Main Tasks and Responsibilities

Leadership & Quality Culture

Job Description

QAQC manager from a mechanical engineering background required to start within 1 week. Must have a valid Iqama. 6 month contract position.

Purpose

The purpose of this position is to ensure compliance by all Parties involved in the execution of the Project with the Project Quality Program, including adherence to the Quality Plan, Inspection & Test Plans and achieve the project Quality KPI’s and Customer Satisfaction through the effective management of the project team and interfacing with the client to ensure all quality requirements are met.

Key Responsibilities/Accountabilities

  • Develop, implement, and manage the construction Quality Plan, procedures and policies including the necessary Instruction and Test Plans (ITPs)
  • Develop, implement, and manage the quality management program ensuring all Parties adhere to the Inspection and Test Plans (ITPs).
  • Discuss and agree hold points in the Inspection and Test plans with the Owner representatives.
  • Ensure all life time records are received, checked and filed for handover to the Plant Owner.
  • Conduct regular reviews of the construction quality plan and related documents to incorporate new lessons learned and address regulatory changes.
  • Serve as an ISO 9001:2015 lead auditor assuring continual improvement in compliance of the critical business processes and the ISO 9001:2015 requirements with accountability for the effectiveness and efficiency of the audit program and development of internal auditors.
  • Carry out Internal Audits in accordance with the Company Audit Plan. Generate the Audit Report and raise any findings and/or Non-Conformance Reports (NCR) in accordance with the Project Audit and NCR Reporting Procedures.
  • Carry out Audits, were applicable, with Sub-Contractors, Vendors and Suppliers to ensure they meet the minimum requirements of the Project and Company expectations in accordance with the Quality Management System.
  • Issue any non-conformance reports on the Company’s procedures.
  • Conduct shop inspections.
  • Lead root cause investigation and analyses on compliance failures and customer escapes.
  • Train and certify, as necessary, the personnel leading and participating in the quality management processes of the Quality and Service Excellence department which deliver the Quality Policy and ensure the Quality Objectives are achieved.
  • Subject matter expert in quality planning to deliver customer requirements and expectations
  • Facilitate the team and process owners in defining corrective and preventive actions to prevent compliance failures and escapes and improve overall compliance.
  • Risk assessment facilitation for process changes which may impact the internal and external customer’s expectations.
  • Serve as a subject matter expert for the Project, provide training and mentoring to management, all employees, the process owners and improvement teams.
  • Conduct and review construction quality related deliverables to ensure procedures and required documentation are per the quality plans in use
  • Communicate with project managers, subcontractors, and site HSSE representatives on a periodic basis to ensure quality issues are evaluated and resolved appropriately and in a timely manner
  • Manage the nominated third party consultant for fuel gas installation
  • Maintain records and track non conformances
  • Prepare and provide input on project quality budgets and personnel requirements
  • Communicate with regulatory agencies as necessary to maintain quality plan compliance
  • Strive to improve quality management skills and knowledge through continuing education and training.

Scope

  • Manages QA/QC at site to deliver the requirements of the project specific contract accepted at ITO to OTR handover

Principal Working Relationships

  • Reports on a daily and weekly basis directly to the Site Manager and customer management teams to deliver the functional requirements.
  • Direct working relationship with the Project team members.
  • Direct working relationship with all subcontractor quality managers
  • Direct working relationship with the Owner representatives
  • Direct working relationship with the Company’s QA Manager at head office.
  • Direct working relationship with the Company’s PMO Manager at head office, on any procedure requirements or forms.

Responsibilities under the Quality Management System (QMS)

  • As the Project Quality Manager, you have the responsibility to ensure that the Company Project Quality Management System conforms to the ISO 9001-2015 Standard.
  • As the Process Owner for the Project Quality Process, you are responsible and accountable for the effectiveness and efficiency of the process and ensuring that the process is achieving the intended results in accordance with the QMS.
  • As the Process Owner you also have the responsibility and authority to make changes to the Process to meet the changing needs of the business and where improvements are identified or where changes are required to achieve the intended results and to drive continuous improvement.
  • Process Owners shall demonstrate leadership and commitment with respect to the Quality Management System.
  • Process Owners have the specific responsibility for ensuring that the Processes they are responsible for deliver their intended results.
  • Process Owners are responsible and accountable for reporting on the Process Performance of the QMS and for recommending opportunities for improvement.
