**Job Description:**
Parsons is looking for a **Technical Manager** to join our team on a major infrastructure program in Riyadh!
**What You'll Be Doing:**
+ Reviews and approves discipline staffing assignment schedules on each project.
+ Maintains appropriate staffing level, including temporary personnel, as needed.
+ Reviews and approves staff forecasting reports.
+ Manages all engineering and design efforts for all disciplines required for the program. Coordinates all discipline staffing requirements for the program.
+ Monitors the quality and progress of the designs on each project, ensuring that production requirements are satisfied.
+ Works closely with Project Managers to resolve any existing or forecasted problems related to discipline staffing, quality of work, schedule performance, or productivity.
+ Establishes standards and procedures manuals for the discipline. Recommends improvements to department procedures.
+ Supports pre-contract and business development efforts as required, serving as technical consultant.
+ The technical manager will be guiding the design consultants on the regulations and policies to be followed, reviews the effort submitted by others (however liability remains with the design consultant or the PMC) and ensures that the design is in line with the requirements and budget in coordination with the commercial team and project management.
**What Required Skills You'll Bring:**
+ Strong knowledge on planning and design. Experience on mobility systems will be a plus.
+ Proven technical leadership experience in development and implementation of large scale, complex Infrastructure projects.
+ Excellent working knowledge using MS Excel, AutoCAD, MS Project and Powerpoint.
+ More than 20 years of experience.
+ Fluency in English. Fluency in Arabic is beneficial.
+ Solid understanding in all phases of major infrastructure projects
+ Proven ability to work in a customer facing/consulting environment
+ Experience delivering projects through all phases of the lifecycle
+ Strong analytical skills, creativity, and communication skills .
+ Strong Presentation skills
+ Strong understanding & experience in Sustainability and specifically the relationship between Smart and Sustainable Cities
+ Degree educated and Chartered Engineer

- Development of the technical budget for the maintenance and dry dockings, including monitoring of and control of costs of repairs and maintenance, spare parts, fuel and lube oil usage.
- Drive the planning and co-ordination of maintenance, regular servicing, dry dockings and vessel upgrades through designated service providers.

Design Optimization and Value Management: Identify opportunities to optimize design elements, driving value engineering efforts to enhance cost-efficiency and performancewithout compromising quality.
Issue Resolution and Collaboration: Work closely with multidisciplinary teams and stakeholders to resolve complex technical issues, ensuring smooth project progression andalignment with project objectives.
Lessons Learned and Knowledge Sharing: Capture and share lessons learned across all design and construction packages, fostering continuous improvement and ensuring bestpractices are applied throughout the project lifecycle.
Stakeholder Collaboration: Collaborate with the Interface and Stakeholder Manager to ensure stakeholder requirements are effectively identified, communicated, and integratedinto the design process.
Quality Support: Support the Quality Manager in conducting quality reviews of the design process, ensuring that the design meets all technical, regulatory, and quality standards.
