The Site Manager (SM) serves as a key personnel position under the AFCAP V contract and is responsible for overseeing all contract operations at the assigned site. This role carries full authority to act on behalf of the contractor for all matters related to daily task order (TO) operations. The SM ensures compliance with contract requirements, supervises site personnel, maintains quality control standards, and serves as the primary on-site liaison with Government representatives.

This position is contingent upon contract award.

This position description is subject to change at any time as needed to meet the requirements of the program or company.

Responsibilities

Major Job Activities:

  • Provide full oversight and management of all contract operations at the site.
  • Ensure all personnel are properly scheduled, supervised, and meeting performance standards.
  • Maintain quality control across all contract tasks and deliverables.
  • Act as the primary point of contact for the ACO, COR, and Government personnel, with the ability to meet on-site within 4 hours as required.
  • Provide updates and reports to Government representatives regarding operations, staffing, and performance.
  • Ensure timely notification to the ACO and COR of any changes in key personnel within 24 hours of discovery.
  • Collaborate with leadership to submit plans for temporary substitutions and permanent replacements within 2 calendar days of a key position vacancy, with weekly updates until filled.
Qualifications

Minimum Qualifications:

  • Minimum of ten (10) years’ related experience.
  • Proven experience in site or operations management within a government contracting environment.
  • Strong leadership skills with experience managing diverse teams.
  • Excellent communication and interpersonal skills for effective interaction with Government and contractor personnel.
  • Ability to act independently with full decision-making authority for site operations.
  • Currently hold and maintain an active Secret Clearance.

Responsibilities

Qualifications

  • Typically qualified to ISCED Level 6 (Bachelors) in engineering or equivalent combination of qualifications and experience.

Principal Accountabilities:
Safety

  • Provide & maintain a safe work environment. Demonstrate leadership with all company & industry safe work processes to prevent all injuries.

Operations and Maintenance

  • Ensure the safety of all operations and maintenance personnel by utilizing the BHIG's Basic Safety Practice program, which includes Safety Work Permits, LOTO, Confined Space, etc. The position facilitates planning, organizing, auditing, and follow-up, to build the BHIG safety culture. Meet the customer's satisfaction on safety, reliability, product quality, and flexibility on product supply.
  • Responsible for ensuring all tasks assigned in a safe and responsible manner in accordance with the established operating procedures and written or oral instructions from Superintendent.
  • Ensure that maintenance notifications in SAP are carried out correctly. Verify SAP notification on field and approved with basic data i.e. functional location, malfunction description, damage code, priority, and hazard information.
  • Participate in pre-work visits with Maintenance and Contractors to identify risk activities.
  • Ensure each work permit related documents are prepared and handed over to the team.
  • Participate in preparing maintenance or process shutdowns and turnarounds i.e. scope of works, prioritization of notifications (define consequences of malfunctions in terms of sector availability).
  • Participate in area daily meeting and share the maintenance plan with team to ensure all equipment's are prepared for scheduled maintenance works (corrective and preventive).
  • Participate in maintenance plan daily meetings with the Maintenance Leader and Planners to analyze daily notifications, and to contribute to the updating of the weekly maintenance schedule.
  • Ensure equipment's readiness for maintenance activity and after completion back to operations.
  • Manage and organize regular equipment testing and routine preventive Maintenance.
  • Participate in the marking priority maintenance activities to guarantee the reliability and operational continuity of equipment and to agree the date of repair.
  • Release and ensure all work permit precautions and required conditions are fulfilled, maximize safe work permit practices by healthy communication & frequent site visits, ensure zero permit deviation
  • Manage interface with all support departments for maintenance activities
  • Need to have the necessary skills for conducting risk assessment and participate in unusual operational or maintenance activities.
  • Contribute to achieving routine maintenance KPIs and objectives specific to the reliability, planning and scheduling.
  • Ensure availability and updating of required procedures and schedules for special operations.
  • Ensure minimum forced tags & bypasses during operation by proper maintenance planning. Follow SIF procedure for forced tags & bypasses.
  • Build the plant technical capability through support coordination from Air Product's Regional and Global teams.
  • Provide coaching and motivation to the operations team to achieve operational excellence and customer satisfaction.
  • Develop, train, and promote top performing operation personnel who achieve success through teams, customer and employee focused, foster open communication, performance driven, and results oriented.
  • Establish & maintain close working relationships with engineering and maintenance personnel to continuously monitor & evaluate plant systems & equipment.
  • Provide operations and maintenance support and participate / lead incident investigations and Root Cause Analysis. Identify & implement sustainable corrective action(s).
  • Act as the Single Point of Contact when dealing with internal issues of the facility, representing APQ and coordinating internal resources.
  • Facilitate attainment of operations excellence and customer satisfaction via operations productivity, reliability, quality, cost reduction, services, continuous improvements, and meeting of budgets.

Minimum Requirements And Qualifications

  • Bachelor's degree in chemical, Mechanical, or Process Engineering a minimum.
  • 15 years minimum in Steam Methane Reformer based gas, petrochemical, or related industries in operations, engineering, and/or maintenance function.
  • 10+ years in line supervision of process operations roles.
  • Proven coordination experience in a multi team environment which includes operations, engineering, and maintenance.
  • Good leadership, interpersonal and teamwork skills with the ability to communicate clearly and effectively throughout all levels within the organization and externally.
  • Promotes a 'one team' environment
  • Ability to communicate and manage customer interactions on day-to-day basis.
  • Wide technical knowledge in operations, engineering, and maintenance activities.
  • Proficiency in English speaking and writing.
  • Knowledge and understanding of local environmental and health and safety requirements
