Data Processing, Programmer Technician - DynCorp International, Saudi Arabia

Must have at least three years of computer programming including the ability to program in COBOL, RPG, Report Program Generator, and Control languages. Must have at least two years of working knowledge of the IBM AS Four Hundred Computer system.

Primary responsibility is the AS400 and related systems operations and administration functions. Also should have some general knowledge of Networking. Knowledge of AS400 DB2 and I series Access or other emulation software for the AS400.

Determines and develops methods to be used to convert flow chart data, data processing systems instructions, narrative, and verbal instructions into programming language by using flow charts, block diagrams, and flow diagrams to outline program routines or computer operations as required.

Writes program instructions, test, review, and corrects programs as required. Programs include COBOL, RPG, and Control Language.

Performs systems analysis functions as required on existing and new procedures. Operate computer equipment. Uses approved methods and procedures in the performance of the job.

Prepares and updates documentation as required for system changes, user manual, project proposal, program logic flow charts, file-storage descriptions, input-output formats, and other operating procedures.

Explain and/or demonstrate job duties and responsibilities and assist in training by providing on-the-job training for Saudi technicians and/or other personnel to include maintaining appropriate records on personnel such as Job Performance Guides.

Performs database queries to generate reports as required, using Query 400.

Establishes and administers system security procedures to secure access to the system on the AS400 Advanced Server. This includes periodic system-database backups, restores, and management of user names and passwords.

Maintains PC to AS400 router communications using Client Access for the AS400 System.

Shall perform other duties as qualified and assigned by his functional supervisor as needed.

Must have knowledge or ability to learn quickly, the United States Military Standard Requisitioning and Issue Procedures automated supply or equivalent civilian or military automated supply management system. We will consider on-the-job training in learning this supply system, assuming the work site has other Supply Specialist located in the unit who can assist with this OJT.

Must be able to analyze and develop computer programs, formats, structures and files in accordance with programming principles and techniques from flow charts, written narrative, or verbal instruction.

Must be able to prepare flow charts, diagrams, operating procedures, and methods.

Must be experienced with Windows 9X operating system and office applications, including installation and troubleshooting.

Must be able to build structure query reports using Query 400 query system for the AS400.

Must have demonstrated communication skills, both oral and written. Must be fluent in the English language.

Ability to read, write, speak, and understand Arabic is desirable.

Knowledge & Skills:
Must have at least three (3) years of recent (within three (3) years of application date) experience in computer programming with increasing responsibility and duties, including the ability to program in COBOL, RPG(Report Program Generator), and Control languages. Also must have experience with AS400 DB2; and I Series Access or other emulation software experience for the AS400.

• Bachelor’s degree in Geography, Remote Sensing, GIS, Environmental Science, or a related field.

Duties and Responsibilities

1. Support in maintaining the data processing and display system equipment.
2. Perform intermediate level maintenance and repair as needed.
3. Test and evaluate all data processing and communications equipment for maintenance/repair facilities and operations training labs.
4. Assist the sectors in resolving data processing and display hardware/software problems.
5. Evaluate performance of the installed data processing and display hardware/software.
6. Produce adequate engineering training material in his specialty.
7. Actively advise and assist in all aspects of his specialty.
8. Participate in modifications, upgrades, and enhancement proposals for the data processing and display system.
9. Execute any other task assigned related to the installation, maintenance, or enhancement of the data processing and display system.
10. Keep abreast of the latest Data Processing and Display technologies.
11. Review Statements of Work (SOW) and other technical documents to ensure these documents address all RSAF Data Processing and Display requirements.
12. Research and prepare technical documentation for presentation to staff personnel.

Qualifications
Shall have a minimum of Bachelor of Science (B.Sc.) degree in Electrical/Electronics Engineering with a minor in Computer Science or Computer Engineering. Alternatively, a Bachelor of Science (B.Sc.) degree in Computer Science or Computer Engineering with a minor in Electrical/Electronics Engineering will be acceptable. Shall have a working knowledge of computer networks, communication protocols, and IT and communication technologies.

Experience

1. The candidate shall have a minimum of five (5) years of experience in development, installation, testing, and/or maintenance of data processing and display equipment for a large scale Command and Control Security Systems.
2. The experience shall include a minimum of five (5) years of experience with the Original Equipment Manufacturer (OEM) or another Security C4I system related to either current homeland security systems or systems of a similar type and generation.
3. The experience must include participation in modifications, upgrades, and enhancement proposals for the systems listed.
4. Experience with DEC, VAX, or MicroVAX Computer series hardware, and VMS/Rdb and UNIX operating systems.
5. Experience with large screen display assemblies and picture management systems for real-time Radar systems and CCTV systems.
6. Experience with Alert and Warning Display Systems (AWDS) and drivers.
7. Experience with Multi-Purpose Consoles.
8. Experience with IBM Personal Computers (or compatibles), Macintosh computers, and associated peripherals.
9. Local and Wide area network system design, installation, or maintenance experience is highly desired.
10. Experience in training Engineering Officers or equivalent shall be considered a plus.
