Job Description
RT is looking for a highly skilled IT Infrastructure & Security Project Manager to lead mission-critical technology projects across infrastructure and cybersecurity domains. The ideal candidate will have hands-on experience with networks, data centers, access control systems, and security operations, while also demonstrating the ability to lead projects, engage clients, and ensure successful delivery. This role is central to supporting RT’s clients in the banking, government, and enterprise sectors. Key Responsibilities: Project Delivery & Management: • Plan, manage, and deliver end-to-end IT infrastructure and security projects. • Define project scope, milestones, and resource requirements in alignment with RT’s standards and client expectations. • Manage timelines, budgets, and risks across multiple projects simultaneously. Infrastructure Oversight: • Lead implementation and support of LAN/WAN, server systems, storage, and data center infrastructure. • Oversee deployment and maintenance of hardware, including firewalls, routers, switches, CCTV systems, and access control devices. • Coordinate installations and upgrades with minimal business disruption. Cybersecurity & Access Control: • Ensure security solutions meet compliance, regulatory, and client-specific requirements (e.g., SAMA, NCA). • Lead access control, vulnerability assessment, endpoint protection, and firewall configuration projects. • Collaborate with RT’s cybersecurity team to enforce best practices in network and data security. Stakeholder & Client Engagement: • Work closely with internal teams, vendors, and government or banking sector clients to ensure transparent communication and project alignment. • Prepare regular progress reports and presentations for stakeholders and RT leadership. Business Support: • Support the pre-sales team by providing technical input on proposals and solution design. • Help secure and onboard new projects by demonstrating a strong technical and management presence.
Requirements
• Bachelor’s degree in Information Technology, Cybersecurity, or Computer Engineering. • Minimum 10 years of experience managing IT infrastructure and cybersecurity projects. • Strong technical knowledge of networking, servers, access control, CCTV, and firewalls. • Experience working with banking or government clients is a strong advantage. • Preferable to familiarity with regulatory frameworks such as SAMA Cybersecurity Framework, NCA ECC, ISO 27001. • Preferable to have project management certification (PMP, Prince2, or Agile) is preferred.

+ Understands and develop the Client Project Brief, work breakdown structure, packaging of delivery packages and programming of works timeline.
+ Assist The LINE Procurement team in initiating, managing and closing out Consultancy workstreams assigned to them. This shall include the preparation of RFP documentation, tender plans & evaluation criteria etc. This will also include tender technical evaluation through to appointment, day to day management, stage gate review & close out, invoicing and final sign-off.
+ Ensure that all strategies and project deliverables for the project are comprehensively reviewed, with all design and constructability issues identified and resolved, through consultation with counterparts from the Project Design and Project Execution Office.
+ Work with the Senior Project Manager to develop project budgets, timelines and plans for the various elements of a project.
+ Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management
+ Leads in the Development of the project delivery timeline for inclusion in the contract documentation.
+ Monitors and reports to the Senior Project Manager and Higher Management within The LINE/NEOM, on the progress of all project activity within the program, including significant milestones and any conditions which would affect project cost or schedule. Supports or develops recommendations and action plans to resolve issues affecting or likely to affect the successful execution of the works.
+ Assist in assessing Change Management issues on projects, where required.
+ Participate in the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
+ Prepare required statements and reports timely and accurately to meet the department requirements, policies, and quality standards.
+ Manage and report risks to ensure strict adherence to the agreed design timelines and develop a risk mitigation schedule as contingency, per project requirements.
+ Provide inputs and implement policies, systems, and procedure for the assigned team so that all relevant procedural / legislative requirements, fulfilled while delivering a quality, cost-effective service
+ Understands and leads in the preparation and implementation of the Project Management Plans, Design Management Plans and Project Quality Plans.
+ Liaison with the Technical Services Department (ETSD) and Shared services personnel for delivery of design, costs, schedules and overall project support.
+ Co-ordinate with various team to create a business feasibility study across financials, sales and marketing operations etc.
+ Coordinate with counterparts in all NEOM Sectors and Departments to ensure that their specific review, comments and recommendations are incorporated and closed out within each Sector's applicable business strategy and project design cycles. Recommending sign-off to Senior Project Manager and Development Director.
+ Work with different stakeholders across the organization to ensure common alignment for the project.

Key Responsibilities
• Project Support & Administration
• Support the review of initial project documentation, such as basic contract details or proposal summaries, on the CRM to learn the foundational elements of project initiation and ensure data accuracy for subsequent project phases.
• Project Initiation & Planning
• Support the review of contracts, RFPs, technical proposals, and profitability matrices on the CRM to ensure that projects align with business objectives and are financially viable from the outset, contributing to successful project kick-off.
• Work with senior project managers and stakeholders to clearly outline project boundaries, goals, and deliverables, ensuring technical feasibility to establish a clear understanding of what needs to be achieved, preventing scope creep and setting realistic expectations for all parties involved.
• Create comprehensive project plans, including timelines, milestones, and resource allocation, using project management tools.

• Keep track of project expenditures, compare them against the budget, and suggest adjustments to maintain financial health.

Qualifications
- Education: Bachelor's degree in computer science, Engineering, or a related field
- Experience: 5-7 years of experience in technical project management
