The QA/QC Manager shall have demonstrated knowledge and training in the ISO-9000 series international standards. He shall be able to exercise judgment against the criteria of the standards. He shall have a University Degree or equivalent with a minimum of 10 years of experience in Quality Assurance system activities, of which five (5) years must be in managing quality systems relating to the contract scope of work (oil, gas, petrochemical projects, infrastructure, communication).

Responsibilities include:

1. Day-to-day management of the Resident QA/QC Manager’s activities.
2. Participation in pre-construction activities, such as schedule development, estimate development, procurement support, development of QA/QC procedures, and key personnel selection.
3. Leading site Quality Assurance/Quality Control activities.

8. Developing special Quality Assurance and Quality Control procedures.
9. Providing technical and administrative directions to the field staff.
10. Responsible for performance appraisals, goal setting, training, and quality of those functions under their leadership.
11. Coordinating inspection and test groups.
12. Supervising and managing QA/QC activities in the country to ensure the project Quality Assurance and Quality Control functions support the construction effort in accordance with the schedule and in compliance with project objectives, schedules, specifications, procedures, plans, requirements, and directives.
13. Supervising and auditing subcontractor Quality control.
14. Supervising and auditing internal aspects of environmental safety, material handling and storage, document control, and quality programs.
15. Directing others in the preparation of various weekly, monthly, annual, and job reports.
16. Ensuring client responses and reporting are prompt, accurate, and professional in all forms, verbal and/or written.

- Prepare, obtain approval, issue, and implement company quality control (assurance) program manual in compliance with owner contract and company requirements.

- Be responsible for the interaction with owner, agencies, subcontractors, and internal departments on quality related matters including performance activities such as audits, program setup, program planning, etc.

- Reports to company management as required by either regulatory requirements or by corporate structure.

- As required by quality control program manual, perform activities such as audits, preparation of company standards, notification to management of quality problems, etc.

- Responsible for Quality Control program implementation.

- Responsible for hiring, training, and supervising Quality Assurance Representatives. Will perform activities such as audits, program setup, program planning, etc.

- Provide administrative and technical direction to all quality control personnel - includes personnel administration, resolution of technical problems, development/approval of in-house training, etc.

- Act as liaison with owner, regulatory agencies, subcontractors, and/or internal departments on quality related matters as required.

- Ensure company standards as outlined in quality control (assurance) manual are effectively implemented.

- Ensure adequate corrective measures are implemented in cases of noncompliance.

- Four (4) year engineering degree plus minimum ten (10) years construction related experience.

- Proven ability to supervise personnel and excellent verbal/written communication skills required.

- Advance degree or training is desirable.
