Key Responsibilities

**Job Description:**
Parsons is looking for a **Program Director** to join our team.
**POSITION OVERVIEW:**
Provides direction and management for development, design and construction phases of large projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations. The Project Director must be capable of managing a project or program valued up to $500 million in total installed cost. Prior experience must include significant project management or development management assignments at the Project Director level. Experience should also include operations management of personnel and facilities. Relocation to the job site may be required.
**SPECIFIC RESPONSIBILITIES:**
+ Acts as the Company representative with the client and selected consultants, designers and contractors during the program execution.
+ Manage the planning and delivery of a major project and ensure operational consistency across the program, focus on cost, schedule, and quality excellence.
+ Negotiates changes to the scope of work with the client and key consultants, designers and contractors.
+ Responsible for following up on instructions and commitments associated with the project.
+ Implement agreed strategies, through delivery of workplans and other key documents and approaches in accordance with program requirements and accepted best practice.
+ Lead the implementation and application of best practice program management, ensuring compliance and consistency across the interfaces and across delivery.
+ Contribute to the development of innovative principles and ideas.
+ Facilitates forming partnerships with key stakeholders and organizations impacted.
+ Assigns work to employees, oversees, and tracks the completion of work assignments.
+ Recruits and mobilizes resources, through liaison with support functions and corporate to create project teams capable of completing effective, quality work.
+ Maintains clear and concise work standards and goals; provides training and development; completes performance evaluations, conducts employee counselling, takes corrective action as necessary, and ensures entire team consistently delivers the same.
+ Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
+ Collaborates with Business Development to market and secure additional work with clients.
+ Participates in negotiations with regulatory agencies and in public meetings in support of clients.
+ Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.
+ Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project.
+ Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
+ Provides input to performance reviews and development plans for subordinates. Field responsibilities may include labor relations, local procurement and payroll operations, etc. if required.
+ Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
+ Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers.
+ Collaborates with the office facilities staff to address project space requirements.
+ Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
+ Ensures that the project meets or exceeds the goals established in these plans.
+ Works with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes.
+ Promotes technical and commercial excellence on the project through the application of Quality Assurance processes.
+ Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
+ Establishes weekly meetings to review project status and formulate action items.
+ Performs other responsibilities associated with this position as may be appropriate.
**EDUCATION/EXPERIENCE:**
+ Bachelor's degree in architecture / engineering and typically 20+ years of related work experience in mega construction and engineering projects, specifically strong project and commercial management experience across multi-disciplinary teams and functional teams, internal and external stakeholders.
+ The incumbent should have a broad general technical and business background, as well as previous development management experience on similar or related large-scope project types.
+ Safety leadership competence essential, qualifications and/or related training preferable.
+ Excellent communication skills in English.
+ Professional registration is also required.
+ Motivated, active, team player, social and proactive.
+ Mentor and develop relevant personnel. Identify potential recruits at entry and senior levels.
+ Demonstrate critical cultural consciousness.
+ Strong stakeholder management and ability to navigate political environments.
+ Analytical mindset with problem-solving skills to manage project challenges.
+ Ability to manage conflict under pressure.
+ Strong communication, presentation and reporting skills.
**SKILLS/COMPETENCIES:**
+ Incumbent must meet Parsons' project management certification requirements.
+ Demonstrate leadership and management skills with Stakeholder, Client, Designer and Contractor.
+ Proven experience of working within complex construction environment.
+ Excellent ability to lead teams and follow through and deliver against demanding targets.
+ Ability to clearly deliver work instructions in a complex stakeholder environment.
+ Excellent ability/experience to work in a matrix organization (dual reporting).
+ Proven ability to interact with and influence senior-level management, including consultation, motivation, and negotiation with client groups, employees, vendors, and contractors.
+ Must function effectively under time constraints, schedule workload to meet deadlines, and have the ability to prioritize.
+ Ability to manage and work in a team, deliver objectives and targets.
+ Thorough knowledge of industry practices and regulations are also required.
+ In addition, one must be knowledgeable of current technology and how it can be effectively utilized on the project.

**About this opportunity**:
We are looking for an Information and Communication Technology (ICT) Program Director (PD) who will lead number of projects in the Digital Services (DGS) domain (BSS, OSS, Core & Cloud)) in a cluster within for a limited period towards its goal in terms of scope, time, costs, and quality in accordance with the agreement made with the project sponsor. You will ensure that a contract for products and/or services is delivered to the satisfaction of Customer, Program sponsor and Ericsson.

To be successful, you will record details and clarify the project scope, secure the vital resources, and plan and monitor all necessary activities. Depending on the project category and complexity, you will be active participant in the project governance group and engage Stakeholders.

**What you will do**:

- Build a strong Customer Relationship at C-Level (IT, Engineering, Marketing, Finance etc.). Daily presence at customer site, becoming a sort of Ericsson “agent” at the customer premise to increase the customer’s trust in Ericsson as a Partner.
- Need hands-on experience when it comes to projects delivery and guide up-sales opportunities.
- Mentor the team, to interact with them and to support them in their professional growth, and to identify and recognize talents!
- Support asset and organizational set-up and growth; a main contributor to the Professional Service culture growth, delivery methodology fine-tuning as well as harvesting the best approaches from the programs driven.
- Be responsible for contract fulfillment, establish the program organization, clarify scope and secure vital resources at the right cost level
- Secure delivery compliance to both contractual and business-case requirements!
- Drive program executions and securing delivery according to contracted scope and delivery dates
- Need ICT, BSS & Core Networks proficiency and solid track record in **Operator Transformation Programs and System Integration Projects with minimum budget of 15MUSD.**:

- Having complex migration experience in system integration projects.
- Manage projects operational relationships with the customer, arranging meetings, customer events and ensuring a high level of customer satisfaction
- Strong Leadership Skills are required. Required to work closely with the account team during presales, involved in contract execution strategy, cost estimations, time & resource planning.

**You will bring**:

- Education: Bachelor or Master of Science in Engineering, Computer Science or equivalent.
- 12-18 years of Project Management solid experience: in Information and Communication Technology industry with demonstrable experience of managing complex programs
- Domain and Technology experience: BSS, Telecom Core & Cloud and OSS.
- Areas of Expertise: Ericsson Charging, Ericsson Billing, MFS, Ericsson Virtual Network Functions Implementations in Packet and Voice Core Networks.
- Certification: PMI© project manager certification (PMP) or equivalent
- Proven problem-solving skills and good in written & spoken communication
- Customer focused and desired to understand business and customer needs. Flexible to work in team with high interpersonal skills.
- Professional attitude with solid ability to prioritize, manage time and deliver results
- Proficiency in English

**Additional Requirements**:

- MBA is plus
- Experiences related to project management methodologies, techniques and tools and professional competence related to the project type and the nature of the project outcome.
- Experience working with multi-national global decentralized organizations with the ability to establish good working climate in a virtual environment using phone, mail and collaboration tools as communication vehicles.
- Experience/knowledge in Ericsson Business Process (EBP) IT Process, ITIL, eTOM will be preferred.
