Within the framework of KSA VISION 2030, aiming at ‘Localizing Defense Industries’, Saudi Arabia Military Industries (SAMI) and Thales created a Joint Venture: SAMI – Thales Electronic Systems (STES JV) to execute defense contracts.
Within the STES JV organization, the Industrial Participation Project Manager contributes to localizing products and activities in KSA in accordance with the GBU/BLs footprint roadmap and to fulfilling the localization commitments towards GAMI.
During the Bid Phase, he works closely with the GBU/BL's Capture Lead (SIX, DMS, AVS, TAS) to define the localized scope and prepare the Industrial Participation Plan for GAMI approval.
In project execution, he collaborates with the GPM and WPMs to validate deliverables and secure localization credits.
He serves as the Point of Contact for managing interfaces between STES and stakeholders involved in localization projects, including Thales BLs, local industries, SAMI, GAMI, GAAD, Space Agency, and other government organizations.
Missions and Responsibilities- Act as focal point for exporting Business Lines: DMS, SIX, TAS, AVS.
- Work with Bid Managers and Localization Managers to define strategies for each system, subsystem, or product (HW/SW).
- Gather specifications for industrial means in KSA to support production and development activities.
- Define knowledge transfer and support plans to grow and upskill JV staff.
- Provide localization input data to contribute to bid packs and gates.
- Manage the Industrial Participation Agreement with GAMI, ensuring compliance and recognition of activities.
- Contribute to hiring, training, and development of STES JV staff.
The IPP Manager is key for executing IPPs and securing localization credits, ensuring skills availability in country, and evaluating risks related to co-developments with local partners.
Education and Experience Requirements- M.Sc in Electronics, Computer Science, or System Control.
- MBA.
- 15+ years of experience in bid & project management, operations, or industry management.
- Proven track record on large projects within international matrix organizations.
- Experience in Technology Transfer, Know-how management, or Offset projects.
- Familiarity with Thales Group MRBOA, MRPS, and IGTR instructions.
- Experience with Chorus 2 bid and project processes.
- Ability to develop comprehensive Business Cases and Plans.
