Parsons is now hiring an experienced Road Safety Manager to join our team with a desire to work on infrastructure and Highway projects. The role is central to ensuring engineering integrity, design compliance, and technical coordination across all phases of the project lifecycle (include design, construction, and operation stages). The Road Safety Manager will lead coordination with the design consultants and with the contractors in coordination with the key stakeholders for the various packages, and ensure alignment with project standards, authority requirements, and stakeholder expectations to ensure all technical risks are identified and resolved proactively.
What You'll Be Doing
- Demonstrated knowledge in conducting road safety audits in accordance with the guidelines and procedures for road safety auditing and assessments throughout the MEA region.
- Ability to serve as a road safety audit team leader (Senior Road Safety Auditor) on local and international road safety audits sessions and assessments throughout the Ring Roads and Main Roads within big Highway Program in MEA region.
- Proven experience as a road safety engineer with international experience in road safety audits and studies, road safety engineering, road traffic signage and human factors in engineering.
- Proficient in conducting road safety reviews for complex highways projects such as dual carriageway, freeway, expressway, tunnels, bridges, interchanges, intersections in fully developed residential/ commercial environment; conducting road safety audits at all stages and on numerous types of facilities under all traffic conditions; according to the international and local KSA codes and Demonstrate experience of serving as Technical Adviser to road authorities in the development of policies, standards and manuals for road safety, road traffic signs and markings and information transfer to road users.
- Design and deliver education and awareness initiatives to campaigns to enhance knowledge of road safety risk and opportunities including presentations to senior client management committees.
- Design and deliver strategies to ensure the right level of engagement and consultation with stakeholders takes place.
- Ensure that program wide stakeholders road safety related risks, issues and opportunities are captured.
- Advise on safety in design, and ensure all disciplines understand and implement the principles of the Safe System Approach (Safe Roads/Roadsides, Safe Speeds, Safe Road Users, Safe Vehicles and Post Crash Response.
- Manage the relationship with all the design companies and key stakeholders to ensure smooth cooperation.
- Ensure that technical risks are clearly identified, tracked, and mitigated throughout the project lifecycle. Monitor adherence to client requirements, project goals, and quality benchmarks.
- Maintain current awareness of international and regional codes, standards, and technical best practices.
What Required Skills You'll Bring:
- Bachelor's degree in engineering or related field (from Europe or North America).
- Chartered Engineer status required.
- Minimum 20 years of relevant technical/engineering experience, including delivery of complex, multi-disciplinary projects.
- Proven experience managing design development/construction for major infrastructure programs in the Middle East.
- Experience coordinating with stakeholders, contractors, and authority bodies is essential.
- Demonstrated ability to lead technical coordination and resolve engineering challenges across design and construction.

2. OBJECTIVE/ PURPOSE OF THE JOB:
To ensure the proactive implementation of the company's QHSE policies and practices across all operations and maintenance projects, safeguarding health, safety, and environmental standards. Accountability/Tasks
- Ensure that all Company QHSE policies and NLAR practices are proactively implemented and supported - Responsible for overall Safety & Environment matters related issues within company premises, risk management in O&M Projects.
- To ensure all activities relating to Health, safety, environment in the company, and avoid risk of workforce accident during working at site.
- Reporting and supporting QHSE Manager with day to day site activities, related to Health and Safety matters.
- Shall be able to manage multiple Projects at a time, when and where required.
- Manage Subcontractor team in all HSE aspects, by proactive planning and integrating company QHSE frame work.
- Identify and evaluate hazardous conditions and practices and develop in line with the organization.
- HSE control practices and programs Reports hazards, unsafe acts, or conditions or any HSE concerns to direct Manager. Carry out daily safety checks, notify immediately of risk hazardous, give recommendation and correct it.
- Maintain, develop, perform, and measure results of training for staff relating to the Environment. Health and Safety. Keep tracking of calibration certificates and high-risk equipment permit.
- Provide injury/illness reports accurately. Manage injury/illness information database and use. Information to perform trend analysis on monthly basis in the One Safety Tool system.
- Fulfilment of Environment & Safety regulations, internal/external customer requirements. Document control (coordinate with departments for consistent review, revision or renewal of Procedures, processes, flow charts, templates, and records). Monitor all operation procedures, QA and HSE documents, other critical documents & records.
- To supports the operation process to maintain and continually improve the safety culture and performance, in line with the organization's needs to comply with business objectives in the short, medium and long terms and in accordance with the terms of our various contracts and the Integrated Management System.
- Prepare QHSE documentation for clients/projects as per the requirements and in consultation with the PM / Operations team and QHSE reporting manager.
- Undertake QHSE inspections internally and with third parties (contractors) as per the approved inspection program of the company. Follows up on the preventive and / or corrective actions identified during the inspections and monitors the timely closing of the actions in coordination with other departments.
- Carry out the MSVs, Joint Safety Tours, and Life Saving checks, shall exercise work stop when and where its required in breach of any company H&S Policy.

Key Responsibilities:
- Safety Compliance & Regulation Enforcement:
- Ensure adherence to all local and international safety standards, regulations, and laws relevant to the heavy steel industry and heavy machinery operations.
- Develop, implement, and maintain safety policies, procedures, and protocols specific to the steel manufacturing and machinery sectors.
- Monitor the implementation of safety measures and ensure compliance across all production and maintenance activities.
- Risk Assessment & Hazard Identification:
- Conduct regular safety audits, risk assessments, and hazard analyses in steel mills, machinery operations, and other related work areas.
- Identify potential safety hazards and implement corrective actions to eliminate or mitigate risks.
- Assess equipment, machinery, and facility conditions to ensure they are safe for operation, and recommend improvements when necessary.
- Safety Training & Awareness:
- Develop and conduct safety training sessions for employees, including safety induction, emergency response, machinery handling, and personal protective equipment (PPE) usage.
- Promote safety awareness across all departments and ensure that safety procedures are clearly communicated to all staff.
- Train employees on safe operation and handling of heavy machinery and steel equipment, ensuring all workers understand and follow safety standards.
- Accident Investigation & Reporting:
- Investigate workplace accidents, injuries, or near-misses, conducting root cause analysis to determine the underlying issues and prevent recurrence.
- Prepare and submit detailed reports on incidents, including corrective actions taken and follow-up measures to improve safety practices.
- Maintain accurate records of all safety-related incidents, inspections, audits, and training sessions.
- Safety Equipment & PPE Management:
- Oversee the proper usage, maintenance, and availability of all safety equipment and personal protective equipment (PPE) on-site.
- Ensure that workers are equipped with appropriate PPE for their tasks and that the equipment is in good condition.
- Emergency Response Planning:
- Develop, implement, and periodically review emergency response procedures and evacuation plans for steel mill and heavy machinery operations.
- Conduct regular emergency drills (fire, evacuation, first aid) to ensure preparedness in case of an incident.
- Health and Safety Inspections:
- Perform regular health and safety inspections on work areas, machinery, and production lines to ensure compliance with safety standards.
- Ensure that machinery and equipment are regularly maintained to prevent accidents caused by malfunction or improper operation.
- Continuous Improvement:
- Stay up-to-date with the latest safety regulations, technologies, and trends in the heavy steel and machinery industries, incorporating new knowledge into safety programs.
- Work closely with management to continuously improve safety performance and foster a culture of safety within the company.
- Documentation & Reporting:
- Maintain detailed records of safety audits, inspections, training, and safety performance.

Requirements:
- Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Science, or a related field.
- Minimum of 5 years of experience in safety management within the heavy steel industry or with heavy machinery operations, preferably in the Middle East.
- Certified Safety Professional (CSP), NEBOSH, or similar health and safety certifications are strongly preferred.
- In-depth knowledge of health and safety regulations, standards (e.g., OSHA, ISO 45001), and risk management practices in the heavy steel industry.
- Proven experience in identifying hazards, conducting risk assessments, and implementing effective safety measures.
- Strong understanding of heavy machinery operation and maintenance safety protocols.
- Ability to create and implement safety training programs tailored to steel manufacturing environments and machinery operations.
- Fluent in English (Arabic is a plus), with excellent communication and interpersonal skills.
- Strong organizational and problem-solving skills with the ability to work independently and manage multiple priorities.
- Ability to foster a safety culture and engage employees at all levels in safety initiatives.
Preferred Qualifications:
- Experience in the Middle East steel industry, with a solid understanding of regional safety regulations and practices.
