The Transport Planning Manager will play a key role in overseeing ridership analysis, transport demand forecasting, and timetable optimization across the metro network during its Operations & Maintenance (O&M) phase. This role requires deep technical expertise in travel forecasting models and strategic planning to ensure efficient and responsive metro operations aligned with passenger needs and system capacity.

Key Responsibilities:

• Possess a minimum of 10 years’ senior technical experience with extensive knowledge in developing and deploying travel forecast models on a macro scale.
• Assist the Employer in conducting, specifying, and monitoring ridership across the KAPT (Kingdom of Saudi Arabia Public Transport).
• Assess transport demand, plan actions to adjust and predict transport capacity needs, and review the development of timetables to ensure optimal service delivery.
• Supervise the activities of each O&M Contractor in relation to ridership measurement and timetable optimization, ensuring alignment with operational goals and passenger expectations.

We are seeking a highly skilled and experienced
Transport Economist
to join our team in
Mekkah
. The successful candidate will play a pivotal role in delivering transport economic analysis for large-scale infrastructure projects across the Gulf region. The ideal applicant will have a robust consultancy background, extensive experience in transport studies, and proven regional exposure.

Missions/Main Duties

• Lead and deliver transport economics components in multi-disciplinary projects (feasibility studies, CBA, demand forecasting, transport modelling, PPP, etc.).
• Develop and review economic models to assess project viability and strategic options.
• Conduct cost-benefit and socio-economic impact analyses for public transport, rail, road, and urban mobility projects.
• Prepare, present, and defend technical reports and analysis to clients and stakeholders.
• Collaborate with engineers, planners, environmental specialists, and client representatives.
• Supervise and mentor junior staff, supporting their professional development.
• Engage in business development, contributing to proposals, bids, and client presentations.
• Ensure compliance with relevant international standards and local regulatory requirements in the Middle East, ideally in Saudi Arabia.
• Stay abreast of economic trends, transport policy, and innovations influencing the region.

Skills/Experience

About The Role
The primary focus of the Transport Planner is the preparation, execution and monitoring of local delivery as well as export shipment planning. The role's objective is to ensure that all shipments are booked in a timely manner, with orders delivered on time and in full.

Reporting To: Warehouse & Logistic Manager

Key Responsibilities

• Liaise with Supply Planner and Customer Care team to support customer orders.
• Liaise with Production Planner to ensure inventory sufficient for delivery.
• Liaise with Warehouse for the issuing of shipping documents, finished goods transfer, monitoring the processing of container loading and dispatch from system.
• Liaise with freight forwarder for the movement of containers; provide shipping documents (Delivery note, commercial Invoice) for shipment.
• Coordinate with Quality for COA (Certificate of Analysis) as per shipment required and ensure stock release update in system by quality.
• Creation and changes of delivery note, commercial invoice, entry of shipment cost, not billed report on daily, weekly & month end closing.
• Liaise with transporter for truck booking.
• Generate shipment completion report.

Qualifications And Skills

• Preferably a recognised Diploma in Business Administration or equivalent.
• Preferably a minimum of 3-4 years' working experience in logistics / shipping / export function.
• Must have experience in exports within GCC.
• Good command of English.
• Good working knowledge of MS Office application skills.
• SAP experience is a plus.
• Possess strong planning and analytical skills, must be able to take complex issues and break down actions for resolutions and work within tight deadlines.
• A solid communicator who can build strong relationships with stakeholders and is not afraid to challenge decisions when see better alternatives or potential pitfalls.
• Possess strong business acumen with deep Operational insight as well as an open nature and collaborative mind-set that enable working cohesively with people from different functions and levels.
• A motivated and driven individual with the core competencies required to succeed in a demanding and challenging working environment.
• Good problem solving and decision-making ability to enhance workflow efficiencies and effectiveness.
