Key accountabilities
- Planning and coordination of all related project deliverables across the lifecycle of the project.
- Receive project requirements from clients and stakeholders and develop these into schemes and specifications and compile budgets.
- Undertake feasibility studies to assess the suitability of a proposed solution.
- Responsible for managing the resources appropriately to ensure that tasks are carried out in line with the specification and programme
- Overall project management, stakeholder management, budget/cost management, time management, communications management etc.
- Responsible for performance oversight of all contract work scope elements, associated deliverable development and submittal, and other contracted services;
- Review work performance, project plans, and project schedules with the client program team.
- 15 years minimum experience in civil/construction related delivery, with emphasis on building projects/refurbishments and in particular complex lifecycle programmes.
- 7 years minimum experience in a senior role in consultancy services.
- Strong technical skills in all aspects of project service delivery.
Specific requirements
Good O&M technical knowledge required along with understanding of asset management/procurement/QHSE.
Qualification in project management/project methodology (PMP, Prince 2) preferred

GENERAL SUMMARYThe purpose of this role is an 18-month contract to oversee all Site Establishment aspects of Celeros FT Saudi entity resulting in a fully equipped service and manufacturing site, to achieve sustained growth, profitability within the Saudi market.
The KSA Site Establishment Project Leader has overall responsibility for actions related to Legal, Service & Manufacturing site establishment including buildings and services infrastructure, manufacturing / build / test equipment procurement and installation activities to ensure operational capabilities in line with agreed company plan.
PRINCIPAL DUTIES AND RESPONSIBILITIESStrategy and Leadership
- Implement the Celeros FT KSA Business strategy to maximize facility growth and revenue
- Project manage all aspects of KSA site establishment and ramp up during initial 18th month time
- Assign priorities as needed to ensure work is completed accurately and on-time
- Lead the phased upscaling of facility from Service, Aftermarket operations to full manufacturing and test facility in line with agreed timeline.
Financial & Legal
- Act as focal point and lead contact for IKTVA localisation submissions and requirements.
- Work with Local and Regional finance teams for week, monthly and quarterly updates on expenditure to match approved site establishment budget.
- Manage and approved expenditure in line with DOA overall site expenditure, fixed and variable to facility establishment.
Legal
- Provide awareness and responsible for all annual licence, certification and associated Saudi Legal requirements to operate in KSA.
- Local contact point with Company Legal Teams, external Legal Counsel.
- Responsible for creation, compilation and submission of all documentation required to ensure relevant legal agreements for licence establishment and any third-party Service Level agreement and interactions.
Operational & Planning
- Work with Celeros Team and 3rd parties to determine Building and infrastructure service requirements to establish specification, cost and program to support product strategy.
- Act as in-country lead for delivery of facility establishment, to include all compliance, health and safety requirements, build and installation, commissioning and accreditation, managing coordination of Celeros and 3rd party support and delivery to plan and within budget.
- Ensure timely procurement and installation of equipment to enable manufacturing and assembly of parts and products.
- Lead Supervise and schedule work assignments for Internal / external subcontract teams for site set up.
- Assist with establishment of local supply chain to ensure operational readiness day 1
- Oversee the establishment and expansion of IT - ERP system and associated process and procedures to ensure systems operational readiness on day 1 order receipt
- Lead Implementation ISO Quality System in KSA facility
- Responsible for the implementation all company, corporate and local, safety and environmental policies and regulations
Commercially
- Provide support to Commercial Operational teams to enable modelling of costing of local manufacture of product and projects as applicable
- Support Sales activities Client Workshop Audits and Client AVL submission as required to ensure growth of facility revenue.
- Participate in hiring of key management personnel for future business operations
- Assist HR on Visa and local Saudization requirement to ensure timely start-up of business

KNOWLEDGE, SKILLS & ABILITIES
- Must have achieved demonstrable success leading a prior Site Operational establishment and operational start up facility in line with the above-listed “Principal Duties and Responsibilities”

- Prior experience of ARAMCO, SABIC, SWCC, SEC Approval Processes preferred
- Preferably Prior Experience in Service and Operational environment of oil & gas, conventional power, renewable power, petrochemical, and Industrial markets.
EDUCATION AND EXPERIENCE
- Bachelor’s Degree in Project Management, Engineering or Similar
- Master’s Degree preferred
- Ten plus years of relevant experience Project Management
- Pump and Closures product and market knowledge in Oil / Gas and Energy Sectors
- Arabic Speaking a plus

- Identify and account for any deviations from the programme and determine what corrective action is needed.

- Manage all Logistics related interfaces both internally between disciplines, internally with procurement, construction & other NGH Project elements and externally with Vendors and Client.
- Compliance with the company and Quality procedures.
- Responsible for the development of his/her subordinates and their training to ensure maximum performance, by evaluating subordinates and ensuring their development by training them or sending them on training that is required.
- Monitor and control sub-contractors and consultants by holding updated meetings regularly and monitoring progress and consult on any changes.
- Ensure that sub-contractors to be used by the project team are properly assessed / approved, and that QA procedures are adhered to by sub-contractors.
**Roles and Responsibility**
- Management of respective NGHP Element Project Logistics related activities
- Liaison with the Site based Logistics Function to ensure the Site based Logistics team has site of upcoming ODC shipments and the necessary arrangements are in place to receive and transport materials & equipment to site.
- Verification of compliance with the logistics requirements specified
- Ensure Logistics Service Provider Compliance
- Providing assurance to internal customers and contractors that all requirements are fully executed / fulfilled and on schedule
- Complying with project logistics performance targets and indicators, and subsequently maintaining records, analyzing and reporting of the respective subcontractors performance
- Monitor Logistics spend and manage Contracts within allocated budget and contract value.
- Manage Logistics coordination with other NGHP Elements (GHE/HIDIC/PWE) where activities clash or create a bottleneck at site/Port
- Maintain a strong HSE awareness and technical safety in Logistics. Promote safe working practice within the teams at all work sites.
- Provide support to subcontractors to ensure that common Logistics and contractual goals and objectives are achieved.
- Manage the Logistics Subcontractors’ reporting interfaces.
- Participation in, or leading investigation of Logistics related incidents in the execution of the project related scope
- Timely operational Logistics reporting (weekly & monthly) for the Project Element.
- Attend monthly progress meetings on site in NEOM when required by management.
- Work closely with the project element project controls team to ensure that the schedule has float between completion of procurement and construction.
- Highlight any risks to achieving timely delivery of materials and equipment.
- Ensure all materials are delivered to site, ahead of the ROS date.
- Promote and maintain strong Teamwork and Respect with/for all parties.
- Maintain sound, workable inter-discipline communication and teamwork within the procurement team.
- Maintain a strong EPC culture within the project (appreciation and effective communication with the respective parties - procurement, construction, projects).
- Manage and maintain the Project Element Logistics schedule.
- Ensure that the complete correct list of equipment and materials is established and specified for Transportation planning purposes including all dimensions and weights for the NGH Project Element.
- Induction of all Logistics team members (if any) to the project on objectives, scope requirements, specification & code compliance, tender basis / allowances and technical contract obligations.

**Roles and Responsibility**
- Management of respective Project Logistics related activities
- Liaison with the Site based Subcontractors’ Logistics team to ensure it has sight of upcoming (ODC) shipments and the necessary arrangements are in place to receive and transport materials & equipment to site.

- Providing assurance to internal customers that all requirements are fully executed / fulfilled and on schedule

- Manage Logistics coordination with other Project Elements where activities clash or create a bottleneck at site/Port
- Maintain a strong HSE awareness and technical safety in Logistics. Promote safe working practice within the teams at all work sites.
- Provide support to subcontractors to ensure that common Logistics and contractual goals and objectives are achieved.
- Manage the Subcontractors’ Logistics reporting interfaces.
- Participation in, or leading investigation of Logistics related incidents in the execution of the project related scope

In this role, you will plan, develop, design, coordinate, and review architectural work on large projects with unique requirements. You will prepare discipline estimates and work plans, review and approve design documents, interpret regulations, and assist with performance reporting. Your recommendations for resolving complex issues will help ensure client satisfaction with a project’s architectural aspects.
As a Project Engineering Lead, you will be responsible for the coordination of project architectural design tasks and landscape architecture associated with the development of the NEOM Mountain region, which includes recreational assets such as site-wide infrastructure, ski slopes, hiking and nature trails; real estate comprising hotels, ultra-luxury mansions, villages, lifestyle resorts; and major structures like the Vault, lake tunnel, and bow. This role involves coordinating the scope and integration of work assigned to subcontracted design entities.
Major Responsibilities :
- Conduct, plan, schedule, or coordinate initial and detailed phases of the architectural designs for the project.
- Plan and conduct independent work requiring judgment in the evaluation, selection, application, and adaptation of layout techniques, procedures, and criteria for the architectural designs of project buildings, facilities, and structures including planning and development activities of the region.
- Provide review and make recommendations on development and evaluate infrastructure requirements.
- Prepare conceptual studies, designs, reports, proposals, value engineering studies, or alternate technical concepts in accordance with engineering procedures and contribute to the architectural design of the project facilities.
- Review architectural design tasks and landscape architecture associated with the development of the region.

- Minimum 15 years’ experience as an architect with hands-on experience in planning, with an understanding of recreational assets such as site-wide infrastructure, ski slopes, hiking and nature trails; real estate including hotels, ultra-luxury mansions, villages, lifestyle resorts; and major structures like the Vault, lake tunnel, and bow.
