Duties and Responsibilities
Under the direct supervision of the Project Manager in UNEP West Asia Office, the Consultant will work closely with the General Department of Environmental Strategy at MEWA to support the Strategy General Department to effectively drive and oversee the implementation of the National Environmental Strategy. The consultant's duties and responsibilities are as follows: 1. Track and evaluate initiatives, indicators, and objectives of the National Environment Strategy to enhance performance measurement and ensure targets are met 2. Ensure alignment of regional strategies within Saudi Arabia with the broader National Environment Strategy, maintaining consistency and addressing stakeholder feedback to close identified gaps. 3. Map and link MEWA National Centers' projects with the strategy objectives in phased implementation 4. Develop and oversee a 4-year roadmap for the updated strategy and follow up on initiative completion 5. Redesign and strengthen the operating model of the Strategy General Department for effective oversight on the National Environment Strategy. 6. Update financing scenarios, integrate alternative funding sources, manage stakeholder input, and provide annual performance evaluations
Qualifications/special skills
Master's degree or equivalent in Environmental Strategy, Environmental Management, Strategy and Business Consulting, Project and Program Management or related fields is required. Minimum 10 years of experience in environmental strategy and business development, and project and program management is required. Proven experience in providing project and program management in environmental sector, strategy and business development, building governance model, communication framework, risk management, performance management, and developing KPIs is required. Experience in working with international organizations, government agencies, or environmental entities is required Experience in designing and delivering training workshops is required Knowledge of environmental issues in Saudi Arabia is an asset

As the Senior Director, you will be responsible for the overall development and implementation strategy for the delivery of the Qiddiya Earthworks and Roads Program. You will work closely with various stakeholders to ensure the effective execution of projects that meet high standards of safety, quality, and functionality.
Key Responsibilities- Responsible for the overall development and implementation strategy for the delivery of the Qiddiya Earthworks and Roads Program
- Strategy to ensure certainty in delivery and value for money outcomes
- Collaborate with team members to bring the strategy to life
- Assist with procurement strategy and amrket engagement strategies to attract the Contractors required
- Coordinate and collaborate with other asset classes and disciplines within the Qiddiya City looking for win win outcomes
- Coordinate with development, delivery, construction, consultants, contractor and authority teams to ensure our contractors are provided the optimum opportunity for success
- Comply with QIC governance requirements
- Bachelor's degree in Civil Engineering, Transportation Engineering, Urban Planning, or a related field (Master's degree preferred).
- 15+ years of experience in strategic planning and implementation of transportation or infrastructure projects, with significant experience in roads/highways.
- Proven track record in managing large-scale projects from conception through completion.
- Strong knowledge of transportation regulations, standards, and best practices.
- Exceptional leadership and team management abilities, fostering collaboration and innovation.
- Excellent communication and presentation skills, capable of engaging effectively with stakeholders at all levels.
- Experience in the Middle East or GCC region is an advantage.
