissions from designers and contractors relating to telecom systems.
- Support to Contracts & Procurement in the delivery of design to support procurement and post tender technical evaluation and award recommendations.
- Monitoring & reporting on the progress and performance of the customer's designers and contractors.
- Coordination with the Stakeholder Management team to ensure that all required permits and approvals are achieved in a timely manner throughout the Project life cycle.
- Support to Construction & Quality delivery teams during the execution of the works relating to infrastructure electrical systems, including resolution of requests for information, field change requests, non-conformance reports and work inspection requests.
- Support to Start-Up/Commissioning team from the outset to ensure that start-up/commissioning and hand-over requirements are addressed early in the design process and support the conduct of testing and commissioning during the execution of the works.
- Coordinate Telecom systems design with other project disciplines, review project design criteria, vendor submissions, construction inspection records and startup test reports
- Coordinate telecom systems design integration across numerous contracts, work packages and stakeholders.
- Liaison with customer representatives as subject matter expert and accountable person for delivery of systems engineering documentation, including presentations and reporting as required.
- Undertake audits, reports and present findings of designer, contractor, stakeholder and project team application and adherence to engineering processes and policies.
- Support the production of verification packages to facilitate turnover of completed telecom systems and facilities.
Education And Experience Requirements
- Requires bachelor's or master's degree in telecom engineering, with 10+ years of relevant experience in big infrastructure projects.
Required Knowledge And Skills
- Strong technical knowledge of electrical systems design, specifically telecom such as wireless and access networks, data centers, backbone cabling, data networks etc.
- In-depth understanding of local and international electrical codes, particularly NFPA, IBC, Saudi Building Code, Communication, Space and Technology Commission (CST) regulations, and the various Service Providers coordination.
- Proven experience working on large-scale infrastructure, utility, or public event/venue projects.
- Experience working and coordinating with multiple design consultants in a high-performance, schedule-driven environment.
- Working knowledge of BIM platforms and coordination tools (Revit, Navisworks)
- Ability to review and validate electrical engineering documentation, drawings, and technical specifications.
- Previous experience in Saudi Arabia and knowledge of local permitting and authority engagement processes preferred.
- Excellent communication, and presentation skills in English; Arabic language skills are an advantage.
- Demonstrated ability to work under pressure, adapt to change, and resolve complex technical challenges proactively

Job Summary:Bechtel is looking for a Lead Electrical Engineer who has extensive experience with planning and executing greenfield and brownfield projects with a proven track record in electrical design across a wide range of technologies. Projects ideally include natural gas processing, coal, gas or biomass to chemicals, refinery and petrochemicals, carbon capture and sequestration, solar and/or combined cycle power plants, hydrogen value chain, onshore pipelines, and familiarity with current process technologies and licensors associated with the above.
The role focuses on planning and scheduling, evaluating and selecting applications, and adapting engineering techniques, procedures, and criteria in one discipline within a project or staff group. It includes arranging detailed phases of engineering work, conducting conceptual studies, designs, reports, or proposals as needed.
Major Responsibilities:- Plans, schedules and conducts independent work in the evaluation, selection, application and adaptation of engineering techniques, procedures and criteria in one discipline in a project or staff group.
- Coordinates detailed phases of engineering work requiring judgment in the application of techniques.
- Performs work that involves conventional engineering practice but may include complex features such as resolving conflicting design requirements, unsuitability of conventional materials and/or difficult coordination requirements.
- Performs work using standard application programs and appropriate 2-D and 3-D CAD/CAE tools.
- Plans, coordinates or prepares equipment or work specifications, bid evaluations and award recommendations for equipment.
- Prepares and/or assists in the preparation of cost estimates, quantity take-offs and staffing requirements for proposals, forecasts and change orders.
- Reviews bid analyses and makes recommendations.
- Prepares or assists in preparation of conceptual studies, designs, reports or proposals.
- Performs or assists in the performance of problem analysis and original design using conventional approaches to solving technical problems.

- A recognized degree in a job-related engineering or scientific discipline from an accredited college or university, or a professional license in an appropriate engineering discipline from a recognized licensing board.
- At least 15 years of experience in the Energy Transition, Petrochemical and/or Oil and Gas industry.
- Proven track record of leadership in a group supervisor role and strong familiarity with Bechtel’s own work processes and standards.
- Experience in executing Middle Eastern projects, brownfield experience and familiarity with Aramco standards and specifications is highly desirable.
- Practical work experience in design engineering or relevant equivalent experience in all types of engineering sufficient to demonstrate competence as a trained engineer.
- Thorough knowledge of discipline engineering techniques, the design of engineered systems, and engineering and design calculations.
- Pre-FEED, FEED and PMC experience and familiarity with current process technologies and licensors associated with the above.
- Understanding of industry or regulatory codes and standards and design criteria pertinent to the particular engineering discipline.
- Broad knowledge of the application of engineering to plant constructability as applied to construction methods and materials.
- Understands standard engineering work planning, scheduling and cost estimating.
- Knowledge of current computer applications for engineering and design including CAD (2-D and 3-D) and CAE and relevant standard computer applications to perform the work.
- Understanding engineering planning and control methods including computerized methods.
