We are seeking a Training Program Development and Evaluation Analyst to join the Academic Programs & Partnerships Department (AP&PD).

The Academic Programs & Partnerships Department (AP&PD) is responsible for developing a professional competent workforce in support of Saudi Aramco operations by preparing qualified professionals to meet the company’s strategic objectives.

As a Training Program Development and Evaluation Analyst you will be responsible to develop & evaluate the training programs, evaluation, and provide regular updates for the company’s professional workforce.

Key Responsibilities

As the successful candidate you will be required to perform the following:

  • Serve as a company authority in one or more of the following areas: training needs assessment, job analysis, test development and validation, or training program development & evaluation.
  • Provide professional expertise in developing, delivering, and evaluating professional learning and development solutions for various sectors of the company’s workforce.
  • Analyze university programs and courses in different disciplines and match them with business needs
  • Conduct all training program development processes and subprocesses related to the analysis, design, development, implementation, facilitation, evaluation of learning, development, and performance solutions.
  • Engage with employees, work groups, Subject Matter Experts (SMEs), and leaders across a variety of organizations to integrate approaches to learning, development, and performance.
  • Develop and implement governance and procedures related to learning, development, and performance.
  • Conduct quality assurance reviews to different professional training programs.
  • Provide consultation to leaders, Subject Matter Experts (SMEs) to gather data, identify needs, recommend learning, development, and performance solutions.
  • Use relevant systems for e-learning, virtual learning, collaboration, mobile learning, learning management, content management, knowledge management, talent management, and performance monitoring.

Minimum Requirements

As the successful candidate you will hold a:

  • Bachelor’s degree in Instructional Design, Human Resource Development or related discipline from an accredited university. Master’s degree in adult education or professional development-related discipline is a plus.
  • Minimum of 10 years of experience related to adult education and instructional development and evaluation including: analysis, design, development, implementation, facilitation, and evaluation of learning, development, and performance solutions.
  • Familiarity with instructional design and instructional development models such as: ADDIE and ADDIEM.
  • Certification Professional in Talent Development (CPTD) or similar professional certification is a plus.
  • Familiarity of using learning technologies, such as: learning management systems (Canvas, Blackboard, etc.), and e-learning development tools (Storyline).

Responsibilities

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

  • Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.

  • Maintains aggressive efforts to achieve objectives.

  • Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.

  • Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.

  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.

Required Skills and Experience

  • Bachelors (in technical field)

  • Seven+ (7) years of experience successfully managing large teams (e.g., 20+ person). Five+ (5) years of this experience in direct support to a program office (PMW) or similar organization with the United States Department of the Navy (DoN).

  • Knowledge of Foreign Military Sales (FMS) processes and procedures, as identified as part of the work experience listed.

  • Experience interacting with foreign senior military/government officials.

  • Experience managing teams in multiple geographic areas, including Outside the Continental United States (OCONUS) locations.

  • Experience working with United States Government (USG) military/government officials (e.g., Program Managers, GS-15 civilians, O-6 field grade officers) and foreign senior military/government officials.

  • Experience managing foreign travel/relocation arrangements and approval (e.g., visas, insurance, and hazard pay).

  • Experience developing and maintaining Integrated Master Schedules (IMS) and the ability to present the IMS in multiple formats, including Microsoft (MS) Project and MS PowerPoint (or similar software).

  • Ability to effectively communicate orally and in writing with Flag Officer level personnel regarding technical and programmatic issues.

We are looking for a Program Manager who will lead programs of work or several unrelated projects, oversee Project Managers and delivery teams executing these projects. You will support the Project Managers in delivering full lifecycle digital transformation projects from inception to implementation using agile methodologies. You will assist with the assembly of teams and the development of detailed work plans, process improvements, project estimates, financial management and resourcing using straightforward problem-solving skills. What you'll do:

  • Manage, mentor, and progress their team, overseeing their work and performance.
  • Constantly and consistently identify, implement, and socialize the most effective processes, tools, and systems to keep the department current with project management processes.
  • Collaborate with department heads and leadership to create achievable and measurable project plans that include regular status reporting and RAID documentation.
  • Oversee execution, workflow, and resourcing of projects.
  • Lead and develop comprehensive resource models and risk mitigation plans in collaboration with discipline leads.
  • Identify and pursue opportunities to foster cross-training to help build a strong foundation for the team.
  • Serve as a program delivery lead for high visibility projects.
  • Together with strategy and tech co-own the growth of the accounts under their supervision.
  • Develop project plans and assumptions for new business pursuits!
  • Collaborate on SOW creation (timeline, resource model & assumptions)
  • Manage program revenue and accountability for actualization of sold revenue.
  • Make program level decisions based on margin and revenue data.
  • Project, present and commit program revenue to leadership
  • Display confidence when leading a conversation with a willingness to have and share a point of view even if it's an unpopular opinion.
  • Actively contribute to the development of the company's culture and standards of quality

What will be expected of your team:

  • Provide agile project management oversight for multiple projects. Activities include:
  • Coaching and mentoring teams to follow Agile best practices.
  • Facilitating scrum ceremonies
  • Preparing capacity and velocity metrics for teams ahead of sprint planning
  • Administrating task board management
  • Define project objectives, scope, estimate, timeline, and level of effort.
  • Forecast and communicate resourcing needs prior to project start and throughout project life cycle.
  • Actively monitor the projects critical path milestones to ensure timely delivery of project objectives.
  • Develop project strategies and plans, and identify the methods and tools required for the project.
  • Monitor budget against plan and work with client and project team to resolve overages and underages in a timely manner.
  • Coordinate and collaborate with cross-functional teams who will provide technical solutions and to resolve problems.
  • Manage scope creep by coordinating and responding to new requests for changes from original specifications.
  • Ensure quality through planning, execution, quality assurance, and quality control techniques.
  • Identify, analyze, and mitigate risks to maximize the results and minimize the consequences.
  • Facilitate issue management with the client and project teams and collaborate on response and resolution plans.
  • Work closely with the end users, business analysts, technologists, and other stakeholders to understand and prioritize business goals and information needs.
  • Provide solutions, leadership, and motivation to project team members.
  • Provide transparent internal and external communications through status reporting.

What you bring:

  • A minimum of 5+ years agency/consultancy experience.
  • 8-10 years of experience working on enterprise level projects.
  • 5 years running cross functional programs.
  • A minimum of 10+ years client-facing digital project management experience, using agile methodologies.
  • Arabic language would be useful, but not mandatory
  • Possess an in-depth understanding of project management, workflow, infrastructure, project life cycles and management methodologies and styles.
  • Ability to see the big picture while also focusing on the details.
  • Experience with Jira/Confluence
  • Experience coaching and mentoring scrum teams and scrum masters.
  • Bachelor's degree preferred
