The role will focus on ensuring environmental compliance, implementing sustainability measures, and supporting the contractor’s environmental management plans in alignment with Ashghal's environmental guidelines, Qatar Construction Standards (QCS), and applicable local authority requirements.
The candidate should bring a minimum of 10 years of experience, with at least 5 years in infrastructure projects with a focus on environmental management and sustainability practices in Qatar.
Responsibilities
- Monitor the contractor’s implementation of the Environmental Management Plan (EMP) and ensure compliance with all environmental permits and conditions.
- Support the integration of sustainability best practices, including material reuse, energy-efficient operations, and low-impact construction methods.
- Conduct environmental audits, inspections, and site assessments to ensure mitigation measures are in place (e.g., dust suppression, noise control, waste segregation).
- Prepare and submit regular environmental and sustainability compliance reports as per Ashghal’s KPIs and reporting framework.
- Review and approve contractor submissions related to environmental protection, spill prevention, erosion control, and landscape management.
- Liaise with MME, Ashghal's Environmental Department, and other local authorities for necessary approvals, inspections, and updates.
- Promote awareness among site staff and subcontractors regarding environmental protection, biodiversity conservation, and resource optimization.
- Investigate environmental incidents, non-conformities, and complaints; develop and track corrective actions.
- Ensure alignment of project activities with Ashghal’s Corporate Sustainability Framework and ISO 14001 principles.
- Support handover documentation regarding environmental compliance and sustainability contributions.
- In depth knowledge about GORD/GSAS certification system.
- Bachelor’s Degree in Environmental Engineering, Sustainability, Environmental Science, or Civil/mechanical Engineering (with specialization).
- Minimum 10 years total experience, with at least 5 years in infrastructure/construction projects in an environmental role.
- GORD/GSAS certified profession + ISO 14001 Lead Auditor, LEED GA/AP or equivalent (preferred).
- Minium five years’ experience in Qatar.

- Excellent command of English (spoken and written).

- Experience in performing environmental impact assessments (EIAs) and drafting sustainability reports.
- Exceptional communication skills with the ability to influence and engage diverse stakeholders.
- Strong analytical skills and proficiency in data analysis related to sustainability metrics.
- Proven ability to manage multiple projects and deadlines effectively.
- Certifications in sustainability-related fields (e.g., LEED, ENVISI) are highly advantageous.

Reports directly to the Manager of the Engineering Department and requires regular interaction with representatives from a variety of functional groups including other departments within Technical Affairs Division, and other internal or external stakeholders as required.
**What You'll Be Doing**:
**LEED Accreditation and Maintenance**:
- Conduct annual due diligence and updates for LEED accreditation of the Masterplan.
- Manage and update LEED data on the ARC platform, including Base Data for various credit categories.
- Collaborate with Urban Planning and Projects Management Department to integrate sustainable practices into the Masterplan, particularly focusing on social engagement in public realm spaces.
- Explore opportunities to improve the Masterplan's LEED standing through review and potential embellishment.
**Sustainable City Development**:
- Work collaboratively with various departments including Transport, Green Initiatives, Sustainable Urban Drainage Systems, and Water Resources to achieve the Masterplan's sustainability goals.
- Support the City Governing Body in advancing the Masterplan through sustainable practices.
- Participate in the development of infrastructure standards aligned with ENVISION and other sustainability frameworks.
**Strategic Planning and Implementation**:
- Contribute to the development and implementation of ESG (Environmental, Social, Governance) strategies, working on a PMO level.
- Assist in incorporating ESG considerations into city regulations, strategic planning, funding/financing, service provision, and monitoring processes.
**Knowledge and Research**:
- Stay updated on best practices and emerging trends in sustainable urban development.
- Research and assess the benefits of additional certifications like WELL and Mostadam Communities.
