Job Purpose:

To lead and perform testing and commissioning activities for high-voltage substations (HV/MV/LV), ensuring all systems operate per design specifications, industry standards, and client requirements. The role involves hands-on testing, supervision, technical reporting, troubleshooting, and coordination with internal and external stakeholders.

1. Testing & Commissioning

• Perform and lead testing activities for primary and secondary equipment in substations:
• Power transformers (functional checks, ratio, winding resistance, insulation resistance, etc.)
• Switchgear (GIS/AIS), circuit breakers, CTs, VTs, protection relays.
• Protection and control systems.
• Battery chargers, DC systems, SCADA, communication systems.
• Conduct functional and interlock tests of protection and control schemes.
• Execute and verify relay settings for distance, differential, overcurrent, and other protections.
• Perform primary and secondary injection testing.
• Ensure system energization is done safely and in compliance with protocols.

2. Supervision & Coordination

• Lead a team of junior engineers and technicians on-site.
• Coordinate with design teams, OEMs, client representatives, and third-party contractors.
• Attend progress, technical, and safety meetings.
• Liaise with utilities or grid authorities for approvals and energization permits.

3. Documentation

• Prepare and review method statements, risk assessments, and test procedures.
• Maintain and submit detailed test reports, punch lists, and commissioning dossiers.
• Update red-line/as-built drawings in coordination with the engineering team.

4. Compliance & Safety

• Ensure all activities comply with applicable standards (IEC, IEEE, NEC, etc.).
• Follow and enforce HSE guidelines during all testing and commissioning tasks.

Qualifications:

• Bachelor's degree in electrical engineering.
• Minimum
  7 –15 years
  of experience in testing and commissioning of HV/MV substations.
• Strong knowledge of protection systems (ABB, Siemens, GE, Schneider, SEL, etc.).
• Familiar with IEC standards and utility specifications.
• Certification in electrical safety or relevant commissioning training is preferred.

Job Objective
The Penetration Testing & Vulnerability Management Section Manager is responsible for evaluation and testing to identify weak points, analyze results, and ensure proper communication to confirm effective corrective measures are taken in a timely manner.

This includes supervising penetration testing activities, following up on recommendations, and ensuring the implementation of corrective actions. Additionally, the Section Manager is responsible for preparing and developing penetration testing policies and updating them in cooperation with the cybersecurity team to ensure alignment with international standards and security requirements.

The Section Manager also ensures that recommendations and reports submitted to different departments are followed up, and that the best international practices are applied in the field of penetration testing and vulnerability management.

Roles And Responsibilities

• Share requirements and needs to develop the information and cybersecurity action plan, and ensure alignment with the Authority's strategy
• Develop the operational plan of the Vulnerability Management and Testing Department and align it with the Information and Cyber Security Action Plan and the Strategic Plan for Analysis and Risk
