The Role
- Monitor the development of the design against an approved Cost Plan/ Budget and assist in tracking any changes or discrepancies;
- Provide adequate and detailed take off quantities from drawings and prepare detailed bill of quantities in line with approved drawings and specifications;
- Assist in the preparation of Tender Documents;
- Assist in the preparation of pre-tender estimate;
- Assist in preparation of Tender Review and recommendation;
- Assist in the development of pricing data base;
- Assist in the Post Contract Administration of assigned projects

**Requirements**:

- Previous quantity surveying experience within the design and construction phases of projects is required. - Cost X - Required - MS Office - Expert - Autocad - Desired - Buildsoft - Desired - Adobe InDesign - Desired - A University degree in Quantity Surveying, Civil or Construction Management and RICS certification will be highly regarded.

Job Title: Cost Control Engineer

Main roles and responsibilities:

  • Responsible for the implementation of Cost Control Department-related policies and procedures.

  • Monitoring on daily basis all forms of cost control data which are applied on sites.
  • Following up any issued variation orders or new additional items to create them in the ERP system.
  • Analyzing the actual cost data to confirm it is matching the activities done on-site.
  • Advising the Senior Cost Control Engineer of any potential cost overrun.
  • Advising the Senior Cost Control Engineer of the cost negative Variance when they occur.
  • Calculating the Earned Value (depending on the Actual Progress on Site) and comparing it with its actual cost.
  • Calculating the Forecast Cost at completion & Cost variance at completion under supervision of the Senior Cost Control Engineer.

Education and Experience:

  • Bachelor’s degree in engineering, Quantity Surveying or other relevant disciplines
  • Minimum Experience 5+ years in Cost Control.
  • Experience in Mixed use Projects.
  • Candidate must be proficient with the procedure, project control software, and should be familiar with the scheduling process.
  • Reasonable knowledge of construction projects Cost management software and MS Office Software.

Job Objective:
Ensure that all project Cost Control related activities are carried out in accordance with Company policies and Procedures.

Job Description

Parsons is looking for an amazingly talented **Cost Control Engineer **to join our team!

**What You'll Be Doing**:

- The Cost Control Engineer completes a variety of cost control tasks for the program, reporting to the Cost Manager.
- Develop and implement the approved software, and coding structure, based on established progress/cost collection levels and reporting requirements
- Develop job cost forecast and update the system on monthly basis under guidance from the cost manager and program director
- Analyze project performance and make recommendations in respect of (mitigation or improvements to) the same
- Prepare the Project Controls Statement (PCS) in conjunction with the senior cost manager and program director for their approval
- Prepare invoices after liaising with the Sr. Contracts administrator and Project Manager. Support accounts receivable as required during the billing processing.
- Monitor billing status and unbilled issues, working with Finance,
Contracts, Accounting and Project Managers to resolve issues in a timely manner
- Assist in various financial aspects of sub-contracts and vendors, including payments and variations
- Prepare monthly cash flow statement and cash receipts.

**What Required Skills You'll Bring**:

- Bachelors in any Engineering discipline.
- Minimum 10 Years Experience of experience in an engineering consultancy
- Good communication & interpersonal skills.

**What Desired Skills You'll Bring**:

- Proficient PC skills including a proficiency in various Project Controls Software and Microsoft Office Suite.
- Proven ability to perform in a supervisory capacity, as well as thorough knowledge of industry practices is required.
- Incumbent must meet Parsons Project Controls Manager Certification requirements.
