About the Role

We're hiring an independent consultant / boutique-firm principal to support a government client on urban planning and capital-projects work across municipal programs. The role blends urban/municipal planning, infrastructure & capital projects delivery, and project/performance management (PMO, KPIs, governance) to drive measurable outcomes for public services.

Key Responsibilities

  • Lead/advise on urban planning and municipal infrastructure initiatives (master planning, land use, mobility, public realm, utilities interfaces).
  • Set up or enhance PMO / program governance for capital projects (charters, stage gates, risk/issues, RAID, reporting cadence).
  • Build performance frameworks (KPIs, dashboards, baselines, targets); implement benefits tracking and corrective actions.
  • Coordinate multi-stakeholder delivery (ministries, municipalities, authorities, consultants, contractors, PMC/EPC).
  • Review feasibility studies, business cases, cost and schedule, and recommend value-engineering options.
  • Prepare Arabic/English executive materials (briefs, decks, status reports) for senior government stakeholders.
  • Ensure compliance with KSA codes, standards, and municipal regulations; align work with national programs/visions.

Must-Have Qualifications

  • 10+ years in urban planning / infrastructure / capital projects with direct municipal/public-sector consulting exposure.
