Working as part of a single LINE organization to be accountable for the successful delivery of the Engineering Design and Construction of the Projects which are part of THE LINE region.
THE LINE region contains a variety of projects in a 9,500km2 land area, including the initial Hidden Marina Mirror Line phase 1 modules, the Landscapes of THE LINE, three distinct projects and the NEOM International Airport (NIA). There is an existing Director of Engineering Management to lead all of the other projects other than these 3 distinct projects. Note that there will be dual reporting lines as part of the Project teams and as part of the Engineering team within the LINE Design.
Key Accountabilities:
Successful delivery of the Engineering Design and Construction scope for the Projects in a manner that supports the successful delivery of the project goals in terms of budget, schedule, quality and sustainability. Being part of the team accountable for delivering the multi-disciplinary engineering for THE LINE region.
Leading a team accountable for managing the delivery (by others) of the Design and Construction of the Engineering systems related to the Projects whilst maintaining the iconic nature of the architecture.
Overall accountability for the success delivery of the Projects engineering as well as meeting the other agreed project KPIs (time, cost and quality).
Key Responsibilities:
- Develop a comprehensive Engineering strategy aligned with the Project delivery strategy.
- Develop implementation plans for Engineering design and construction of the Projects that consider project-specific requirements, timelines, and budgets. Align plans with the overarching mission and objectives, ensuring a clear roadmap for achieving our goals. Plans to be developed with the Project leadership (design and project management).
- Utilize industry knowledge and network to source opportunities for the Engineering design and construction of the Projects. Evaluate and select technologies that align with our goals and can be seamlessly integrated into the projects.
- Foster a culture of innovation, continuous learning, and excellence. Provide mentorship, guidance, and direction to ensure the successful execution of the strategy for successful delivery of the Design and Construction of the Engineering systems of the Projects.
- Demonstrate a strong ability to analyze complex issues and develop innovative solutions to overcome obstacles to ensure successful project execution.
- Define key performance indicators (KPIs) to assess the impact of the Engineering Design and Construction on project timelines, costs, and environmental footprint.
- Regularly monitor and report on progress to leadership.
- Leverage knowledge of latest advancements and trends in Engineering to inform decision-making.
- Work with the project Design leadership to deliver excellent Engineering systems that support the over-arching project objectives including the quality, time and cost objectives set.
Expected experience:
- Project Director roles on complex projects and preferably on the projects which have information sensitivity (such defense related projects or projects of national importance).
- 25 years professional experience.
- Understanding and experience of dealing with internal and external stakeholders with ability to clearly communicate and prioritize.

Key Accountabilities:
- Successful delivery of the Marine Engineering Strategy, Design and Construction scope for THE LINE in a manner that supports the successful delivery of the project goals in terms of budget, schedule, quality and sustainability. Being part of the team accountable for delivering the multi-disciplinary engineering for THE LINE region.
- Working with a team of discipline staff to provide support to the LINE Design Project Engineering Management teams for the regional assets as well as oversight of what LINE Projects are procuring/managing. Working with THE LINE Design in setting Marine Engineering strategies.
- Overall accountability for the successful delivery of the Marine Engineering systems in the LINE region (i.e., irrespective of how that work is delivered).
Key Responsibilities:
- Develop a comprehensive Marine Engineering strategy aligned with the LINE delivery strategy.
- Develop implementation plans for Marine Engineering that consider project-specific requirements, timelines, and budgets. Align plans with the overarching mission and objectives, ensuring a clear roadmap for achieving our goals. Review and adopt the studies already carried out by the LINE Proponent Infrastructure team and the LINE Design Engineering team, develop further ‘non-project projects’ as appropriate.
- Utilize industry knowledge and network to source opportunities for Marine Engineering. Evaluate and select technologies that align with our goals and can be seamlessly integrated into our projects.
- Establish and nurture strategic partnerships, joint ventures, and alliances with technology providers, research institutions, and industry experts. Foster collaboration to accelerate adoption of innovations where these have value to the process.
- Foster a culture of innovation, continuous learning, and excellence. Provide mentorship, guidance, and direction to ensure the successful execution of the Marine Engineering strategy.
- Demonstrate a strong ability to analyze complex issues and develop innovative solutions to overcome obstacles to ensure successful project execution.
- Define key performance indicators (KPIs) to assess the impact of Marine Engineering on project timelines, costs, and environmental footprint.
- Regularly monitor and report on progress to leadership.
