Lead and oversee the efficient execution of projects involving the construction of Independent Sewage Treatment Plants and Strategic Water Reserves, in alignment with SWPC's overarching strategy. Ensure strict adherence to all applicable laws, regulations, and standards governing project delivery, encompassing environmental regulations, safety standards, and robust quality control measures.
Generic Accountabilities
- Develop and implement strategic plans for the project of building independent sewage treatment plant strategic water reserves that align with SWPC's corporate strategy, vision, mission, and objectives.
- Support in the development and monitoring of the department's annual yearly budget in line with strategic plans.
- Provide subject matter expertise and counsel to SWPC's leadership on related areas to facilitate the achievement of project delivery and divisional objectives.
- Manage departmental objectives by setting individual objectives, managing performance, developing and motivating the team.
- Lead talent development initiatives for project of building independent sewage treatment plant strategic water reserves in collaboration with discipline experts from SWPC to ensure talent meets business needs.

Job Specific Accountabilities
- Facilitate the acquisition of permits and approvals from relevant government agencies such as the Ministry of Interior, Ministry of Defense, Municipalities, and other stakeholders in the Kingdom's water management ecosystem, ensuring compliance with the necessary work procedures.
- Establish health, safety, environmental, and security guidelines for construction sites, investigating and addressing any security breaches, safety violations, and complaints that may arise.
- Manage the design process for projects involving the construction of ISTP and ISWR projects, aiming to enhance efficiency and optimize project processes.
- Recruit and onboard construction technical advisors, coordinating with them to provide on-site monitoring support across various projects, ensuring compliance with project requirements and standards.
- Conduct regular site inspections and internal audits to monitor and evaluate the progress of projects building ISTP and ISWR projects, ensuring adherence to established standards and identifying areas for improvement.
- Develop and implement a robust risk management plan for the ongoing project, addressing technical risks and ensuring the identification, evaluation, mitigation, and monitoring of potential threats to reduce project risks.
- Establish and execute a project performance management system for the ongoing project, monitoring and evaluating progress, identifying areas for enhancement, and ensuring timely accomplishment of project objectives within the allocated budget and in accordance with required quality standards.
- Create and implement a comprehensive communication plan for the ongoing project, facilitating effective communication with all stakeholders through regular status updates, progress reports, and organized meetings.
- Manage disputes/claims and protect SWPC financially and contractually by effectively handling and resolving any conflicts that arise during the implementation of projects, ensuring compliance with requirements and standards (timeline, quality assurance) related to building independent water production plants and transmission pipelines.
- Prepare comprehensive monthly and quarterly progress reports for internal and external stakeholders, providing updates, tracking progress, and offering recommendations pertaining to ISTP and ISWR projects.
QUALIFICATIONS AND EXPERIENCE
Minimum Qualification:
- Bachelor's degree in Civil Engineering, Environmental Engineering, Construction Management, or any other related field

Key Responsibilities
1. Project Planning & Mobilization
- Develop the comprehensive project delivery plan including scope, schedule, budget, risk, and quality frameworks.
- Manage site handover, logistics, and storage arrangements.
- Establish HSE induction and compliance procedures.
- Define roles, responsibilities, and communication protocols across all stakeholders.
2. Design & Approvals
- Coordinate finalization of IFC and shop drawings across all trades.
- Oversee timely submission of material submittals and ensure alignment with project specifications.
- Facilitate and track client approvals, ensuring no delays in design progression.
3. Procurement
- Lead vendor prequalification, evaluation, and contract negotiations.

4. Construction & Installation

- Resolve on-site issues promptly to avoid delays or rework.
5. Testing & Commissioning

- Coordinate with client for staged inspections and acceptance testing.
6. Final Handover & Close-Out
- Ensure preparation and submission of O&M manuals and as-built documentation.
- Deliver client training and conduct final inspections.
- Manage punch lists and ensure timely completion.
- Initiate and oversee the Defects Liability Period (DLP).
Cross-Phase Responsibilities
- Project Control: Maintain overall project schedule, cost tracking, risk register, and progress reporting.
