Role Description
We are looking for a dynamic

to manage the complete logistics and site execution of FF&E, OS&E, and fit-out projects across multiple regions. This role requires strong coordination, problem-solving, and communication skills to ensure seamless project delivery from shipment to installation.
Key Responsibilities
- Coordinate with project teams, designers, and site supervisors to align logistics with project timelines and installation sequences.

The Ideal Candidate will have a proven track record in leading large-scale transportation infrastructure construction supervision projects, with deep technical expertise across multiple engineering disciplines. Role scope
To direct the day-to-day operations of a particular project or group of projects, implementing plans and policies to achieve the overall objectives to insure maximum operating results. Has the responsibility and authority to ensure that the project meets the company's safety and quality standards
Details / responsibilities
- Plans, manages, and controls construction activities on the assigned project, including overseeing field operations, site safety, productivity, schedule, quality work, and trade contractor and supplier coordination
- Assist in the recruitment of Construction personnel for the assigned project(s)
- Incorporate safety and environmental responsibility into daily action
- Incorporate positive interpersonal skills when communicating or interacting with clients, subcontractors, vendors, and all personnel
- Supervise, direct, and evaluate the performance and activities of the assigned construction personnel to ensure quality completion of construction services assignments on time and within budget limits
- Coordinate and control all construction management activities, including scheduling and claims administration, job progress monitoring and job coordination with multiple contractors for the assigned project
- Provide internal consultation to construction representatives in project offices and acts as a technical resource to other function groups within the company
- Review government regulation to provide consultation that reflect an up-to-date knowledge and understanding of legal requirements

- Assist in estimating and preparing proposals, developing bid strategies, estimates, techniques, etc. Reviews final estimate packages to ensure accuracy and completeness, prior to formal quotation and presentation

- Manage and administer the Construction personnel assigned to the project, including budgets, staffing, work assignments performance evaluations, etc.
- Successfully integrates technical, business, and human objectives to achieve desired results

- While on construction sites and in the development of relationships with clients, work towards continuing to source ongoing work for the Company.
- Call a preparatory meeting before construction on site begins. This should normally be held on site where it is practical to do so.
- The meeting will agree a detailed programme covering all aspects of the progression of the project; this will include a detailed timetable for project completion
- Allocates Project Engineers to specific projects. Project under construction
- Discuss and assess problems encountered by the staff on site
- Assess need for additional and input of labour, supervision and equipment during the course of construction
- Ensure that methods of work are up to date, efficient and in accordance with company and client safety policies and Health and Safety
- Ensure that developments on site which under the terms of the contract document requires of the contract document require special evaluation and assessment are correctly identified and appropriate action taken
- Coordinate and direct construction works and subcontractors
- Ensure construction/installation keeps budget/plan
- Investigate and account for any deviations from budget man-hours
- Ensure exporting and control procedures are operated correctly on all sites under your control
- Ensure construction organisation is adequate, that staff at all levels understanding their role and responsibilities and that effective delegation takes place
- Establish and maintain good relationships with clients
- Report to the Project Manager, on all aspects of construction in a detail and at intervals as determined by him
- Ensure compliance with the functional authority of the Project Manager, where this portion has been filled

Qualifications
- Bachelor's Degree in Engineering, Construction Management or Project Management Professional certification from the Project Management Institute (PMI) OR extensive construction experience (a minimum of 15 years) related to the oil & gas industry, or demonstrated equivalent via experience
- Demonstrated ability to put the Health and Safety of stakeholders at the forefront and translate into daily communication and action
- Experience working with environmental regulations as they pertain to the oil & gas industry
- Prior direct experience in managing EPC, EPCM projects up to $350 million
- Downstream Petrochemical, Energy or related experience and US Gulf Coast project experience is required
- MS Office (Excel and Word) proficiency will be needed
- Excellent oral, written, presentation, and interpersonal/rapport building skills necessary to work effectively as a team member, and to plan/coordinate processes for results

Job Purpose
To Support the Head of Construction ensuring adequate Planning, directing, coordinating, and monitoring of all construction activities, to deliver a quality and timely completion of assigned projects within the approved cost. To ensure Quality Program and Quality objectives are executed by the Site Construction Management Team, supervision consultants, and Contractors across all projects. The primary responsibility of the incumbent is to ensure compliance by Construction Contractors for Project Specifications, Codes, Drawings, Method of Statements by deployment of Construction and Quality tools at the Project Site. He is also responsible for implementing the policy and procedures for obtaining the best quality and service from the Contractors/Consultants through effective management skills.
Main Accountabilities
- Review and approve milestone construction schedules consistent with contract guidelines. Ensure practicality of time associated with each activity. Ensure costs loaded with activities do not exceed the actual cost of work.
- Proactive surveillance of project operations at site on daily basis to ensure awareness of firsthand information about the project. Manage and monitor project performance on an ongoing basis to identify issues and opportunities early and take pre-emptive action
- Plan, direct coordinate, and monitor all construction activities, requirements, and people to ensure quality and timely completion of assigned projects within the cost. Oversee the Supervision Consultant for progress reporting including schedule updates, forecast to complete, variance identification and opportunities for improvement
- Coordination with Engineering department for any design discrepancies, liaise between Engineering department and Contractor for design changes and approvals by management (If required). Resolve issues and conflicts related to daily site construction activities and efficiently delegate tasks to team members and ensure adherence to it. Has capability to estimate & evaluate labors daily productivity to make sure the contractor proposed time schedule is reasonable and can be achieved on site.
- Ensure, Contractors, Sub-Contractors and other site stakeholders are well informed and adhere to deliver Quality outputs during Project Operations. Interpret Codes, Standards and Project Specifications to clarify elements to ensure understanding and ensuring contract requirements are being met.
- Ensure that Project Construction activities follow the requirements of Kinan Quality policies and procedures, Project Quality Plan, Contract Specifications and Drawings, Method of Statement. Liaise with Quality Assurance Department to provide performance feedback of contractors at the Project Site. Must be able to understand the ISO Quality Management System Requirements
- Site Surveillance for 60-70 % of daily operations related to the Contractor's execution quality and monitor the inspection and test plan and encourage the attainment of quality requirements. To provide leadership to those involved in the project by defining work and ensuring deadlines are understood and adhered to and that project objectives are articulated and understood
- Conduct Lesson Learnt workshop in coordination with HOD QA to Site Contractor to share non conformances and problems faced during execution for continual improvement purposes and Conduct Toolbox Talk meeting with Site Construction Management Team, Site Contractor related to Project Deliverables and comments.
- Report and record Discrepancy items, Non-Conformance, Corrective Action and Preventive Action requirements to the site Construction Management and maintain follow up register to close out. Maintain the log for each Quality Tool.
- Report serious quality problems or concerns to Site Construction management and take necessary action immediately and in case not addressed escalate to Head of Quality Assurance. Analyze the results of Quality tools submitted by Head of QA/QC and take actions to ensure that the issues are addressed and not repeated in future.
- Review of Method of Statements for Site work and ITP'S for ensuring that all the aspects of work scope have been incorporated. Review and approve Payments certificates for Suppliers, Consultants and Contractors. Lead Invoice payment process and ensure payments done on time to stakeholders.
- Assist Tendering & Contracts department in prequalification process for Supervision Consultants, General Contractors and Subcontractors etc. Assist Tendering & Contracts in technical SOW and all associated documents preparation and provide feedback and final recommendation of shortlisted bidders after technical evaluation.
- Assist Tendering & Contracts in technical evaluation of proposals, provide feedback, bids clarification and final recommendation and to Review BOQs / Technical Specs and provide feedback. Assist Contracts department in managing project budgets sheets / Cost Control sheets / Cash flow sheets reporting monthly to management about actuals vs budget and highlight potential cost overruns throughout the life of project.
- Ensure compliance with safety precautions at site, make sure the general contractor and supervision consultant team is taking proper actions with all site team.
Job Context
Operating Environment:
- Based in Riyadh/or project site location as assigned / Travel frequently is required
- Works primarily on project sites with frequent field surveillance (60–70% of time) and office based reporting/coordination.
- Engages in multi-project environment requiring close coordination with Engineering, Quality Assurance, and Contracts departments.
Communications & Working Relationships
- Reports to Head of Constructions
- Employed under a one-year contract and will be renewable for a comparable period unless either party notifies
- Regular communication with Head of Constructions, Engineering, Quality Assurance, Tendering & Contracts, Finance, and relevant project teams for alignment and approvals.
- Daily interaction with Contractors, Subcontractors, Supervision Consultants, and Suppliers to ensure compliance with specifications, quality standards, and safety requirements.
- Represents Kinan in site-related meetings, inspections, and coordination sessions with stakeholders.
Framework, Boundaries & Decision-Making Responsibility
- Holds authority to approve construction schedules, payment certificates, and Method Statements/ITPs related to site work.
- Accountable for ensuring compliance with contract specifications, ISO quality management systems, and Kinan policies.
- Provides technical evaluation and recommendations in Tendering & Contracts processes but final award decisions rest with Head of Constructions/Management.
- Leads site teams and delegates tasks with accountability for quality, cost, and safety performance on assigned projects.
- Escalates unresolved quality or safety issues to Head of Constructions or Head of QA/QC as appropriate.
Required Education & Experience
- Bachelor's degree in civil engineering, Construction Management, or related field
- Minimum 5–7 years of progressive experience in construction management, including site supervision, contractor coordination, and project delivery.
- A minimum of 2-3 years of Quality Control experience in Residential construction and commercial Projects
Required Languages & Computer Skills
- Strong Knowledge for Microsoft Office programs including Outlook (email), Word (document processing) and Power Point (presentations)
- Possess strong written and verbal communication skills, business and technical writing
- Ability to speak and write in both Arabic and English.
- Ability to use AutoCAD and edit drawings, underlay different disciplines and find the conflicts/clashes (if any)
- Ability to open and view Revit files
