Responsibilities

  • Provide inputs for the design and implementation of safety systems ensuring alignment with pre-set safety standards and guidelines.
  • Assist with the installation, setup, testing, and maintenance of new safety systems and equipment, ensuring proper functionality and compliance with standards.
  • Coordinate with external vendors and contractors for the installation, maintenance, and repair of safety systems, as required, ensuring minimal disruption to hospital operations and patient care.
  • Conduct regular inspections and tests, diagnose technical issues, troubleshoot problems, and promptly resolve safety system/equipment issues and malfunctions, ensuring minimal downtime and consistently maintaining a safe environment.

  • Implement emergency response procedures during threats, emergencies, and alarms to ensure the safety of employees, patients, and visitors.
  • Support internal safety audits and risk assessments to assess compliance of systems with safety regulations.
  • Provide training and guidance to staff on the proper use and maintenance of safety systems.
  • Stay updated with industry trends, regulations, and best practices related to safety systems and implement changes to systems and procedures as necessary to meet regulatory requirements.
Knowledge and Experience

3 to 4 years of experience in Safety System Management or a related area, preferably in the Healthcare industry

Education and Certifications

Bachelor’s degree in Electrical Engineering or equivalent is required

Job Summary

The HSE Officer will support the development, implementation and continuous improvement of the HSE management system across facilities and operations. The role focuses on ensuring compliance with legal and company HSE requirements, reducing workplace incidents, driving safety culture, and supporting ISO 45001 & ISO 9001 aligned processes within facility management activities.

Key Responsibilities:

  • Implement and maintain the HSE management system in alignment with ISO 45001 and applicable elements of ISO 9001, ensuring documentation, procedures and records are current and available.
  • Conduct regular HSE inspections, facility audits, risk assessments, job hazard analyses (JHAs), and safety observations; identify hazards and recommend corrective actions.
  • Lead incident/near-miss investigations using root-cause methodologies, prepare investigation reports, track corrective actions and ensure lessons learned are communicated and implemented.
  • Monitor and ensure legal and regulatory compliance; maintain up-to-date register of applicable HSE legislation and standards for facilities.

  • Support permit-to-work systems, confined space entry, lockout/tagout, hot work controls and other site-specific safety procedures.

  • Support contractor HSE management: prequalification, induction, monitoring and performance evaluation.
  • Maintain and monitor HSE KPIs and metrics (e.g., LTIFR, TRIFR, near-miss reporting, corrective action closure rates); prepare periodic reports and present to management.
  • Assist in occupational hygiene monitoring (noise, air quality, ergonomics) and the implementation of control measures where required.
  • Support continuous improvement initiatives, audits (internal and external) and corrective/preventive action processes; participate in ISO audits where required.
  • Promote positive safety culture through visible leadership, coaching, and engagement with managers and staff at all levels.

Qualifications & Skills:

  • Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science or related field preferred.
  • Minimum 8 years' HSE experience, with at least 3 years in facility management or building services environment.
  • NEBOSH General Certificate (or higher) and/or IOSH certification preferred.
  • Working knowledge of ISO 45001 and ISO 9001 requirements and practical experience implementing HSE/quality systems.
  • Strong knowledge of local HSE legislation, standards and best practices.
