Job Description

Labour Transport Scheduling

  1. Vehicle arrangement as per Transport Request Form, if it is not part of the weekly vehicle schedule.
  2. Review the transport and LME/HME availability; if internally not able to provide, initiate the process of external and internal hire.
  3. Vehicle Schedule for pickups, trucks, and tippers in consultation with Office Manager.
  4. Vehicle Schedule for trailers and tankers in consultation with Office Manager.
  5. Maintain and monitor external hire schedule; ensure off hire is done in time as per schedule.
  6. Off hire the external vehicle, LME/HME, and forward off hire details for Office Manager approval. Approved documents to accountant for invoice booking and payments.
  7. Scrutinizing of log sheets of all vehicles.
  8. Monitor and ensure vehicle daily serviceability/maintenance checklist is maintained by Drivers & Operators.
  9. Monitoring of all company vehicle maintenance schedule and coordinate with workshop for timely and periodic maintenance.
Job Specification
  1. Coordination with Workshop for minor repairs which were reported by operators/drivers during serviceability check. Prepare and forward Service Request to Workshop.
  2. Maintaining Vehicle Service History for each vehicle comprising of details of maintenance carried out, repair cost, and major spare parts used along with cost.
  3. Monitoring of all company vehicle registration and insurance requirements and ensure timely renewal of both.
  4. Allocation of Drivers, Operators for Vehicles and LME, HME.
  5. Preparation of Annual Leave Rosters for all Drivers and Operators assigned to the transport department in consultation with the Manager.
  6. Leave scheduling of Drivers and Operators assigned to Transport Department in consultation with Yard & Plant Manager.
  7. Filling up of Wage Card for all Drivers and Operators and forward to Manager for approval.
  8. Approved Wage Card to be forwarded to the Document Controller for system entry.
  9. Reports:
  • Fuel consumption report of each vehicle with mileage.
  • Vehicle Fine Summary Report.
  • Consolidated Breakdown Report and current Status.
  • Report on external hire vehicle and LME/HME (with cost) for Yard & Plant Manager’s review.

The candidate will be a degree-qualified professional with 10+ years of traffic engineering, transport planning and traffic modelling experience. Experience in leading and delivering transportation projects within a multi-disciplinary technical environment together with knowledge of Middle East and/or International Transport Planning standards and practices is essential.

Responsibilities

  • This role requires leading and contributing to a variety of transport planning studies including large scale transport master plan assessments, traffic impact studies or multi-disciplinary planning projects in the public and private sectors. This would involve the following responsibilities:
  • Technical delivery and management of small, medium and large-scale transport assignments with minimal supervision;
  • Working closely with Project Managers and other AtkinsRéalis departmental staff to ensure timely completion of the necessary analysis, reports and plans as assigned;
  • Preparing high-quality written reports and technical analyses with the ability to present outcomes to concerned parties;
  • Advising the client and stakeholders on transportation matters;
  • Representing the Transportation Team whilst interacting internal client, as well as external stakeholders / statutory authorities;
  • Ensuring deliverables adhere to prevailing QA/QS and document management protocols; and
  • Application of technical competencies, as well as sharing these with junior staff.

Qualifications

  • Degree in Civil Engineering, Transport Planning or equivalent.
  • MSc and / or chartered status

Essential Requirements

  • Must have a minimum of degree in planning or transportation and 10+ years related professional work experience after university graduation.
  • Candidates based in KSA will be preferred.
  • Arabic language proficiency is advantageous.
  • Working experience of industry standard transportation modelling software such as VISUM/VISSIM & SATURN.
  • Hands on experience in junction/capacity analysis software such as SIDRA & SYNCHRO or similar.
  • Experience in delivering transportation projects within a multi-disciplinary technical environment;
  • Competency in a range of transportation planning skills including development planning principles, access control, functional planning, public transport issues, temporary traffic management, pedestrian and non-motorised transportation issues, and transport demand theory;
  • Previous Middle East or Gulf experience ( minimum 5 years), and familiarity with local trends and transport planning practices and standards including securing approvals from statutory authorities;
  • Experience with transport assessment, preliminary highway design and a good appreciation of transport appraisal and modelling techniques;
  • Practical understanding of the role and importance of transport planning in development access, citywide mobility and assisting people’s needs;
  • Project experience in the Middle East and familiarity with local trends and transport planning practices and standards (KSA and UAE).
  • Experience in providing the appropriate junction analysis to assist traffic impact assessments;
  • Excellent communication in written and spoken English;
  • Experienced in project/financial management;
  • Experience in giving technical presentations to diverse and non-technical audiences;
  • Advanced skills and competence with Microsoft Office software including Excel, Word and PowerPoint;
  • Familiarity with electronic document management and quality assurance systems;
  • Must be willing to travel internationally.

As Project Manager -Transport Planning, you will be in a position to develop and grow the transport Planning business in Riyadh.

You will be a manage projects and perform technical work that involves conventional transportation planning and/or traffic engineering practices, and a variety of complex issues such as transportation safety, multimodal planning, and innovative technologies.

Primary job responsibilities include, but are not limited to, the following:
* Oversee and manage a comprehensive transport master plan for a city or region.
* Manage large transportation planning studies including multimodal corridor planning studies, Planning and Environmental Linkages Studies, and Transportation Master Plans.
* Manage projects that include traffic simulation and capacity analysis as a primary task.
* Coordinate and participate in contract negotiations with clients and subconsultants.
* Conduct quality control reviews.
* As a project manager, monitor scopes, schedules, and budgets, and review and approve invoicing.
* Maintain frequent contact with clients and regulatory agency personnel to determine their respective needs and requirements.
* Supervise other project managers, technical professionals and other design staff.
* Mentor junior staff through projects and career development.
Qualifications & Skills:

As a successful candidate you will be degree qualified in engineering or planning.
* At least 15 years' experience, of which must have 5 years or more experience in project management.
* As a successful candidate you will be degree qualified in engineering or planning.
* Managed at least two Transport Master Plan studies
* Experience in VISUM and EMME.
* Transportation planning and/or traffic engineering background required.
* Experience with traffic simulation and travel demand forecasting software programs
* Demonstrated ability to monitor scopes, schedules, and budgets, manage subconsultants, and review and approve invoicing interest as a project manager.
* Understanding of transit, bicycle, and pedestrian planning and design principals
* Proven ability to develop high quality work products.
* Solid business development skills: demonstrated ability to relate well to clients, demonstrated presentation skills, and ability to write proposals,
* Private sector experience is desired. Positive attitude and ability to work independently or as part of a team.
* You will be experienced in client facing with good communication, marketing, sales and leadership skills.

As Project Manager –Transport Planning, you will be in a position to develop and grow the transport Planning business in Riyadh.

You will be a manage projects and perform technical work that involves conventional transportation planning and/or traffic engineering practices, and a variety of complex issues such as transportation safety, multimodal planning, and innovative technologies.

Primary job responsibilities include, but are not limited to, the following

  • Oversee and manage a comprehensive transport master plan for a city or region.
  • Manage large transportation planning studies including multimodal corridor planning studies, Planning and Environmental Linkages Studies, and Transportation Master Plans.
  • Manage projects that include traffic simulation and capacity analysis as a primary task.
  • Coordinate and participate in contract negotiations with clients and subconsultants.
  • Conduct quality control reviews.
  • As a project manager, monitor scopes, schedules, and budgets, and review and approve invoicing.
  • Maintain frequent contact with clients and regulatory agency personnel to determine their respective needs and requirements.
  • Supervise other project managers, technical professionals and other design staff.
  • Mentor junior staff through projects and career development.

Here's what you'll need

Qualifications & Skills

As a successful candidate you will be degree qualified in engineering or planning.

  • At least 15 years' experience, of which must have 5 years or more experience in project management.

  • Managed at least two Transport Master Plan studies
  • Experience in VISUM and EMME
  • Transportation planning and/or traffic engineering background required.
  • Experience with traffic simulation and travel demand forecasting software programs
  • Demonstrated ability to monitor scopes, schedules, and budgets, manage subconsultants, and review and approve invoicing interest as a project manager.
  • Understanding of transit, bicycle, and pedestrian planning and design principals
  • Proven ability to develop high quality work products.
  • Solid business development skills demonstrated ability to relate well to clients, demonstrated presentation skills, and ability to write proposals,
  • Private sector experience is desired. Positive attitude and ability to work independently or as part of a team.
  • You will be experienced in client facing with good communication, marketing, sales and leadership skills.

General Summary:

The Director of Transport Strategy leads strategic planning, analysis and implementation of various initiatives for the Transport Division, ensuring the long-term direction of the transport portfolio aligns with QIC’s investment priorities, policy objectives, and commercial outcomes.

This role is responsible for shaping strategic direction across major transport projects and initiatives, providing strategic insights and thinking across a wide array of topics including project feasibility, international comparative benchmarking, operational costs modelling etc. to support informed decision-making. Working closely with the Senior Director of Transport, this role also partners with the QIC Corporate Strategy team to ensure coherence with broader organizational goals.

The ideal candidate brings deep transport sector knowledge, a strong management consulting background, and demonstrated expertise in leading strategic initiatives. They will also be confident delivering strategic pieces of work themselves, as well as managing external advisors and driving high-value outcomes within a matrixed environment.

This role is a people leader role with high expectations of the nurturing of junior talent and the creation of a safe and enjoyable space for them to work.

Essential Duties and Responsibilities:

  • Lead the development and refinement of the strategic roadmap for the Transport Division, including portfolio priorities, project sequencing, and long-term transport planning.
  • Manage a team of six strategy professionals, providing leadership, coaching, and direction to deliver high-quality analysis, recommendations, and documentation.
  • Develop high-quality business cases for transport initiatives, including cost-benefit analyses, economic impact assessments, operational sustainable cost modelling and alignment with investment frameworks.
  • Build and maintain complex operational and capital cost models to support project viability, investment planning, and scenario analysis.
  • Prepare strategic updates, briefing materials, and presentations for the Senior Director and Chief of Transport and key governance forums.
  • Oversee the engagement and direction of external strategy and technical consultants, ensuring outputs are aligned with internal strategy and provide value-for-money.
  • Serve as the primary point of strategic interface between the Transport Division and QIC’s Corporate Strategy team, aligning divisional strategy with enterprise-level goals.
  • Monitor industry trends, regulatory changes, and policy developments to inform strategic positioning and risk assessment.
