üPreparation and review of deliverables related to Technical Safety/Environmental, such as but not limited to: Health, Safety & Environmental (HSE) Management Plans, HSE Philosophies/Specifications, studies & reviews, HAZOP Management and review, SIL Determination, Hazardous Area Classification, BAT/ALARP studies, Noise Specification, Noise Report Management, Emission Modelling Report, HSE Action Tracking Management, impact and emission calculations, and safety equipment specification.

üExperience in RISK ANALYSIS STUDIES such as QRA, FESA, COMAH, Consequence analysis, etc.

üExperience participating as a Technical Safety/Environmental Engineer in workshops to advise on technical safety aspects at HAZOP, HAZID, ISD, BOW TIE, 3D Model Review, HFE Review, Construction HAZID, and others.

üEnsure compliance with international and specific country legal requirements related to HSE (Safety and Environmental).

üExperience as facilitator for HAZOP, HAZID, SIL Determination, ALARP, and ERP workshops, among others.

üExperience developing Radiation and Dispersion modeling using Flaresim software (or similar) to develop Flare Assessment (distances, emission, and radiation), review simulations, analyses, and reports.

üReview engineering inter-discipline documents during the engineering stage.

üPrepare offers and budgets for projects.

üMonitor manhour budgets and prepare weekly work plans and update project progress.

üEnsure schedule and deliverables are met with high-quality standards and actions.

Skills

vBachelor of Engineering in Chemical discipline or equivalent.

vMinimum of 12 years of experience as a Technical Safety Specialist with proven experience in EPC or engineering companies.

vSignificant experience in engineering design of oil and gas facilities.

vSelf-directed and motivated employee.

vAbility to work independently with minimal supervision.

vExperience in onshore facility and brownfield projects is advantageous.

You will collaborate with internal teams, external stakeholders, and authorities to ensure compliance, mitigate risks, and foster a culture of safety excellence. The role requires strategic thinking, leadership, technical expertise, and incident management skills.

What You'll Be Doing:

  • Safety & Security Leadership: Develop and oversee safety and security strategies, policies, and procedures across all operations.
  • Regulatory Compliance: Ensure adherence to local laws and international standards such as ISO 45001 and ISO 27001.
  • Risk Management: Identify, assess, and mitigate safety and security risks proactively.
  • Incident Management: Oversee investigations, identify root causes, and implement corrective actions.
  • Emergency Preparedness: Develop and maintain response plans for crises like fire, medical emergencies, and security threats.
  • Stakeholder Collaboration: Work with internal teams, contractors, and external agencies to align safety objectives.
  • Training and Awareness: Provide safety and security training to employees and stakeholders.
  • Performance Monitoring: Establish KPIs and drive continuous improvement.
  • Technology Integration: Leverage security technologies to enhance safety operations.
  • Reporting: Prepare and present safety performance reports to senior management.

Required Skills:

  • Bachelor's degree in engineering, IT, Business Administration, or related field; Master’s preferred.
  • Minimum 12 years in safety/security management, with at least 7 in leadership.
  • Strong knowledge of safety/security regulations and international standards.
  • Proven experience in developing and implementing safety strategies.
  • Excellent analytical, leadership, and communication skills.
  • Familiarity with safety/security practices in Saudi Arabia and the GCC region is preferred.
  • Relevant certifications are advantageous.

Desired Skills:

  • Experience in public realm or park environments.
  • Technical knowledge of security systems architecture.
  • Project management and contract oversight skills.
