Role Overview
The Project Controls Director is a strategic leadership role within NEOM’s Project Management Office, responsible for overseeing the development and implementation of project controls systems that ensure the successful delivery of projects within budget, scope, and schedule. This position entails leading a team of project control specialists, establishing key performance indicators (KPIs), and implementing best practices in cost management, scheduling, and risk assessment. The Project Controls Director will work closely with project managers, senior leadership, and stakeholders to provide insights and recommendations that drive project success. Reporting to the Executive Director of Programme Management, this role is essential for maintaining financial and operational integrity across NEOM’s projects.
Key Responsibilities
Project Controls Management
- Develop and implement robust project controls frameworks to monitor and manage project performance across NEOM’s portfolio.
- Establish and track key performance indicators (KPIs) to evaluate project progress, identify variances, and recommend corrective actions.
- Oversee the integration of cost management, scheduling, and risk assessment processes to ensure alignment with NEOM’s strategic objectives.

Job Description:
Parsons is seeking a talented Project Controls Manager to join our team on the Qiddiya project.
Position Overview:
Develops, establishes, and maintains all aspects of cost control and planning/scheduling for complex projects. Utilizes broad experience and expertise across various projects and clients.
Specific Responsibilities:
- Provides guidance and assistance in resolving complex project control issues.
- Interfaces with clients, attends meetings, and provides reports.
- Provides tools for project cost control to management.
- Leads development of work breakdown structures, analyzes schedule and cost performance, and forecasts project status.
- Coordinates staffing, supervises project activities, and trains personnel.
- Conducts performance reviews and personnel development.
- Uses historical data for planning and forecasting.
- Leads assessment of design/construction changes and schedule slippages.
- Maintains project control systems and keeps management informed.
- Customizes control systems to project needs.
- Performs other related responsibilities.
Key Relationships:
- Supervision from Project Control Manager and Project Manager.
- Supervises Project Control Engineers/Specialists.
- Internal contacts with project employees.
- External contacts with clients, suppliers, and government agencies.
Education and Experience:
Bachelor's Degree in Engineering or Construction Management (or equivalent) and 10+ years of related experience.
Skills and Competencies:
- Basic engineering knowledge in electrical, mechanical, civil, or related fields.
- Proficiency in project controls software and Microsoft Office.
- Potential to lead and familiar with industry practices.
