Primary Responsibilities
In the role of Regional Urban Planner , we'll count on you to:
- Collaboration and Stakeholder Engagement: Work with and help coordinate multidisciplinary teams, including SMEa/Planning/Economics, to ensure an integrated approach to project completion. Engage with external stakeholders, including government bodies and community groups, to align project outcomes with regional needs.
- Leadership Support: Support Project Team in the determination of priorities, resource requirements, and sequence for execution. Provide thought partnership to senior leadership, offering insights, recommendations, and data-driven perspectives to inform strategic decision-making.
- Client Engagement Support: Build executive facing presentations and analyses as required by the Project Manager and Principal Client Leadership
- Scenario Planning and Workshop Facilitation: Lead scenario planning exercises to anticipate future challenges and opportunities. Facilitate strategic workshops to align team efforts and foster innovative thinking.
- Strategy Development: Oversee the development of strategic choices for the future of Urban Development Projects, taking inputs from several dozen Subject Matter Experts, and synthesizing the data into summarized, actionable insights from several internal analysis tools (e.g., SWOT analysis). Create the narrative required to sell transformational and or breakthrough ideas.
- Research and Innovation: Keep atop emerging trends, best practices, and innovations as it relates to regional and urban development. Lead the efforts in identifying relevant trends and opportunities including their assessment and determination on if and how they can impact the planning process.
- Performance Monitoring and Reporting: Monitor the progress of urban planning initiatives, ensuring they meet strategic objectives. Establish metrics and key performance indicators (KPIs) to measure the success of Tasks within the project timeline. Report on project status, challenges, and achievements to senior management and client stakeholders.
- Special Projects: Lead special projects and tasks that go well beyond the scope of the role if required.
- Bachelor's or Master's degree in Economics or closely related field
- A minimum of 8 years experience in project management
- Proficiency with Microsoft Office programs
- Extensive graphics and report document production experience
- Experience with GIS and MS Office
- Strong oral and written communication skills
- Leadership skills and ability to work in a team environment
- May require the ability to travel
- An attitude and commitment to being an active participant of our employee-owned culture is a must
- Bachelor's degree in Urban Planning or closely related field
- A minimum of 10 years experience in regional and local planning and design
- AICP certification desired

We are seeking applicants with the following qualifications / experience / credentials:
- Minimum 8 years of relevant urban planning experience working on large scale Industrial and Community developments. This experience should be preferably with a consulting company dealing with Urban Planning and Development work. International experience, particularly in the Middle East preferred.
- Strong background and experience in Demographic survey, study and analysis is a must.
- A deep understanding of the urban planning process and the latest trends and technologies
- Knowledge and understanding of the analytical tools and techniques used in urban
- and regional planning, economics, architecture or related studies.
- Good verbal, written, and interpersonal communication skills.
- Must be capable to working independently and also in a team environment with Saudi and Expatriate staff
- Must be proficient in Microsoft Office Suite products (Word, Outlook, Advanced Excel, PowerPoint).
- Graphic capability in using computer software commonly used by Urban Designers and Architects is a plus.

Job Description:
Parsons is looking for an amazingly talented Urban Planner / Master Planner to join our team. The Urban Planner / Master Planner is responsible for designing, developing, and implementing plans and strategies for the sustainable growth and development of urban areas. This role involves analyzing land use, infrastructure, environmental impact, and community needs to create functional, aesthetically pleasing, and sustainable urban environments. The planner collaborates with stakeholders, government agencies, and private entities to ensure that development aligns with regulatory requirements and long-term goals.
What You'll Be Doing:
Reviews and prepares, if needed, original conceptual, preliminary and final urban development plans, site layouts, industrial and community subdivision plans, supporting documents, reports, maps and plans for development projects.
Develops planning and design criteria for scope documents using acquired knowledge and skills, develop the scope of planning activities and support ongoing urban planning projects/studies within the department.
Determines the assumptions, methods and procedures to be used in urban planning studies to develop and implement plans and policies for land use, transportation, housing, and public facilities
Prepares analytical demographic study reports including survey questionnaires and recommendations to be presented to the RCJY.

Review and advise on the contractors/project stakeholders submissions related to the planning department.
Assist and provide solutions on the urban planning conflicts issues.
Assist in developing the master planning guidelines and manuals, BIM standard, GIS standards and any support required by Salwan Development department during the preparation of design scoping and design briefs related to Architecture, Master Planning and other relevant scoping for technical studies not limited to smart cities, waste management, EIA, socio-economic studies, and any other requirement as deemed necessary.
Preparing presentations and managing the full coordination with the consortium and preparing the minutes of meetings for technical meetings and workshops and arranging all department management stuff.
What Required Skills You'll Bring:
The candidate must have a Bachelor's degree or higher in Urban/Regional Planning or related disciplines.
Minimum 15 years of relevant urban planning experience working on large scale Industrial and Community developments. This experience should be preferably with a consulting company dealing with Urban Planning and Development work.
Master planner / Urban Designer (Senior level) mainly with Architecture, urban design and master planning background, GIS, BIM and LEED certified, highly qualified with similar experience and familiarity with PIF programs (Pre-Tender).
Strong background and experience in Demographic survey, study and analysis is a must.
A deep understanding of the urban planning process and the latest trends and technologies.
Knowledge and understanding of the analytical tools and techniques used in urban and regional planning, economics, architecture or related studies.
