To provide technical and professional support in the development of the HR Strategy in alignment with IsDB overall business strategy, monitor the performance of HR functions by tracking KPIs, identify and oversee development projects to further improve HR service delivery, efficiency and effectiveness. Furthermore, coordinate the strategic workforce planning process and annual HR budget processes.Key Accountabilities
**HR Strategy and Planning**:
- Provide technical and professional support in the development and maintenance of the HR strategy.
- Participate in the annual workforce planning exercise, taking into account the overall business plans of IsDB, attritions and retirements.
- Contribute to the strategic workforce planning exercise considering the demand and supply of specific skills and IsDB’s policy of Diversity and Inclusion.
- Contribute to developing, maintaining and periodically reviewing the IsDB HR operating model, in line with the Global Best Practices.
- Contribute to the development of the HR KPI’s and metric to track and measure their progress and performance of HR.
- Contribute in identifying and managing initiatives to improve the effectiveness and efficiency of HR function.
- Provide technical and professional inputs in the design and maintenance of analytical HR tools and reporting mechanisms, such as scorecards & dashboards.
- Helps defining the functions within HR including roles and responsibilities (such as delegation of authorities) to execute the HR strategy and associated HR services.
- Coordinate with the Sourcing and Recruiting Division as well as Compensation and Benefits CoC to conduct different analysis and provide them to support their functions.
- Provide into to the grading structure and propose recommendations taking into account various HR metrics and the local, regional and global trends.
- Conduct staff opinion and pulse surveys in order to measure the level of staff satisfaction with the quality and effectiveness of HR services. Analyze the survey results and to support the development of action plans to address the responses.
- Provide support on the consolidation of employee data (with other relevant information) on a monthly basis.
**HR Policy and Procedures**:
- Provide technical input to any policy development or revision within HRMD.
- Provide input to any organizational restructuring or finetuning in IsDB, by providing advise, feedback or input, as per the prevailing policies, procedures or practice relating to organization development or organization management.
- Provide input to analysis of any data/information relating to updates, development or revision to any HRMD policies, where required.
**HR Budget Planning**:
- Provide input to the overall HR budget (personnel cost, fixed cost, AWP) that is part of the annual budget cycle.
- Conduct analysis on budget utilization and to identify areas of improvement for the following year’s submission.
**Knowledge Sharing & Reporting**:
- Keep abreast with the best practices in the areas of HR Strategy and recommend improvements / adoption in IsDB.
- Educate relevant staff in the business units and within HRMD on the matters pertaining to HR Strategy, HR trends and IsDB policies.
- Provide timely and accurate reports pertaining to HR Strategy and HR Function, and ensure that same meet the HR requirements, policies, and standards.
Education, Certification and Experience
**Academic and professional qualifications**:
- Bachelor’s degree in Human Resources, Organizational Behavior, Business Administration or any related field.
- Certifications from HRCI / SHRM / CIPD are advantageous.
- 5 years relevant experience in HR Strategy & Planning, Workforce Planning and Optimization, HR Policies and Procedures, preferably in a multilateral development bank or global organization.
Skills & Necessary Knowledge
- Ability to develop HR Strategy and Policies based on the overall business strategy and the organisation needs.
- Excellent knowledge of the Local, Regional and Global HR trends.
- Advanced knowledge of Job Analysis, Job Designing and Job Descriptions development.
- Hands-on experience in Global Job Evaluation Methodologies, especially Korn Ferry Hay Group.
