Preferred education / experience

The ideal candidate shall meet the following requirements:

  • Graduate degree required (such as BSc, BA, LLB, or similar); post-graduate degree preferred.

  • 15 years of relevant experience required, with mandatory prior managerial experience at Lead or Manager level.

  • Familiar with various forms of contract (lump sums, unit rates / re-measurable, early contractor involvement, design & build) to deliver a wide array of Airfield Assets (runways, taxiways, aprons, air traffic control tower, airfield systems, fuel farms…).

  • Prior experience in Saudi Arabia, familiar with PIF Development Companies’ operating models, having worked on the client’s and/or PMCM consultant’s side on multi-billion dollars programmes.

  • Prior experience on Airport projects highly desired (but not mandatory).

Required skills / competencies

The ideal candidate shall possess the following skills and competencies:

  • Ability to manage and lead a team of professionals.

  • Manage and maintain good relationships with vendors
  • Expand the capacity of the purchasing function in supporting bespoke and specialized interior related products/materials
  • To keep an update about import procedures
  • Evaluate potential suppliers to improve supply chain management
  • Assess vendor resources and expertise
  • Develop metrics and standards for vendor performance in all vendor categories
  • Monitor vendor performance, intervening when performance falls below an acceptable threshold
  • Maintain a database of preferred vendors for materials and shipping
  • Coordinate with accounts for processing orders
  • Coordinate with the execution team for verifying and confirming material/product requirements
  • Ensure purchasing records are properly maintained by creating detailed delivery schedules, raise purchase orders, update logs and update reports
  • Track orders to ensure materials are on schedule and delivered on-time
  • Analyse and negotiate purchasing contracts to ensure they are within budget, subject to the approval of the ‘Division Director’
  • Obtain information regarding current developments or trends in buying/purchasing methods, market prices, product changes and technical specifications
  • Ensure that requisitions are processed in accordance with established company policies and control procedures
  • Coordinate with other departments to ensure availability of critical stock items
  • Issue and update inventory of supplies to ensure availability
  • Track the stock of raw materials and components according to specific project number
  • Ensure correct cost allocation and plan procurement in a timely manner

We are looking for a versatile Procurement Manager in KSA who has the following experience, skills and personal attributes:

  • Excellent verbal and written English skills
  • 10 to 15 years of experience within procurement, including at least 3 years in a senior or leadership role
  • Ideally experienced in a procurement function within fit-out construction or joinery manufacturing industries
  • Understanding of the tender and vendor management processes
  • Excellent negotiation skills and experience in negotiating best price, payment terms and delivery schedules with suppliers
  • Likeable, positive and assertive personality
  • Strong Excel and Word skills and ideally experienced in using bespoke procurement software (e.g. ERP and MRP software)

Roles And Responsibilities

Daily tasks and delivery expectation

Team Management

  • Management of the team’s performance, SLAs and KPIs
  • Manage both PwC and client stakeholders
  • Promote and improve stakeholders Net Promoter Scope (NPS)
  • Boost skills and competency development of procurement team
  • Lead transformation of service delivery

Operations Management

  • Oversee all elements of operational delivery of clients’ procurement processes
  • Develop procurement strategies inline with developed procurement plan
  • Manage contract negotiations and awarding processes
  • Review procurement team’s transaction ensuring integrity and compliance with procurement policy and practices
  • Approve and monitor transactions
  • Analyze existing contracts effectiveness and monitor contract compliance
  • Identify potential spend leakage
  • Embed understanding of the market’s supply chain dynamics and associated risks within client delivery
  • Build rapport and manage cross-functional teaming
  • Establish and maintain relationship with strategic suppliers

  • Minimum 7 years of professional experience, ideally having worked with a diverse portfolio of people, process and technology with a leading firm, preferably in the Middle East region
