Job Title: Project Engineer (E2)

As a Project Engineer (E2), you will be responsible for overseeing the planning, design, and construction of projects from conception to completion. You will work closely with the project manager and other team members to ensure that projects are delivered on time, within budget, and to the highest quality standards.

Responsibilities

  • Ensure accurate and timely reporting standards are maintained throughout the project(s).
  • Coordinate and communicate project group as needed on major projects in the Region.
  • Coordinate with regional and site management on status, significant trends and changes of approved projects.
  • Monitor engineering progress against budget and forecasted schedule.
  • Preparing the engineering budget, project schedules and project control budgets.
  • Maintain effective and ongoing communications with construction and contractor management teams, coordinating engineering activities with other departments.
  • Monitoring construction progress and providing technical assistance.
  • Providing technical advice and support to other departments.
  • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the line manager/supervisor.
Qualifications, Experience, Knowledge and Skills
  • Bachelor's degree in engineering from an accredited university.
  • Minimum 10 years' experience in large-scale infrastructure or city development projects.
  • Minimum 5 years' experience of water and wastewater projects.
  • Knowledge of professional project management processes and procedures.
  • Experience of implementing a zero-accident philosophy.
  • A record of engagement with government entities / utility providers.
  • Excellent Bilingual Arabic-English skills.
  • Experience of working internationally.

The Role

We are looking for a highly organised and detail-oriented professional to support the coordination and administration of customer enquiries, tendering activities, and project execution. This role is central to ensuring the smooth and efficient delivery of complex decommissioning operations by managing documentation, scheduling, communication, and compliance processes.

Working closely with technical teams, the successful candidate will help facilitate the planning and execution of projects such as well severance, structural and subsea dismantling, and controlled flow excavation. While a general understanding of cold cutting technologies and related tools is beneficial, the emphasis of this role is on administrative support rather than technical leadership. The ideal candidate will be proactive, reliable, and capable of managing multiple priorities to ensure that all aspects of the project lifecycle are delivered in line with the agreed scope of work.

Principle Accountabilities

  • Ensure compliance with HSE requirements, including HAZID, HAZOP, and HIRA processes, and conduct incident investigations and after-action reviews to drive continuous improvement.
  • Manage projects from tender through to completion, providing technical input, coordinating teams, and overseeing logistics, procurement, and equipment readiness.
  • Review and align project control budgets and baseline schedules with the “as sold” Cost, Time & Resource model, ensuring execution complies with the Product Line Integrated Management System and Management of Change process.
  • Maintain and update the Project Status Report (PSR) weekly, focusing on cost variance, risk and opportunity analysis, and key performance indicators, while ensuring timely invoicing and cash collection in collaboration with finance.
  • Monitor commercial risks through regular reviews of the risk register, identify variation order opportunities, and implement mitigation strategies.
  • Oversee the development and approval of operational procedures, conduct pre-mobilisation briefings including walkthroughs and risk assessments, and assess offshore team competencies.
  • Forecast technician requirements to support resource planning and ensure timely project closure, including reconciliation of purchase orders and final PSR issuance confirming gross margin and cash collection.
  • Capture client feedback and document lessons learned to enhance future project delivery and strengthen collaboration with internal service functions.

    Qualifications and Experience

  • Strong administrative and organisational skills ideally gained within an equipment hire/oil services environment.
  • Ability to multi-task effectively, be confident and professional, and comfortable working to tight deadlines whilst maintaining a high level of accuracy.
  • Excellent communication and interpersonal skills.
  • High attention to detail with problem-solving abilities.
  • Familiarity with health, safety and environmental (HSE) practices in operational settings.

Responsibilities:

  • Develop and lead an integrated project team that includes SMEs and stakeholders to achieve the project's objectives from project creation through closeout using a gated project process.

  • Review, approve, or reject, and track all field installation changes and the associated cost and schedule impact on the project. Coordinate and participate in all PSSR meetings and ensure all action items are completed on time.
  • Manage the development and implementation of all training, procedures, and equipment record updates required for the project.
Qualifications / Requirements
  • Bachelor's degree in mechanical or chemical engineering
  • Minimum of 15 years of overall experience and 5 years of industry-specific (petrochemicals or chemicals) experience in leading all facets of project management as the Owner’s/Operator’s Project Engineer/Manager
  • PMI PMP certification would be considered a plus
  • Excellent verbal and written communication skills in English. Ability to write technical reports, scope of work documents, project plans, and develop presentations. Strong presentation delivery skills.
  • Excellent leadership and facilitation skills to conduct productive team meetings, ask the right questions, keep the team on track, and achieve required results.
  • Strong analysis, problem-solving, and critical thinking skills; ability to remove hurdles and drive results.
  • Conversant with engineering drawings such as PFDs, P&IDs, plot plans, layouts, equipment drawings, piping isometrics, datasheets, etc.
  • Proficient in the Microsoft Office suite. Ability to develop flow diagrams and sketches in Visio for presentations and meetings.

Position Summary
  • Process barepump / pump package order from various EPC and end-user
  • Review, reconcile and define order requirement and understand all applicable specification.
  • Prepare RFQ & PR (purchase requisition) for buy-outs per project requirement
  • BOM creation and upload to ITT ERP system
  • Review of internal (pump related documents) and buy-out documents (motor, coupling, mechanical seal, seal system, etc…) and ensure compliant to project and specification requirement.
  • Prepare engineering submittal (i.e. GAD and auxiliary piping drawing in 2D and 3D, pump sectional drawing, wiring diagram, P&ID, etc…) utilizing ITT Goulds CAD software
  • Upload and download of submittal / internal documents to / from ITT Goulds data base
  • Interact to various Goulds facility, global engineering, inter departments, customer and vendors throughout the progress of the project.
  • Interact and provide support to operation and necessary reference documents required for pump/pump package assembly.
  • Attend customer, vendor and inter-department meeting
Position Requirements
  • Degree in Mechanical Engineering
  • 5 years’ experience with pumps and pump package.
  • 3-5 years’ experience in CAD modeling and documentation
  • Proficient with CREO Parametric 3D Modeling/drawing creation and also with Autocad
  • Familiar with ASME Y14.5 Dimensioning and tolerancing, including GD&T
  • Knowledgeable of ERPLx system
  • Knowledgeable of Aramco & Sabic specifications and international standard such as API, ASME & ANSI.
  • Knowledgeable of pump package design / lay-out
  • Knowledgeable of driver equipment and its operation
  • Knowledgeable of API plan and sealing system and its operation
  • Knowledgeable of pump package’s instrumentation
  • Knowledgeable of chemical and Oil & Gas industry.
  • Ability to manage multiple tasks
  • Highly self-motivated, a willingness to make a difference and learn
  • Excellent communication skills and the ability to work with different engineering team members
  • Working knowledge of MS Office products such as Excel, Word etc.
  • Strong design judgment.
