SEA is looking for a dynamic Development Manager to join our team in AlUla, Saudi Arabia!

In this role, you will Develop and Manage one or more of AlUla County's District Infrastructure.

Roles and Responsibilities:

• Leading the District Infrastructure Program, made up of a number of work packages through the design, procurement, construction, and handover process.
• Managing Design and Project Management consultants in a Program Management capacity.
• Lead a project management support team including design, commercial, and project controls.
• Coordinating consultants across the entire program to ensure that the district infrastructure is delivered effectively.
• Challenge and advise the client organization on best practice and strategic delivery decisions.
• Support the Procurement process and onboarding of Design/Construction teams.
• Monitor and manage Risk to maintain the project schedule.
• Manage change and ensure that budgets are carefully managed.
• Bring best-in-class Project, Cost, and Project Controls Management.

Skills:

• Min 15 years’ experience in Design and Managing Design Development of Infrastructure / Roads / Utilities Projects.

• Must hold a B. Sc or a Masters’ Degree in Engineering or equivalent from a recognized University or College (M. Sc. Is preferred).
• Has 5 years’ experience in the MEA / GCC Region.
• Infrastructure Planning and Design experience / Pre and Post Contract.
• Expertise in preparing and delivering professional presentations, attention to detail.
• Expertise in writing professional reports, attention to detail.
• Taking Ownership, Proactive, Dynamic, Committed & Good listener.
• Excellent communication skills, emotionally intelligent, and eager to build good relationships.

Desirable Skills:

• Ability to communicate verbally in Arabic.
• Master’s in engineering management or PMP.

We are working with a successful infrastructure investment team, which is growing its team in the MENA region.

1. The candidate's initial sole responsibility will be as consortium lead for a large project in KSA, where the client will be the lead developer on a 6-12 month bidding process.
2. Act as the lead point of contact for the Procurer, the Consortium, and all internal/external stakeholders.
3. Participate actively in commercial, technical, legal, and financial workshops to guide participants toward desired outcomes.
4. Lead negotiations of all key transaction documents, with support from legal counsel.
5. Ensure timely submission of all bid deliverables at a high standard of quality.
6. Manage the selection of and relationships with bid advisors.
7. Prepare investment committee recommendations, confidently addressing technical, commercial, legal, and financial aspects.
8. Understand complex project finance models and collaborate with the PF team on inputs.
9. Work with internal and external project finance teams to secure and negotiate financing packages supporting transactions.
10. Identify project risks and develop appropriate risk management plans.

1. Experience in PPP/concession projects, with at least 2 highway/road/tunnel PPPs in a lead role (mandatory).
