Role Overview
Own the end-to-end leasing cycle for pavilions, kiosks, F&B and retail units across the destination—prospect → pitch → negotiate → contract → fit-out → opening—while ensuring full compliance with Saudi leasing/tax/permit rules and venue standards. Build a healthy tenant mix, protect yield, and keep the destination safe, legal, and guest-ready.
Core responsibilities
Pipeline & Sales
- Build and maintain a prospect pipeline (local brands, SMEs, international traders, artisans).
- Run leasing campaigns (RFPs, roadshows, broker networks) and deliver occupancy & yield targets.
- Lead term sheet negotiations (rent, revenue share, service charges, utilities, key money, exclusivities).
Tenancy & Contracts
- Draft/review heads of terms and lease/license to occupy templates with Legal.
- Ensure commercial leases are registered on the Ejar platform where applicable (via registered broker) and align with MoMRAH/REGA requirements.
- Coordinate security deposits, bank guarantees, and insurance certificates.
Fit-out, Handover & Operations
- Issue tenant manuals (design guidelines, HSE, signage) and approve drawings.
- Coordinate permits/inspections: Civil Defense (fire/life safety), municipality (Balady) licences, signage permits, waste, food handling (for F&B), etc.
- Gatekeep opening readiness checklists (power load, egress, fire extinguishers, hygiene, accessibility).
Compliance & Permits (Events/Destinations)
- For entertainment/event activations, confirm GEA permit scope and operator obligations; track license validity and conditions; keep evidence on file.
- General Entertainment Authority
Financial & Tax
- Structure deals consistent with VAT rules (commercial rent subject to 15% VAT; residential exempt) and coordinate e-invoicing with Finance/ZATCA.
- Track arrears, reconciliations, and sales reports for revenue-share leases.
Governance
- Enforce Anti-Commercial Concealment Law (no side arrangements that enable unlicensed non-Saudis to trade).
- Apply PDPL (Saudi data protection) when handling tenant/guarantor personal data.
Stakeholder Management
- Interface with Legal, Finance (billing/VAT), HSE, Security, Guest Ops, Design/Fit-out, and Marketing.
- Prepare weekly dashboards: occupancy, WIP deals, expiries, arrears, risk log.
Qualifications
- 6–10+ years in retail/venue leasing (malls, outlets, exhibitions, festivals, attractions) in KSA.
- Proven deal closing track record; strong financial acumen (yield/rev-share models)
- Working knowledge of Ejar, Balady/municipal licensing, Civil Defense processes, GEA permits, ZATCA VAT, PDPL basics. Arabic & English; excellent negotiation and contract literacy.
KPIs
- Occupancy: ≥ 95% at season opening; ≥ 90% mid-season.
- Yield / Sqm: achieve or beat budget by +3–5%.
- Mix Quality: % of targeted categories filled; exclusivity adherence.
- Time-to-open: avg. days from HoT to store opening.
- Compliance: 100% permits (Ejar/GEA/Balady/Civil Defense) on file before trading.
- Cash: DSO/arrears within policy; security deposits 100% collected before handover.
- Tenant retention: renewal rate and NPS/ satisfaction score.
