- 9-12+ years of relevant experience in smart city project management or technology integration, with at least 5 years in a senior role.
- Strong understanding of the master system integrator life cycle and familiarity with systems integration and smart service deployment.
- Deep understanding of smart city frameworks, IoT, and related technologies.
- Demonstrated experience leading cross-disciplinary teams and managing complex projects.

Summary Introduction:
We are seeking a highly experienced Smart City Expert to lead and contribute to the planning, design, and implementation of smart city strategies and initiatives. The ideal candidate will have proven experience in developing digital transformation roadmaps for urban environments, including financial modelling, ROI analysis, and strategic leadership of multidisciplinary teams. This role requires a forward-thinking individual who can translate vision into actionable outcomes aligned with global best practices and local context.
Key Responsibilities:
- Lead the formulation of comprehensive smart city digital strategies, aligned with national and regional visions (e.g., Vision 2030), integrating urban sustainability, mobility, energy, ICT, and citizen services.
- Create detailed financial models and ROI assessments to support smart city initiatives, justifying investments and ensuring long-term value realization.
- Oversee the end-to-end lifecycle of smart city programs, from scoping and planning to execution and monitoring ensuring quality, timeliness, and stakeholder alignment.
- Collaborate with public and private stakeholders, government entities, technology providers, and end users to ensure that smart city solutions address local needs and priorities.
- Provide guidance on establishing governance models, operating frameworks, data privacy, and cybersecurity standards for smart city operations.

- Leadership & Communication:

**Roles & Responsibilities**:
- Support in developing the smart cities strategy, data strategy, and digital assets strategy for the PIF local real-estate investment division
- Support PIF local real-estate development Companies in developing their Smart City strategies
- Support in developing and maintaining PIF local real-estate investment division smart cities guidelines
- Support in standardization and brining the best practices in designing, developing and operating the PIF local real-estate smart cities
- Support the smart cities competitiveness for the PIF local real-estate projects
- Support the smart cities platform (Smart cities as a service platform) project in aspects of developing the product strategy, product business model, product system and data architecture, product design, product development and launching
- Support smart cities pilots’ projects and use cases design and implementation with the PIF real estate investment division development companies
- Support the synergy plan between the PIF local real-estate development companies in aspect of smart cities
- Support the smart cities outreach and partnership plans
- Monitoring and reporting the projects and tasks s/he working on
**Education and Typical Experience**
- Bachelor degree

- Have experience and success stories in enterprise level smart cities projects in one of top 5 global leading cities based on IMD index and UCCS

We are seeking an experienced and visionary Smart Cities Technology Architect to lead the planning, design, and implementation of the foundation’s smart digital infrastructure for the Smart Boulevard project. This role is pivotal in driving the digital transformation of the project, ensuring it becomes a global benchmark for smart city innovation and visitor-centric urban design. The successful candidate will oversee the development of cutting-edge technologies, including fiber optic networks, IoT frameworks, and integrated command-and-control platforms, to deliver scalable, secure, and sustainable digital services. The role requires expertise in large-scale urban digital infrastructure projects and a proven track record in mega project delivery. The successful candidate will architect and deploy data-driven, visitor-centric, and operationally efficient smart city solutions while ensuring interoperability, resilience, and long-term sustainability. What You'll Be Doing:
Lead the design and deployment of fiber optic networks, ensuring high-capacity, secure, and future-ready connectivity across the foundation.
Oversee the planning and integration of CCTV systems, including analytics, storage, and cybersecurity requirements.
Define and implement IoT connectivity frameworks for seamless integration of smart applications such as mobility, energy, security, and visitor experience.
Ensure end-to-end system integration, covering network design, interoperability, cloud platforms, and command-and-control architecture.
Orchestrate the design and implementation of smart city use cases such as visitor management, smart lighting, predictive maintenance, crowd monitoring, and environmental sensing.
Translate operational needs and urban planning goals into scalable technical solutions that enhance efficiency, safety, and sustainability.
Oversee development, testing, deployment, and ongoing operational support for smart city applications.
Provide strategic and technical leadership for digital infrastructure packages within the mega project framework.
Manage vendors, EPC contractors, and solution providers to ensure on-time, on-budget, and high-quality delivery of infrastructure and systems.
Oversee the full lifecycle of digital infrastructure projects, including concept design, RFP development, technical evaluation, construction supervision, integration testing, and handover.
Establish standards and guidelines for digital infrastructure, ensuring scalability, resilience, and compliance with international smart city norms.
Define and enforce data governance, privacy, and cybersecurity frameworks for all digital platforms and smart city applications.
Ensure alignment with sustainability goals by leveraging energy-efficient technologies and green ICT practices.
Monitor and adopt emerging technologies such as 5G, edge computing, and digital twins to future-proof the infrastructure.
Act as a trusted advisor to senior leadership, government authorities, and city planners on smart city infrastructure strategy.
Collaborate with global technology partners to co-develop innovative, scalable solutions.
Develop and maintain the master connectivity design layout for fiber optic networks, CCTV, IoT systems, and supporting platforms.
Ensure all system connectivity designs align with infrastructure standards and support scalability.
Regularly update documentation to reflect changes, expansions, and integration requirements.
Lead response to recurring failures such as connectivity issues, system downtime, and integration challenges.
Perform root cause analysis for repetitive system issues to ensure permanent solutions are implemented.
Support emergency response teams with live system data and ensure availability of recordings for investigations.
Monitor and manage video storage capacity to prevent data loss and ensure compliance with retention policies.
Identify opportunities for automation and process improvements in system monitoring and maintenance.
Establish KPIs and prepare weekly/monthly operational reports to track failures, downtime, and vendor performance.
Manage relationships with vendors and contractors, ensuring accountability for SLA compliance and issue resolution.
Collaborate with leadership and operations teams to align system performance with smart city goals.
What’s Required for the Role:
Bachelor’s or master’s degree in Electrical Engineering, Telecommunications, Computer Science, or a related field. An advanced degree in Smart City Engineering or Urban Digital Infrastructure is preferred.
10+ years of experience in smart city infrastructure, digital systems integration, or mega project execution.
Proven track record in designing and delivering fiber optic networks, end-to-end CCTV systems, IoT integration, and command-and-control platforms.
Experience managing large-scale urban developments or mega projects from design to operations.
Strong technical expertise in fiber, IP networking, IoT platforms, cloud, AI analytics, and smart city applications.
Knowledge of data governance, cybersecurity, and compliance frameworks for urban digital platforms.
Excellent project management and vendor management skills in large, multi-stakeholder environments.
Strong communication skills for advising leadership and engaging with international partners.
Strategic and practical, with the ability to translate vision into executable roadmaps and measurable outcomes.
