- Cost Control: Experience managing budgets, forecasts, trends, and changes; understanding of allowances and cash flow.
- Planning & Scheduling: Ability to interpret schedules and assess impacts of changes.
- Quantity Surveying: Familiarity with standard measurement systems and verification of payments and calculations.
- Construction Knowledge: General understanding of engineering models and construction drawings.
- Proficiency in MS Office and other relevant software.
- Ability to work effectively under pressure.

This PMO initiative supports the delivery of a multi-year, multi-billion-riyal capital development Programme aligned with national aviation objectives. Operating as an integrated consultancy–client team, the PMO provides strategic oversight, governance, and operational support to ensure that all projects across the national airport portfolio are delivered on time, within budget, and to the highest quality standards.
The Programme encompasses portfolio management, project controls, engineering standardization, construction assurance, asset management, and governance functions, with direct engagement across multiple Operating Companies (OpCos).
Role Purpose
Lead the project controls function within a high-profile national aviation PMO, overseeing cost, schedule, risk, and change control for a multi-billion SAR portfolio. Ensure standardization, data-driven decision-making, and performance excellence across multiple operating companies. Reports to the Head of Project Control.
Key Responsibilities
1.Strategic Leadership in Project Controls
- Lead the implementation and continuous enhancement of the Integrated Project Controls Framework across all OpCos.
- Ensure consistency with PMO guidelines, standards, and reporting requirements.
- Provide oversight of portfolio-level cost, schedule, risk, and change control.
2. Cost Management
- Oversee development of cost estimates, budgets, cash flows, and cost forecasts for the entire portfolio.
- Manage cost control processes including earned value analysis, variance analysis, and benchmarking.
3. Schedule Management
- Supervise the preparation and maintenance of integrated master schedules (L1–L4).
- Review contractors’ schedules for compliance with PMO requirements.
4. Risk & Change Control
- Maintain a live portfolio risk register, ensuring proactive mitigation strategies.
- Oversee the structured change management process, including impact assessments.
- Coordinate lessons learned and trend analysis to inform strategic decision-making.
5. Data, Reporting & Systems
- Lead the production of monthly portfolio/program/projects reports, executive dashboards, and progress updates using Power BI and PMIS.
- Ensure data validation and integrity across all Operating Companies.
- Drive automation and digitalization initiatives for project controls.
6. Stakeholder & Team Engagement
- Act as the primary interface between PMO project controls and Operating Companies, PMCs, contractors, and internal stakeholders.
- Mentor, coach, and develop project controls staff, promoting knowledge transfer and local talent development.
- Participate in strategic reviews with Matarat leadership and provide decision-support insights.
What do we need from you
Education : Bachelor’s degree in Engineering or related discipline from an accredited university.
Experience :
- 15+ years (minimum 12 years with exceptional profile) in project controls (Cost, Schedule, Risk & Reporting) on large, complex capital programs.
- Proven track record in leading project controls teams on multi-billion SAR large-scale infrastructure projects – Aviation Experience is a Plus.
- Demonstrated expertise in PMO environments, preferably with exposure to governance frameworks and integrated portfolio management .
- Strong knowledge of engineering, procurement, contracts, construction, commissioning processes.
- International exposure; KSA / GCC experience highly preferred .
Skills :
- Advanced proficiency in Primavera P6, Cost & Risk management tools, Power BI, and PMIS systems.

“What You’ll Be Doing”
Provides direction and management to a team of planning and project controls professionals to fulfill the scope of services efficiently.

Plans, directs, supervises, and controls the execution of all project controls functions for the assigned program/portfolio, including

Leading the team for the development of the enterprise master schedule and program-specific master schedules, to establish robust schedule management procedures required for managing all types of schedules across the portfolio
Managing multiple teams of planning subject matter experts who are qualified to analyze, evaluate, and forecast project schedules and assess the impact of design and construction risks and changes and schedule slippages
Assigning responsibility for executing tasks to team members after careful assessment of how to utilize their qualifications and strengths.
Serves as the primary point of contact for program stakeholders, including client’s senior management and external parties. Facilitates effective communication and collaboration among stakeholders and manages expectations, by ensuring satisfaction and addressing concerns promptly.
Demonstrates leadership skills of notable strength, allowing to motivate and inspire all relevant stakeholders to deliver their best work in alignment with the client’s strategy and objectives.
Promotes technical excellence on the program, including identification of opportunities for process improvements and implementation of best practices and continuous improvement initiatives.

Hatch is seeking a Project Control Manager to join our team in Al Jubail, Saudi Arabia . In this role you will be assigned to a project leading a team of planning engineers, cost engineers and estimators. You will be responsible for all project control functions through a project from the prefeasibility to execution phase
Key Responsibilities :
- Review and understand all relevant project documentation and conditions.
- Develop and implement project control procedures and reporting frameworks.
- Prepare project control setup plans, assign team members, and conduct kickoff meetings.
- Establish baselines, coding structures, systems setup, and reporting protocols.
- Review and approve capital cost estimate plans.
- Collaborate with clients to define accounting requirements, including approvals, payments, funding, and reporting.
- Analyze performance and forecast remaining work using confirmed scope, staffing plans, and cost estimates.
- Confirm and distribute project authority delegation matrices.
- Define project objectives with clear schedule and cost expectations.
- Lead and coordinate the project control team’s activities.
- Implement document management and control processes.
- Set up reporting schedules, formats, and calendars.
- Maintain time and cost trend indicators and performance statistics.
- Analyze schedule and cost data to support timely management decisions.
- Conduct progress measurement and earned value analysis.
- Develop and report on project KPIs.
- Review job status and recommend corrective actions as needed.
- Monitor actual vs. planned progress, including manpower, productivity, and performance metrics.
- Collaborate with other team leads to ensure schedule and cost updates are accurate.
- Compile final job statistics and analyze procedures for future improvements.
- Provide timely feedback on key project issues to stakeholders.
Qualifications & Experience :
Estimating : Strong understanding of estimating fundamentals and ability to review project and change estimates.

- Minimum 5 years of post-graduate experience in a managerial role.
- At least 10 years of experience across the following areas:
- Estimating: Strong understanding of estimating fundamentals and ability to review project and change estimates.
- Cost Control: Experience managing budgets, forecasts, trends, and changes; understanding of allowances and cash flow.
- Planning & Scheduling: Ability to interpret schedules and assess impacts of changes.
- Quantity Surveying: Familiarity with standard measurement systems and verification of payments and calculations.
- Construction Knowledge: General understanding of engineering models and construction drawings.
- Proficiency in MS Office and other relevant software.
- Ability to work effectively under pressure.
- Strong interpersonal skills to engage with diverse stakeholders.
- Business acumen including risk management.
- Excellent communication, presentation, and report writing skills.
- Skilled in conflict resolution, facilitation, and negotiation.
- Experience in high-value, multi-discipline EPCM projects from start to finish.
