Primary Responsibilities
In the role of Regional Urban Planner , we'll count on you to:
- Collaboration and Stakeholder Engagement: Work with and help coordinate multidisciplinary teams, including SMEa/Planning/Economics, to ensure an integrated approach to project completion. Engage with external stakeholders, including government bodies and community groups, to align project outcomes with regional needs.
- Leadership Support: Support Project Team in the determination of priorities, resource requirements, and sequence for execution. Provide thought partnership to senior leadership, offering insights, recommendations, and data-driven perspectives to inform strategic decision-making.
- Client Engagement Support: Build executive facing presentations and analyses as required by the Project Manager and Principal Client Leadership
- Scenario Planning and Workshop Facilitation: Lead scenario planning exercises to anticipate future challenges and opportunities. Facilitate strategic workshops to align team efforts and foster innovative thinking.
- Strategy Development: Oversee the development of strategic choices for the future of Urban Development Projects, taking inputs from several dozen Subject Matter Experts, and synthesizing the data into summarized, actionable insights from several internal analysis tools (e.g., SWOT analysis). Create the narrative required to sell transformational and or breakthrough ideas.
- Research and Innovation: Keep atop emerging trends, best practices, and innovations as it relates to regional and urban development. Lead the efforts in identifying relevant trends and opportunities including their assessment and determination on if and how they can impact the planning process.
- Performance Monitoring and Reporting: Monitor the progress of urban planning initiatives, ensuring they meet strategic objectives. Establish metrics and key performance indicators (KPIs) to measure the success of Tasks within the project timeline. Report on project status, challenges, and achievements to senior management and client stakeholders.
- Special Projects: Lead special projects and tasks that go well beyond the scope of the role if required.
- Bachelor's or Master's degree in Economics or closely related field
- A minimum of 8 years experience in project management
- Proficiency with Microsoft Office programs
- Extensive graphics and report document production experience
- Experience with GIS and MS Office
- Strong oral and written communication skills
- Leadership skills and ability to work in a team environment
- May require the ability to travel

- Bachelor's degree in Urban Planning or closely related field

- AICP certification desired

Parsons is looking for an amazingly talented **Urban Planning Department** **Manager** to join our team! In this role you will be responsible for the effective operation of the Urban Planning Department in Yanbu. In this role you will be responsible for the performance of staff working in support of the department activities, ensuring that work of all staff conforms with the department needs.
Reports directly to the Director of Urban Planning and to the Program Manager. Interfaces frequently with senior management personnel, both Saudi Arabian Parsons Limited (SAPL) and Royal Commission on Urban Planning issues. Provide direction and support to Section Managers as per the division-wide established Matrix of Responsibilities
**What You'll Be Doing:**
**Strategy Formulation**
+ Support the Director in establishing and then implement, monitor and enforce department goals and objectives, initiatives, KPIs, and work procedures and ensure consistency with RCs overall goals and objectives.
+ Develop and support implementation Of departmental business plans that are in line With RC'S goals, objectives and vision as formulated in the approved Annual Business Plan
**Budgeting and Control**
+ Actively participate and contribute to the department staffing and budget planning.
+ Monitor costs of external contracts and purchase orders
**Operational Tasks**
+ Perform a full assessment of the existing urban planning work program.
+ Provide leadership and develop proposals to restructure the urban planning work program, if required.
+ Collaborate with the director and section managers and re-define what the urban planning work program needs to be
+ Establish a "Team" effort between director and section managers and propose and maintain a structure for regular department management meetings with deadlines and accountability.
+ Maintain a responsive urban planning organization capable of providing urban planning support for projects
+ Support and guide section managers to conduct special studies, analysis, surveys, and inspections as required.
+ Ensure urban planning activities are properly staffed with qualified technical personnel to meet schedules, budgets, and technical scope,
+ Coordinate the recruitment of technical personnel to maintain the urban planning organization capabilities and staffing levels as necessary to accomplish effectively and efficiently current and forecast workloads.
+ Assure the adequacy and quality of the urban planning work by maintaining a system of checking and reviews,
+ Participate in major urban planning decisions and coach/ support section managers to steer the technical direction of urban planning and project work.
+ Collaborate with section managers to supervise and administer all personnel and activities within the urban planning department.
+ Conduct performances and salary reviews in accordance with established policies and procedures.
+ Motivate personnel to their highest level of achievements.
+ Provide consultation and expertise to the Director and Program Manager on special projects as issues arise
**What Required Skills You'll Bring:**
+ Bachelor's degree or equivalent in Urban Planning, Transportation, Architecture, Geography or a related subject. A postgraduate degree is preferred.
+ A minimum of 20 years of experience working on urban and industrial zone planning, with at least 8 years working in a supervisory or management role on a local level responsible for handling investor-oriented land use and zoning issues.
+ Conversant with survey reports, maps, technical drawings, aerial photography, and other topographical/, geologic data to plan and design projects.
**What Desired Skills You'll Bring:**
+ Advanced computer skills are essential with experience using MS Office (Word, Excel, Power Point) and a basic understanding of industry standard design software (such as AutoCAD, Adobe-Lab or equivalent).
+ Excellent spoken and written of English language skills with the ability to communicate at a high-level. (Ability to speak and write Arabic is a plus but not required).
+ Time management, communication, and interpersonal skills.
