Roles and Responsibilities

• The position holder directly reports to the Operations Leader of Saudi Arabia

• Coordinate internal resources and third parties/vendors for the flawless execution of projects (Turnkeys, Substations Extensions, retrofit and maintenance) in Saudi.

• Lead technical contractual and financial management of constructions projects including Engineering, CW, manufacturing, Delivery, Erection and commissioning.

• Ensure that all projects are delivered on-time, within scope and within budget

• Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility

• Ensure resource availability and allocation

• Develop a detailed project plan to monitor and track progress

• Manage changes to the project scope, project schedule and project costs using appropriate verification techniques

• Measure project performance using appropriate tools and techniques

• Report and escalate to management as needed

• Manage the relationship with the client and all stakeholders

• Perform risk management to minimize project risks

• Establish and maintain relationships with third parties/vendors

• Provide inputs from project execution to build budget / forecast: Sales, CCM, cash flow

• Ensure that the sales/Billing/Cash plan is achieved according to the monthly budget

• Impulse generation of improvement actions that improve projects’ execution performance

• Monitor these actions and their sustainable implementation at operational level

Supervision of Contract Management

• Drive and control the enforcement of Contract Management Processes with external support (Legal, finance, Risk Committee, …)

• preparing and negotiating Variation Orders and Claims, with advice from the legal adviser when necessary

• Report identified or anticipated deviations to the Operations Manager and proposing corrective actions

Portfolio Analysis

• Backlog / Book to Bill analysis versus Budget Target

• Performs global risk assessment, forecasts, mitigation/management view, Sales/GM Landing

Required Qualifications

• Electrical Engineering bachelor’s degree or relevant educational background

• Register in Saudi council of engineering (SCE).

• At least 15 years’ experience in project execution, project management role with Transmission & Distribution Engineering background

• Proficiency in English and Arabic are mandatory.

• People management experience in a similar field.

• Minimum 3-7 years working experience as a Project Director in Saudi with a focus on turnkey substations.

• Well experienced on Turnkey EHV/HV/MV substations, engineering and construction background.

• No obstacle to travel in and out of Saudi depending on the projects.

• Preferably has an MBA certificate.

1. Develop and implement a comprehensive project management plan that aligns with the client’s goals, quality standards, and budgetary constraints.
2. Oversee all phases of the project lifecycle, including planning, design, construction, and commissioning, to ensure seamless execution.
3. Establish and enforce project schedules, quality standards, and safety requirements.
4. Lead and manage the PMC team, which includes project managers, engineers, schedulers, cost controllers, and quality assurance personnel.
5. Facilitate collaboration and effective communication among the PMC team, contractors, designers, and the client to drive project progress and resolve issues.
6. Serve as the primary point of contact between the client, PMC team, contractors, and other stakeholders.
7. Conduct regular project status meetings and provide comprehensive updates on project progress, financials, schedule, and any potential risks.

22. Promote sustainability initiatives within the project, ensuring compliance with environmental regulations and implementing practices that minimize environmental impact.

30. Implement digital project management and Building Information Modeling (BIM) tools to streamline project controls and improve efficiency.
31. Leverage data analytics for forecasting, risk assessment, and decision-making to proactively address challenges.
32. Oversee the commissioning and testing phases, ensuring all systems meet performance standards before final handover.
33. Develop and execute a comprehensive handover plan, ensuring smooth project transition to operations and maintenance teams with proper documentation and training.
34. Conduct post-project evaluations to capture lessons learned and implement best practices in future PMC projects.
35. Establish a knowledge-sharing framework within the PMC team to enhance performance and promote continuous improvement.
36. Develop contingency plans to address potential crises, such as labor strikes, supply chain disruptions, or natural disasters.
37. Act as the crisis management lead, coordinating emergency response efforts and ensuring timely communication with all stakeholders.

1. Bachelor’s degree in Civil Engineering, Project Management, or a related field (Master’s degree preferred).
2. Professional certifications such as PMP, PgMP, or PRINCE2.
3. Minimum of 25 years of experience in project management, with at least 10 years in a PMC role on airport or large-scale infrastructure projects.
4. Proven track record of managing large, complex projects, including project scope, budget, and schedule.
5. Advanced knowledge of PMC processes, construction laws, and regulatory requirements in the aviation sector.
6. Exceptional leadership, negotiation, and interpersonal skills to engage diverse stakeholders effectively.
7. Proficiency in project management and scheduling software, cost control tools, and risk management methodologies.
