The Role Purpose:

Oversee all aspects of the supply chain function, including procurement, contract and tendering activities, inventory management, and vendor management to support the company objectives and operational needs.

Responsibilities:
  • Contribute and monitor the work done by the team members and ensure it is completed on time without delay.
  • Track and report critical organizational unit performance results and escalate business-related issues to senior management.
  • Set strategic procurement plans and budgets and oversee the implementation according to the annual procurement allocation in alignment with the company goals and objectives.
  • Oversee the development and updates of procurement and contract management policies to ensure their alignment with industry's best practices and regulations.
  • Oversee the end-to-end contract lifecycle, including drafting, negotiation, and execution, ensuring compliance with legal and organizational standards.
  • Direct the process of evaluation and selection of vendors and ensure compliance with the requirements and level of service required by the company.
  • Manage relationships with suppliers and vendors, evaluating performance, negotiating terms, and ensuring cost-effective procurement.
  • Identify and assess risks associated with procurement and contracts, implementing effective mitigation strategies.
  • Negotiate favorable terms with suppliers, drive cost savings, and optimize value.
  • Implement continuous improvement initiatives in procurement processes, systems, and practices to enhance efficiency and effectiveness.
Requirements:
  • Bachelor's degree in Business Administration, Purchasing & Procurement, or any other related field.
  • Above 15 years of experience in related field including 5 years in a managerial role.
  • Master's degree in Business Administration, Purchasing & Procurement, or any other (preferred requirements).

The Procurement Manager, 3P Services will manage and grow our Fulfillment Centers, Sort Centers, and Delivery Stations within Amazon Seller Services and Transportation Services. Basic Qualifications

Preferred Qualifications

  • Develop Standard operating procedures for the procurement aspects of the program and ensure that QIP follow them so there is operational consistency across the program.

  • Provide outreach oversight and provides coaching and guidance to the procurement specialists concerning day to day performance of the work scope.

  • Facilitate forming partnerships with key stakeholders and organizations impacted by the program.

  • Responsible for internal procurement among our team (including subcontractors).

  • Responsible for external procurements, including all major contracts.

  • Responsible for working closely with QIC and delivery partners to ensure best for program procurement decisions, including local authorities and key third parties.

  • Report procurement challenges and issues to the XSC Business Management Director and develops appropriate resolutions/mitigations as necessary.

  • Assign work to employees, oversee, and track the completion of work assignments.

  • Interview and select personnel for assignment as required.

  • Maintain clear and concise work standards and goals; provides training and development; completes performance evaluations, conducts employee counselling, takes corrective action as necessary.

  • Ensure adherence to all corporate, contractual, ethics and safety standards, policies and procedures.

  • Perform other responsibilities associated with this position as may be appropriate.

What Required Skills You have:

  • Bachelor degree in an associated technical field

  • At least 20 years of related experience in procurement management and commercial settings of major capital works. Professional membership desirable.

  • Functional interview essential to establish technical expertise.

  • Demonstrated leadership and management skills.

  • Strong written and oral communication, organizational, interpersonal skills, and customer service skills are required, both internal and external facing.

  • Experience in mega projects procurement across the entire lifecycle from EOI to prequalification to RFP and contract award

  • Strong experience in market engagement and supply chain development and management

  • Strong experience in contract condition assessment across varying contract types

  • Strong experience in contractor price assessment

  • Strong problem-solving skills in ambiguous conditions and can undertake role autonomously and in an environment with minimal processes and procedures.

  • Familiarity with SAP, PRSIM and other tools

  • Experience preparing pretender estimates and evaluating tender bids

  • Experience with alternate project delivery models (DB, DBB, CMA, CMR, etc.)

  • Infrastructure experience at major International Contractors, Advisory firms and/or Client Side

  • Previous MEA and/or other international experience.

Job Description:

Parsons is looking for an amazingly talented Procurement Supervisor to join our team! You will be responsible for the procurement of a portfolio of Airfield Assets in accordance with applicable industry standards and ensuring compliance with applicable governance.

What You'll Be Doing:

  • Perform the day-to-day procurement activities for the Airfield Assets delivery programme along with subordinates and meet performance targets against Key Performance Indicators (Tender Event Schedule, etc.).

  • Ensure the procurement activities are undertaken in compliance with the client’s objectives, strategies, policies, plans, procedures, and applicable regulations / standards templates.

  • Develop Tender Event Schedules, Procurement Plans, Pre-Qualification Questionnaires, Pre-Qualification Evaluation Reports, Tender Plans, Award Recommendations, etc., as required.

  • Manage the procurement processes, including vendor selection, negotiation, and contract award.

  • Implement best practices, methodologies and strategies, as required.

  • Identify opportunities for improvements and innovations.

  • Coordinates procurement activities with the client, within the Airfield Assets programme management team, and with other stakeholders.

  • Coordinate the registration of potential vendors and engage the local / international markets, as applicable.

  • Ensure compliance with the client’s Local Content policy.

What Required Skills You'll Bring:

  • Bachelor’s degree in business administration or economics or related field from a recognized university is required.

  • 10+ years of experience of related work experience, including some experience in a lead capacity.

  • Broad experience in a variety of procurement assignments, with airport civil and utilities infrastructure procurement experience highly preferred.

  • Proven leadership capability, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.

  • A demonstrated proficiency in utilizing DMCS (or similar material control system) is also required.

  • Skilled in prioritization, multi-tasking, attention to detail, and follow-through.

  • Ability to present issues to management in written or oral reports, offering recommendations or corrective actions to the best interests of the client.

  • Ability to collaborate with clients, stakeholders, and colleagues.

  • Effective interaction in group settings, using judgment and discretion.

  • Coordination with senior and junior staff to review client deliverables.

  • Ability to work under deadlines and interact with staff and other organizations.

  • Establish and monitor performance measures for continuous improvement.

  • Coordinate with staff and project managers to meet contractual project requirements.
